This Academy was designed to support states efforts in developing green-focused career and technical education (CTE) programs of study in order to prepare secondary and postsecondary students for emerging green-focused careers. Michael Pennella, superintendent of Essex County Vocational-Technical School District, served as the leader of New Jerseys team in the National Academy described above and is hosting the state green curriculum project in his district. After participating in the National Academy, the Department of Education, Office of Career and Technical Education (OCTE) determined to establish a statewide New Jersey Green Program of Study, which has as its goal to establish model four-year statewide green programs of study in developing green-focused career and technical education (CTE) programs for sustainable design, sustainable energy, and green construction in order to prepare secondary and postsecondary students for emerging green-focused careers. On July 1, 2010, the OCTE entered into a three-month cooperative agreement with Essex County Vocational School District to initiate development of the States first statewide green program of study. The initial cooperative agreement called for creation of a team of teachers with expertise in related CTE and academic areas and industry experts to develop a grade 9 foundational curriculum that will introduce students to the four-year program of study in sustainable design, sustainable energy, and green construction. Since July 2010, the New Jersey curriculum team has developed the grade 9 curriculum that builds the foundation for three model programs of study. The grade 9 curriculum introduces students to scientific concepts related to sustainability, explores careers in sustainable design, sustainable energy, and green construction (building science), and is aligned to the Common Core State Standards for Technical Subjects. Districts offering the introductory course may select one, two, or three of the subsequent green programs of study, depending upon the districts course offerings. Students who complete the grade 9 curriculum will then enter into one of the three green programs of study. On October 1, 2010, the OCTE entered into Year 1 of a multi-year cooperative agreement with Essex County Vocational School District to continue curriculum work for the green program of study through the New Jersey Green Program of Study Cooperative Agreement (cooperative agreement). In this cooperative agreement, Essex County Vocational School District, along with the New Jersey Green Program of Study Team (Green POS Team) made up of representatives from the grantee, the OCTE, the Education Resources Information Center (ERIC), postsecondary institutions, business and industry representatives, and the New Jersey Council of County Vocational Schools (NJCCVS), to continue development of the NJ Green POS curricula. As of September 1, 2011, the OCTE awarded grants to six school districts for the purpose of piloting the green program of study curricula and providing feedback to the Green POS Team. Drafts of the grade 10 curricula for the three content areas, aligned to the Common Core State Standards in Technical Subjects, were developed by the Green POS Team and were made available to the pilot school districts to review and implement as of January 2012, and work on grade 11 curricula has commenced. Significant professional development opportunities were also provided to the pilot school districts through the cooperative agreement to support the implementation of the model Green Program of Study. In Year 3, this New Jersey Green Program of Study Notice of Grant Opportunity (NGO) will provide continuation funding to Essex County Vocational School District (grantee) in order to accomplish the following grant objectives: Objective 1: Develop Model Green Curricula. The grantee will continue to coordinate the curriculum development process for the model Green Program of Study in order to deliver curricula for each of the three strands to the pilot school districts, with adequate time for the districts to participate in related professional development and prepare to implement the curricula. Objective 2: Develop Model Green Programs of Study. The grantee will continue to coordinate the model articulation agreement development process in order to establish at least one model articulation agreement with at least one postsecondary partner for each of the three strands by the end of the Year 3 contract. Objective 3: Provide Professional Development to Pilot Schools. The grantee will continue to contract with professional development providers that will provide timely support to the six pilot school districts in order to ensure successful implementation the model curricula at each grade level. Objective 4: Provide Technical Assistance to Pilot Schools. The grantee will continue to support the Green Program of Study electronic professional learning community (PLC) for the pilot school districts in the form of a dedicated social media site (YAMMER) in order to ensure successful implementation the model curricula at each grade level. Objective 5: Facilitate Grant Implementation. The grantee will continue to facilitate the grant implementation progress by organizing meetings with the curriculum advisory group for each of the three pathways, the pilot school districts, industry and postsecondary partners and consultants, as needed, and the OCTE to accomplish the grant objectives. Objective 6: Develop and Distribute Promotional Materials. The grantee will continue to coordinate periodic updates to the NJ Green Program of Study website in order to inform districts and the public about the New Jersey Green Program of Study initiative and to share information regarding pilot school district activities, model curricula, and resources. Objective 7: Make Recommendations to the OCTE. The grantee will continue to periodically submit recommendations to the OCTE regarding future steps towards implementing the New Jersey Green Program of Study initiative based upon feedback from the pilot school districts, partners, and consultants in order to ensure the accomplishment of the grant objectives. Objective 8: Submit Timely Progress Reports to the OCTE. The grantee will submit to the OCTE interim and final reports as required by this NGO to ensure the accomplishment of grant objectives and the timely expenditure of funds. Contract modifications, if any, will be submitted to the OCTE in a timely fashion to ensure appropriate expenditure of funds. 