The NJDOE believes that all students can become productive and economically self-sustaining, and can contribute through their work to the well-being of their larger communities. To accomplish this priority, the department supports equitable opportunities for all students to learn and shall incorporate the efficient use of effective traditional educational opportunities and practices infused with innovative, research supported methods. Moreover, the NJDOE believes that career and technical education (CTE) programs, funded by Carl D. Perkins Career and Technical Education Improvement Act of 2006 (Perkins IV), provide unique opportunities for students to learn and is committed to equitable access to quality programs for student success. The purpose of the Carl D. Perkins Career and Technical Education Improvement Act of 2006 (Perkins IV) is to develop more fully the academic and career and technical skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs. This purpose is accomplished by developing and assisting students in meeting high standards, integrating academic and career and technical instruction, linking secondary and postsecondary education, increasing state and local flexibility, collecting and disseminating research and information on best practices, providing technical assistance and professional development, supporting partnerships among diverse stakeholders, and providing individuals with the knowledge and skills to keep the U.S. competitive. Included in the purpose of the Act, are the efforts of the States, including New Jersey to: (1) Promote the awareness and retention of students in fields of study, occupations or fields of work, including careers in computer science, technology and other current and emerging high skill occupations for which individuals of one gender comprise less than 25 percent of individuals employed in such occupations; (2) Develop challenging academic and technical standards for students, including preparation for high skill, high wage, or high demand occupations in current or emerging professions; (3) Conduct and disseminate research and information on best practices that improve career and technical education programs, services, and activities; (4) Provide technical assistance and promote leadership and professional development at the State and local levels to improve the quality of career and technical education teachers, faculty, administrators and counselors, and (5) Provide individuals with opportunities throughout their lifetimes to develop, in conjunction with other education and training programs, the knowledge and skills needed to keep the United States competitive. In addition, the NJDOE also maintains a commitment to comply with regulations related to nondiscrimination. Specifically, these laws include Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act of 1990, all in accordance with the United States Department of Education - Office for Civil Rights Guidelines for Elimination of Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex, and Disability in Vocational Education Programs 34 CFR, Part 100, Appendix B (Guidelines). These statutes require that all CTE programs, services, activities, and employment are accessible without regard to race, color, national origin, sex, or disability. These Guidelines have significant applicability and were adopted to provide additional guidance and support to States and CTE administrators in meeting the obligations under civil rights regulations. Included in these guidelines are adherences that the opportunity for CTE programs and educational opportunities must be equal for all students without regard to race, color, national origin, sex, or handicap. NJDOE is committed to providing equal access for all students enrolled in CTE programs. As reported in the Consolidated Annual Report (CAR) to the United States Department of Education, Office of Vocational and Adult Education, New Jersey serves diverse populations of students in CTE programs. During school year 2009-2010, 102,142 New Jersey secondary and 79,316 postsecondary students participated in career and technical education programs. Of these enrolled students, 92,570 (53,412 secondary and 39,158 post secondary) were identified as American Indian, Asian, Black (non-Hispanic), Hispanic or economically disadvantaged. In addition 54,013 were male and 48,129 female secondary students and in postsecondary institutions, 34,332 were male and 44,984 were females. To ensure equal opportunity and access is provided to all students, the NJDOE is committed to strategies that continuously promote awareness among teachers, counselors and administrators in three significant areas: Promote CTE as an effective pathway toward assisting students to meet the challenge of completing and succeeding in the 21st century global economy; Increase participation and completion in CTE programs that align to high wage, high skill occupations which are in demand as determined by national and state trends; and Increase the awareness of enrollment disparities in CTE programs and increased participation and completion of CTE programs for students that are underrepresented in CTE programs based on race/ethnicity, socio-economic status and/or disability. The department supports the premise that Americas strength and leadership in the global economy is dependent upon the education and career readiness of our students. The ability of our nation to successfully compete and succeed in the global economy of the 21st century requires the education system to prepare students for high skill, high wage and high demand current and emerging occupations identified in the New Jersey Five-Year Career and Technical Education Plan. As a result, NJDOE strives to promote and increase awareness, participation, retention and completion for identified students in courses of career and technical studies as a viable method to ensure the strength of our nation. The 2009-2013 New Jersey State Plan for Career and Technical Education established eight priorities to align with the new vision of CTE, in the effort to prepare students to succeed as global citizens and for career opportunities of the 21st century and to support healthy economic growth within the State. Priority #1 - Science, Technology, Engineering and Mathematics (STEM) Education Strengthen skill development of New Jerseys CTE students specifically in the areas