The Superior Court of New Jersey, Appellate Division has affirmed the decision of the Civil Service Commission approving the consolidation of three Corrections titles into the new title of Correction Major. The court acknowledged the Commission's classification authority and found that the Commission did not abuse its discretion in declining to consider allegations of anti-union animus in connection with title reclassification. The opinion describes the Commission's decisions as "clear and comprehensive" and "very thorough".
"We applaud the Appellate Division's ruling in the Correction Major matter," Robert M. Czech, Chair/CEO of the New Jersey Civil Service Commission, said. "We have maintained all along that the Commission's actions are fully within the scope of our authority to administer titles in the public service. The decision validates the efforts by this Commission to reduce the burdens on government managers and taxpayers by undertaking a comprehensive review and consolidation of State and local titles."