1.2 ELIGIBILITY TO APPLY This is a continuation NGO available only to Essex County Vocational School District, the recipient of the cooperative agreement in Year 1. 1.3 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The New Jersey Green Program of Study NGO is 100 percent State funded under State Vocational Education Aid funds. One grant for a total $114,000 will be awarded for Year 3 of 4 of this grant program, which will commence on November 1, 2012, and conclude on October 31, 2013. The final award for Year 3 is subject to the availability of State Vocational Education Aid funds. In each grant period, the grantee is expected to complete the activities established for that period, and to make satisfactory progress toward the completion of the goal, objectives, and outcomes of this NGO. Failure to do so may result in the withdrawal by the NJDOE of certification of the grantees eligibility for continuation funding. 1.4 Documentation of Federal Compliance In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid DUNS number and must also be registered with the Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. The Application Control Center (ACC) must receive an original and two copies of the complete application NO LATER THAN 4:00 P.M. ON AUGUST 29, 2012. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application received after this deadline. The interim report will be reviewed to determine the degree of the funded agencys progress within the scope of work appropriate to the grant period, and its conformance with program regulations and enabling regulations. The Interim Report will include the following: Interim Report Narrative. The grantee will submit an interim progress report narrative as follows: Progress made towards achieving the project outcomes, including successes as well as any barriers to success; If and why project activity timelines are moved; If and why budget items were not expended as anticipated; Curriculum documents; and Requests for technical assistance from the OCTE, if any. ii. Interim Report Project Activity Plan. The grantee will submit the interim project activity plan as follows: Triangles for completed activities will be filled in; Triangles for activities underway will be filled in; and Triangles for activities for which the timeline has moved will be circled and redrawn in the new timeframe. iii. Interim Fiscal Report: The grantee will submit an interim fiscal report as follows: Total expenditures to date by line item; and Summary of total expenditures to date. 1.8.2 Final Report: The Final Report includes both program and fiscal reports. The Final Report will include the following: i. Final Report Narrative. The grantee will submit final progress report narrative as follows: Achievement of the project outcomes; If any project outcomes were not met, include an explanation of barriers to success; If any project activity timelines were not met, include an explanation of barriers to success; Curriculum documents and model articulation agreements; If budget items were not expended as anticipated, include an explanation of why; and Recommendations to the OCTE, if any. ii. Final Report Project Activity Plan. The grantee will submit the final project activity plan as follows: Triangles for completed activities will be filled in; Triangles for activities not completed will be left blank. iii. Final Report Budget Summary. The grantee will submit the final Budget Summary as follows: Expenditures to date by line item; and Total expenditures to date. 1.8.3 Report Submission All fiscal and program reports will be submitted through EWEG as part of the periodic expenditure report system (PERS). 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The OCTE will periodically assess the grantees progress towards achieving the outcomes listed under Section 2.1: Project Design Considerations. The primary tools for conducting these assessments are the Interim and Final Reports. The OCTE will conduct the evaluation of the Interim and Final Reports by asking the following questions: Is the grantee making timely progress toward accomplishing the objectives of this grant program as evidenced by the grantee meeting the approved activity timelines identified in the Project Activity Plan? Are the pilot school districts receiving timely and relevant professional development, curriculum documents, and other resources/technical assistance needed to implement the grade 10 curricula as identified in the Project Activity Plan? Are web tools to be provided through this grant available to the electronic green professional learning community? Is the NJ Green Program of Study Website updated with current information? Is the grantee spending grant funds in support of the Project Activity Plan activities and timelines? In addition, the OCTE may choose to conduct either or both of the following assessments: A survey of pilot districts, postsecondary partners, and/or industry partners during the grant year in order to assess their perception of the grant program activities. A monitoring visit of the grantee to review the approved documentation identified in the Program Activity Plan that the grantee is to collect in order to demonstrate accomplishment of grant activities. 1.10 REIMBURSEMENT REQUESTS All payment of grant funds is now made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Grantees must submit requests at least ten (10) business days before the end of the month. You may include in your request funds that will be expended through the last calendar day of the month in which you are requesting the reimbursement. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the applicant with the program framework within which the applicant will plan, design, and develop its proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1: Description of the Grant Program of this NGO to ensure a full understanding of the States vision and purpose for offering the grant program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. 