of science, technology, engineering, and mathematics to ensure success at the postsecondary level and long-term, high wage, high-skill, or high demand career opportunities for students particularly in New Jerseys burgeoning high-tech sectors. Priority #2 Education Reform Promote CTE throughout the state as an important and viable high school reform model that links academic achievement, technical skill development, and student leadership in a contextual learning environment, as well as links CTE to activities such as The Partnership for 21st Century Skills. Priority #3 - Nontraditional Careers Promote the expanded participation of students in the exploration of and preparation for nontraditional careers to allow all students to satisfy their personal interests and make the best use of their particular knowledge and skills, while positioning the students to take advantage of critical growth areas in New Jerseys economy. Additionally, attention should be provided to the unique needs of nontraditional students and the historically marginalized student populations to ensure that CTE serves the needs of the broadest possible range of students. Priority #4 - Developmental Career Counseling Support strong developmental career counseling programs to promote career preparation and life-long learning. The focus on this priority will assist secondary and post secondary schools enhance programs and services to personalize the environment and help historically marginalized students or special populations of students develop focused academic and career plans. Attention in this area will provide opportunities to increase access to educational and career opportunities. Priority #5 Collaboration and Partnership Development Support career-related educational opportunities through the development and expansion of school/business community partnerships that allow CTE students to apply their skills and knowledge for the benefit of the communities in which they live, while also helping to build stronger ties between students and their local communities within the state. Priority #6 Professional Development and Technical Assistance Promote rigorous curricula and high quality teaching, administrative and counseling skills that are critical to the success of any CTE program of study. Priority #7 Student Leadership Development The NJDOE will support activities that will assist students in assuming leadership roles. Priority #8 Teacher Preparation and Recruitment The NJDOE will address the need for and supply of high quality teachers in career and technical education programs. These priorities, specific, focused and forward thinking, will be achieved through strategies and initiatives such as this grant program. The specific priorities identified in the 2009-2013 NJ State Plan that align with this project are #1 - #6. Description of the Grant Program To support the intent of the Carl D. Perkins Career and Technical Education Improvement Act of 2006 (P.L. 109-270), (the Act), New Jersey will establish a Career Equity Resource Center. Funded through New Jersey State Vocational Education Aid funds, which have been identified to support the implementation of the Act, the Career Equity Resource Center is designed to meet the needs of the 21st century workplace and the global economy by supporting equity and access for special populations and historically marginalized middle and secondary students in career technical education programs by: providing technical assistance and professional development to administrators, teachers, guidance counselors, and parents to support the participation, retention and completion of special populations and historically marginalized students in high wage, high skilled, high demand CTE programs. supporting the improvement of technical and academic skills for special populations and historically marginalized students. modeling replicable systemic research based best practices in up to four schools in each region that narrow equity gaps, heighten educational achievements, and promote broadened opportunities for all career technical education students. For the purpose of clarification, the following definitions are offered: Special Populations students with disabilities; students from economically disadvantaged families, including foster children students who are preparing for non-traditional fields students who are single parents, including single pregnant women students with limited English proficiency displaced homemakers Marginalized Students Marginalized students as referred to in the 2009-2013 New Jersey State Plan for Career and Technical Education include students disproportionately represented in high wage, high skill, high demand CTE programs in enrollment categories as participant, concentrator or completer as categorized by enrollment, concentration, or course completion. This disproportionate representation may be based on one or more factors, which can include gender, race/ethnicity, and/or socioeconomic status. To achieve the purposes of this program, the grantee shall demonstrate the capacity to provide training, professional development, technical assistance, resources, and evaluation activities to local educational agencies that assist in areas which may include but are not limited to: Recruiting and retaining students in programs nontraditional for their gender or under represented based on race/ethnicity or socioeconomic status; Providing comprehensive technical assistance to school/school districts in developing strategies to enhance participation in CTE programs that align with high wage, high skill, high demand and nontraditional career fields; Providing resources and training on culturally responsive instructional practices; Providing technical assistance to reduce disproportionate participation, retention and completion of special populations and marginalized students in high skill, high wage, high demand CTE programs; and Initiate on-going sustainable partnerships among key stakeholders around identified and publicized best practices that support and enhance equitable practices aligning with academic and career success of students. Grant Program Period The initial award was issued from October 1, 2011 through September 30, 2012 with a continuation application required each year. Based on the availability of federal and/or state funds, this four-year grant program will end September 