To be eligible for RREM Pathway D, applicants must meet all the following program requirements:

• Property must have sustained damage as a result of Superstorm Sandy.
• Property owner must own and occupy the property as their primary residency at the time of their RREM Pathway D application.
• Household Adjusted Gross Income must be under $250,000.
• Property must be a single-family detached residence, including manufactured housing units.
• Property owners who applied to RREM in 2013 and were funded under Pathways A, B, or C may be eligible for Pathway D depending on previously completed work and funding status. 
• Second homes, rental properties, and multi-unit structures are not eligible.

Applicants will be assisted based on the prioritization criteria outlined below. Depending on the volume of applications received, lower priority applications may be placed on a waitlist.

Priority 1:

• Eligible households who are less than 80% area median income (AMI); AND 
• Have never applied to RREM or they acquired the property after Superstorm Sandy

Priority 2:

• Eligible households who are less than 80% AMI; AND
• Had a 2013 application to the RREM Program, have an incomplete project, and who do not owe funds back to the program.

Priority 3:

• Applicants whose household adjusted gross income is 80%-120% AMI; AND
• Have never applied to RREM or they acquired the property after Superstorm Sandy

Priority 4:

• All other eligible households

RREM Pathway D provides grant funding for eligible repairs and recovery activities that address remaining damage caused by Superstorm Sandy. Eligible activities include rehabilitation, reconstruction, elevation, mitigation measures, demolition, utility repairs, site remediation, accessibility improvements, and other activities required to restore a home to decent, safe, and sanitary occupancy.

Applicants must include a proposal from a licensed contractor showing necessary repairs as part of their application. The program will verify the cost reasonableness of the project using industry standard construction estimating tools.

While the contractor's proposal will be the basis of the grant award, funding is subject to duplication of benefits (DOB) requirements and program award limits.

 Property owners must provide the following documents electronically with their application:

• Form 1040 or IRS Non-Filing Letter for all household members
• State-issued or federally-issued identification (ID)
• Proof of ownership (property assessment card, tax bill, or deed)
• Proof of primary residency (driver's license or ID issued by the NJ Motor Vehicle Commission)
• Construction proposal(s) detailing reasonable and necessary activities
• Photographs showing the jobsites of the repairs listed in the construction proposal(s)
• Photographs showing:
• The front, left, right, and rear of the property. One of these photos must include the house number
• Photos of any bodies of water which are on or abut against the property.
• Documentation demonstrating that the property suffered damage from Superstorm Sandy (insurance claims, documentation showing repairs completed as a result of Sandy, photos)
• Superstorm Sandy disaster assistance claim documentation from homeowner's Insurance, FEMA, SBA, flood insurance, and other disaster assistance sources.