2.1 PROJECT DESIGN CONSIDERATIONS The New Jersey Green Program of Study Pilot Program (pilot program) will encompass all of the tasks associated with the coordination of the development of the New Jersey Green Program of Study curricula and model articulation agreements, and will provide support to the pilot school districts implementing the curricula in the form of professional development and electronic resources. In Year 3 of this four-year grant, the applicant will address the following required grant objectives and outcomes in the project narrative, project activity plan, and project budget in support of the statewide goal of this grant program, which is: STATEWIDE GOAL: To establish model four-year statewide green programs of study in developing green-focused career and technical education (CTE) programs for sustainable design, sustainable energy, and green construction (building science) in order to prepare secondary and postsecondary students for emerging green-focused careers. Objective 1: Develop Model Green Curricula. The grantee will continue to coordinate the curriculum development process for the model Green Program of Study in order to deliver curricula for each of the three strands to the pilot school districts, with adequate time for the districts to participate in related professional development and prepare to implement the curricula. Year 3 Outcome 1(A): Grade 10 Curricula Reflection. Pilot school district teachers provided feedback on the grade 10 curricula implemented by their district during the 2012-2013 School Year, including information regarding how they are assessing student performance, and appropriate curricular revisions were made based upon their input. Year 3 Outcome 1(B): Grade 11 Curricula Completed. Grade 11 curricula for each of the three green programs of study were completed and made available to the pilot school districts in a timely fashion for district implementation in the 2013-2014 School Year. The curricula integrate the Common Core State Standards for Math and Literacy in Technical Subjects, the appropriate Career Cluster and Pathways Standards in Standard 9.4 Career and Technical Education, 21st Century Skills appropriate industry standards, activity-based and project-based learning strategies, and assessments to measure students success. Year 3 Outcome1(C): Grade 12 Curricula Outline Developed. Grade 12 curriculum outlines for each of the three green programs of study were completed by the end of Year 3 that integrate the Common Core State Standards for Math and Literacy in Technical Subjects, the appropriate Career Cluster and Pathways Standards in Standard 9.4 Career and Technical Education, 21st Century Skills, and appropriate industry standards and includes activity-based and project-based learning strategies. Objective 2: Develop Model Green Programs of Study. The grantee will continue to coordinate the model articulation agreement development process in order to establish at least one model articulation agreement with at least one postsecondary partner for each of the three strands by the end of the Year 3 contract. Year 3 Outcome 2(A): Model Programs of Study Drafts Developed. Model articulation agreements with at least one postsecondary partner for each of the three strands were drafted and made available to all parties in a timely fashion in order to complete the review process by the end of Year 3. Objective 3: Provide Professional Development to Pilot Schools. The grantee will continue to contract with professional development providers that will provide timely support to the six pilot school districts in order to ensure successful implementation the model curricula at each grade level. Year 3 Outcome 3: Professional Development Delivered. The pilot school districts received professional development that prepared them to successfully implement the model curricula for grade 10 during the 2012-2013 school year and begin preparations to implement grade 11 curricula during the 2013-2014 school year. Objective 4: Provide Technical Assistance to Pilot Schools. The grantee will continue to support the Green Program of Study electronic professional learning community (PLC) for the pilot school districts in the form of a dedicated social media site (YAMMER) in order to ensure successful implementation the model curricula at each grade level. Outcome 4: Technical Assistance Delivered. Teachers from the pilot school districts participated in the Green Program of Study electronic PLC, and received and provided feedback on YAMMER regarding implementing the of model curricula. Objective 5: Facilitate Grant Implementation. The grantee will continue to facilitate the grant implementation progress by organizing meetings with the curriculum advisory group for each of the three pathways, the pilot school districts, industry and postsecondary partners and consultants, as needed, and the OCTE to accomplish the grant objectives. Outcome 5: Grant Implementation Facilitated. At least one meeting was conducted with each of following as appropriate: the pilot school districts, the curriculum advisory groups, the postsecondary and industry partners and consultants, and the OCTE to ensure accurate tracking of progress of grant objectives. Objective 6: Develop and Distribute Promotional Materials. The grantee will continue to coordinate periodic updates to the NJ Green Program of Study website in order to inform districts and the public about the New Jersey Green Program of Study initiative and to share information regarding pilot school district activities, model curricula, and resources. Outcome 6: NJ Green POS website updated. The NJ Green Program of Study website was updated periodically and offered up-to-date information regarding the pilot program and the pilot school districts progress at implementing of the pilot program. Objective 7: Make Recommendations to the OCTE. The grantee will continue to periodically submit recommendations to the OCTE regarding future steps towards implementing the New Jersey Green Program of Study initiative based upon feedback from the pilot school districts, partners, and consultants in order to ensure the accomplishment of the grant objectives. Outcome 7: Recommendations Received and Considered. The OCTE was apprised of potential problems, roadblocks, and progress made in order to permit the OCTE to respond in a timely fashion. Objective 8: Submit Timely Progress Reports to the OCTE. The grantee will submit to the OCTE interim and final reports as required by this NGO to ensure the accomplishment of grant objectives and the timely expenditure of