30, 2015. The project periods for the subsequent award years are: Year 2: October 1, 2012 September 30, 2013 Year 3: October 1, 2013 September 30, 2014 Year 4: October 1, 2014 September 30, 2015 This four-year grant program is designed to serve the career interests of public school students in grades 7 through 12. However, at the request of the OCTE Director, the Career Equity Resource Center may be required to provide technical assistance and/or professional development to other entities, including post secondary institutions. The program requirements will remain the same for each year of the multi-year grant program. However, the grantee will be expected to update objectives approved for year one, and incorporate new activities and strategies to accomplish the States goal for this program in years two, three and four. ELIGIBILITY TO APPLY The Career Equity Resource Center continuation grant was a limited competitive grant program open to public 2 or 4 year degree granting institutions. Rutgers, the State University of New Jersey, is the agency funded in year one of the multi year grant program and is eligible to apply for continuing funding in year two pending attainment of stated goals and objectives and availability of State Vocational Education Aid funds. The following entities may be included as eligible consortium partners with the grantee: Private 2-year or 4-year degree granting institutions of higher education in the state of New Jersey and/or Nonprofit entities in New Jersey with 501(c)(3) IRS status and demonstrated effectiveness toward improving access and equity for secondary or postsecondary students participating in career and technical education programs or opportunities. The grantee must identify all consortium partners and provide evidence of their eligibility, where applicable. The grantee is also responsible for providing coordinated statewide services to promote preparation of students for education, training and employment. Therefore, the grantee should consider the ability of consortium partners to effectively assist in providing the required services throughout New Jersey. The chief executive officer (CEO) of the Career Equity Resource Center and the CEO of the partner agency must complete, sign, scan and upload the Documentation of Collaboration form (Appendix 1), attesting to the agencys eligibility to apply for funds and collaborative partnership. Failure to submit a completed Documentation of Collaboration form may result in the grantee being denied grant continuation. NJDOE reserves the right to reject any application not in conformance with the requirements of this NGO. 1.3 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, CCR) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), the grantee must have a valid DUNS number and must also be the federal System for Award Management (SAM) the successor to the federall Central Contractor Registration registered with (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required under FFATA. To obtain a DUNS number, go to  HYPERLINK "http://fedgov.dnb.com/webform/" http://fedgov.dnb.com/webform/ To register with the CCR/SAM database, go to www.SAM.gov The grantee is required to submit their DUNS number and expiration date of their CCR/SAM registration as part of the EWEG application and must certify that they will ensure that their registration will remain active for the entire grant period. No award will be made to the grantee if not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The grantees project must be designed and implemented in conformance with all applicable state and federal regulations. The Career Equity Resource Center is one hundred percent (100%) state funded under State Vocational Education aid, which provides state maintenance of effort to the Carl D. Perkins Career and Technical Education Improvement Act of 2006. A total of $345,000 was available for a single award in the first year of this four-year grant program. A total of $345,000 is available for year 2 of the continuation grant represented by this NGO. The grantees program must be designed and implemented in conformance with all applicable state and federal regulations. Regardless of the size of the grant, proposed costs must be reasonable and necessary to carry out the programs purposes and objectives. Final awards are subject to the availability of State Vocational Education Aid funds. 1.5 DISSEMINATION OF THIS NOTICE The Office of Career and Technical Education will make this notice available to the current CERC grantee based on the eligibility requirements outlined in Section 1.2. Additionally, OCTE will disseminate this notice to the Executive County Superintendent in which the eligible agency is located. Additional copies of the NGO are also available on the NJDOE Web site ( HYPERLINK "http://www.nj.gov/njded/grants/discretionary/" http://www.nj.gov/njded/grants/discretionary/). Under this grant program the grantee is expected to retain a copy of the Career Equity Resource Center NGO and copies of all subsequent requests for funding over the multi-year grant for reference. Information in the initiating multi-year NGO document that is relevant and applicable to the full 4-year grant program may not be repeated in this continuation NGO. In addition, the originating multi-year NGO and continuation NGO are required for federal auditing purposes. 1.6 TECHNICAL ASSISTANCE The Office of Career and Technical Education will provide technical assistance to support the grantee in completing the CERC application using the EWEG system, and in developing the project activity plan to meet the requirements set forth in this NGO. The program officer for the grant program will coordinate a date and time with the CERC director to provide this technical assistance. 1.7 APPLICATION SUBMISSION The NJDOE operates discretionary grant programs in strict conformance with procedures designed to ensure accountability and integrity in the use of public funds and, therefore, will not accept a late application. The responsibility for a timely submission resides with the grantee. The Application Control Center (ACC) must receive the complete application through the online EWEG system at  HYPERLINK "http://homeroom.state.nj.us/" http://homeroom.state.nj.us/ NO LATER THAN 4:00 P.M. ON WEDNESDAY, September 12, 2012. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, the application if received after this deadline. The completed application must include all elements listed in Section 3.3, Application Component Checklist of this notice. The grantees application, received by the due date and time, will be screened to determine whether it is, in fact, eligible for evaluation. The New Jersey Department of Education reserves the right to reject the application if not in conformance with the requirements of this NGO. Paper copies of the grant application will not be accepted in lieu of the electronic EWEG application submission. Applications submitted by fax cannot be accepted in any circumstances. 1.8 REPORTING REQUIREMENTS The lead agency is required to submit periodic program and fiscal reports documenting grant-related activities that are relevant to the last grant period (i.e., October 1, 2012 September 30, 2013) in the multi-year grant program. The interim reports will be reviewed to determine the degree of the grantees progress within the scope of work appropriate to the grant period, and its conformance with program regulations and enabling legislation. The accurate and timely submission of all required reports by the lead agency (grantee) is necessary to ensure the release of scheduled payments. All program and fiscal reporting will be done through EWEG. 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The Career Equity Resource Center is designed as an additional innovative strategy created to promote college and career readiness and preparation for high skill, high wage careers of the 21st Century. Assessment of the program results shall be measured through the success of achieving the program goals and measurable objectives outlined in Section 2.2 and the outcomes identified by the required project evaluation. The success of the Career Equity Resource Center shall be determined by increased access to, overall participation in and successful completion of career and technical education programs by targeted student populations that lead to attainment of high wage, high demand career opportunities. 1.10 REIMBURSEMENT REQUESTS Payment of grant funds will be made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Grantees must submit requests no later than the 15th of the month. You may include in your request funds that will be expended through the last calendar day of the month in which you are requesting the reimbursement. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. SECTION 2: PROJECT GUIDELINES This section is designed to provide the grantee with the framework within which it will plan, design, and develop its proposed program to adhere to the requirements of this NGO. Before preparing the application, the grantee is advised to review the NGO in its entirety to ensure a full understanding of the NJDOEs vision, purpose and requirements of the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that programs are to achieve, measure, and/or address. Please note that the passage of the School District Accountability Act (A5 or Chapter Law 53) places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. 2.1 PROJECT DESIGN CONSIDERATIONS The project design shall include the delivery of services in two venues: statewide and regional. The grantee shall continue designing a project that ensures the delivery of services on a statewide basis throughout the project period, as needed or requested. The grantee shall also provide a clear description for the delivery of services on a regional basis. The Central Region has been selected by OCTE for services to targeted schools and/or school districts. The grantee will be required in this NGO to describe the delivery and sustainability of the services provided to the Central Region. In subsequent project years, the North and South regions will be selected for targeted services, respectively. In designing the project, the grantee should keep in mind that it will be responsible for coordinating activities to ensure an increase in the number of special population and historically marginalized students participating in and completing CTE programs throughout the state in order to broaden their options and opportunities to pursue and secure high-wage, high-skill, high demand employment. As a result, consideration must be given as to how the grantee will best ensure broad, statewide service and collaboration. The grantee should consider, for example, existing relationships with other entities in various regions of the state which might serve as valuable collaborative partners in achieving the states goal for this program. Additionally, the grantee should remember that all objectives and activities must ultimately lead to the achievement of the goals for the program and to the achievement of the deliverables as described under Section 1.9 - Assessment of Statewide Program Results and Section 2.2.1 Application Components in this NGO. 2.2 PROJECT REQUIREMENTS The overarching goal for this program is to ensure that all secondary students have equal access to, and opportunities to successfully complete, high quality CTE programs to assist them in becoming successful global citizens and prepared for career opportunities of the 21st century. This grant will achieve this goal by increasing awareness of quality career and technical education programs; providing technical assistance and increasing the number of students participating in and completing CTE programs in order to broaden their options and opportunities to prepare for and secure high-wage, high-skill careers. The grantee of this award will serve as the statewide coordinating entity for this program; therefore, the states priority becomes the goal of the Career Equity Resource Center. Year Two Required Activities Statewide Provide professional development, training, technical assistance and information dissemination to schools or school districts, upon request. Continue developing a system to address the timely and efficient delivery of services, as requested by schools and/or school districts, or as requested by OCTE, including post secondary institutions. Continue collaborating with members of the workplace readiness system, including the New Jersey Department of Education, New Jersey Department of Labor and Work Force Development, and the State Employment and Training Commission, to develop effective strategies and tools for statewide delivery. Continue developing measures to