funds. Contract modifications, if any, will be submitted to the OCTE in a timely fashion to ensure appropriate expenditure of funds. Outcome 8: Progress Reports Submitted as Required. Grant interim and final reports were filed in accordance with the stated timelines of this NGO. Contract modification requests, if any, were filed within the timelines of this NGO. 2.2 PROJECT REQUIREMENTS In preparing a response to this NGO, the applicant is responsible for reviewing and complying with all grant program requirements set forth in this NGO. Below is a list of project requirements to be included in the applicants program design: 2.2.1 Project Narrative: The Project Narrative will describe the applicants vision for implementing each of the NGO objectives that will lead to the accomplishment the grant outcomes by the end of Year 3, including, but not limited to: Planned professional development and technical assistance to the pilot school districts; Consultants needed to deliver professional development; Consultants, teachers, and faculty needed to develop curricula, model articulation agreements, and develop assessments to measure students success; Project staff needed to coordinate and carry out the grant program; and Meetings and other activities and resources the applicant deems necessary to support the accomplishment of NGO outcomes. 2.2.2 Project Activity Plan: The project activity plan will identify specific activities to be carried out or coordinated by the grantee for each of the grant objectives that will lead to the accomplishment the grant outcomes by the end of Year 3. Each project activity will: Support a specific objective(s) identified in this NGO; Identify the person(s)/organization(s) responsible for carrying out and/or coordinating the project activity; Include a timeline for accomplishing the project activity; and Identify the documentation to be collected by the grantee that will demonstrate the accomplishment of the activity. 2.2.3 Grant Budget Detail Forms & Budget Summary: The Grant Budget Detail Forms and Budget Summary will identify expenditures for Year 3 the grantee deems necessary to successfully implement the activities identified in the Project Activity Plan. 2.3 BUDGET DESIGN CONSIDERATIONS When considering the grant budget, the applicant will design the budget to support grant activities identified in the Project Activity Plan. Examples of appropriate uses of funds to support grant activities are listed below. Permissible uses of funds are as follows: Project coordinator salary/benefits to support all grant objectives and activities; Clerical salary/benefits to support the project coordinator. Consultant contracts for curriculum development, professional development for pilot school teachers and staff, and professional services for website design, updates, and maintenance; Vendor contracts for facilities and food for meetings and professional development; Stipends for pilot school district teachers and postsecondary partners to review model curricula and develop model articulation agreements; Website host registration fees to maintain the NJ Green Program of Study website; Grant staff travel for meetings, professional development, and conferences (as approved by the OCTE); Resources, supplies, materials, sample text books, and/or software licenses for meetings, professional development, and technical assistance; and Administrative costs for overseeing the grant program, including project director, business administrator, and clerical support. Grant Budget Detail Pages are designed to demonstrate the link between grant objectives, activities, and budget items. When completing the Budget Detail Forms, the applicant will identify the objective(s) and activity(s) each requested budget item will support, along with a detailed description, purpose, and cost calculation of the corresponding budget item. Budget items not included in the list above will be reviewed for appropriateness for the grant program. Any budget items requested that do not support the grant objectives and activities will not be approved by the OCTE. 2.4 BUDGET REQUIREMENTS The applicant must include budget requests for all of the items listed in Section 2.3: Budget Design Considerations unless the applicant can specifically demonstrate how the Grant Objectives will be carried out without the use of grant funds. The following limitations are imposed on specific grant items: A maximum of ten percent (10%) of the grant award may be used for administrative costs. Out-of-state travel must be approved by the Office of Career and Technical Education. Travel reimbursements are permitted for the project director and project coordinator. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator/fiscal officer when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals on in-state travel Mileage reimbursement is capped at $.31/mile Out-of-state travel requests must be submitted to the NJDOE for approval Grant expenditures by grant staff to attend conferences and other events that are not a part of this grant program must be approved by the Office of Career and Technical Education. Matching funds are not required as part of this grant application. Ineligible Costs: Grant funds may not be used for the following costs. If the applicant includes grant funds under any of the ineligible categories, those costs will be removed by the OCTE: Facilities Equipment Indirect Costs Property Services  SECTION 3: COMPLETING THE APPLICATION 3.1 GENERAL INSTRUCTIONS FOR APPLYING To apply for a grant under this NGO, the applicant must prepare and submit a complete application. The application will be a response to the states vision as articulated in Section 1: Grant Program Information of this NGO. It will be planned, designed, and developed in accordance with the program framework articulated in Section 2: Project Guidelines of this NGO. The application package must also be constructed in accordance with the guidance, instructions, and forms found only in the Discretionary Grants Application (DGA) attached to this application. You must use the DGA forms in combination with this NGO to prepare a complete application. 3.2 REVIEW OF CONTINUATION APPLICATIONS Department staff will review the grant application on the basis of quality and comprehensiveness, including consistency with the statewide goal, objectives, and outcomes of this NGO.