monitor effectiveness and ensure sustainability of technical assistance, professional development, training and information dissemination provided in schools and/or school districts served in prior project years of this grant. Continue to enhance the existing web site for educators and students, to include information, strategies, and resources that promote interest of middle and secondary students in seeking nontraditional careers; and those seeking high wage, high skilled occupations which are also included as occupations with the greatest projected job growth, as identified by the US Department of Labor and the New Jersey Department of Labor and Workforce Development. Regional Provide targeted technical assistance, professional development, training, monitoring and support to up to four schools or school districts in the Central region of the state. The NJDOE will approve the schools/school districts selected. Establish an advisory committee in each targeted school/school district to include all major stakeholders; inclusive of key teachers, counselors, principals, students, union and industry representatives, private industry representatives and parents. The grantee shall assist the identified schools/school districts with the development or expansion of an existing advisory committee to guide the effective implementation of all services offered through the Career Equity Resource Center. The grantee shall describe how the advisory committee will remain operational throughout this project period to promote sustainability and accountability for the achieved program outcomes. Oversee the development and implementation of a strategic plan with the advisory committee to achieve the program goals and objectives. Develop and monitor the implementation of strategies in selected schools to afford increased rigor and quality career and technical programs. Coordinate and monitor the implementation of strategies and services to increase participation and completion of career and technical education programs that align with high wage, high skill employment occupations for students that are underrepresented based on race/ethnicity, and socio-economic status. Develop and monitor strategies that will foster improvement and increased successful completion of CTE programs by historically marginalized students and specialized populations that lead to enrollment in postsecondary programs or an industry recognized certification or license. Provide information, training, and ongoing technical assistance to teachers, administrators, counselors, parents, students, business, labor organizations, and other stakeholders on: Recruitment and retention strategies for students considering or enrolled in nontraditional career and technical education programs. Instructional practices that promote equal access to recruitment and retention of students in programs where there is an underrepresentation based on gender, race, ethnicity, disability or, socio-economic status. Career awareness, career exploration, and career development training for students to enable them to explore nontraditional careers, and apprenticeship opportunities in nontraditional occupation. Implement project measures to ensure sustainability of technical assistance, professional development, training and information dissemination. Disseminate a toolkit of strategies to enhance nontraditional or underrepresented participation in career and technical education programs. Develop a system to assist with implementation of strategies, as needed. Increase articulation agreements in targeted schools with institutions of higher education. Provide assistance to initiate and assist in the development of collaborative partnerships between school districts and community colleges to foster success of students. Program Evaluation The grantee shall develop measures to create and administer a program evaluation to determine the attainment of goals and measurable objectives for statewide and regionally based service delivery strategies. This program evaluation should clearly describe how the applicant will determine and report the effectiveness of services provided to schools and/or school districts on an annual basis and at the end of the project period. The program evaluation should describe and include, at minimum the following components: Purpose and scope Evaluation questions Data collection plan Analysis of the data and reporting Recommendations for improvement 2.3 GOALS AND OUTCOMES Goals and outcomes are mandated by the NJDOE; however, the grantee must develop objectives and implementation activities that will result in the goal outcomes listed below. The grantee must also identify a time frame for the accomplishment of each implementation activity under the Interim Reporting period column of the Project Activity Plan. Methods that describe how the grantee will evauate progress toward achievement of the goals and objectives (performance indicators) will be listed under the Documentation column of the Project Activity Plan. The specific goals for this program are to: GOAL #1. Increase the number of special populations and historically marginalized students participating in and completing career and technical education programs in order to broaden their options and opportunities to prepare for and secure high-wage, high-skill, high-demand employment. GOAL #2. Decrease disproportionate enrollment and increase successful completion of special populations and historically marginalized students participating in career and technical education programs. GOAL #3. Increase successful completion of students in CTE programs of study established through articulation agreements who are underrepresented based on special populations and historically marginalized status. GOAL #4. Increase the awareness of CTE programs among parents, students and school district personnel as a viable pathway towards assisting special populations and historically marginalized students to prepare for the 21st century workplace and global economy. The specific goal outcomes are: Increased positive perceptions by educators and students in prioritized areas about careers that are nontraditional for females and males and careers that are underrepresented based on race/ethnicity or socio-economic status. Increased recruitment and retention of students that are underrepresentation in programs which align with high wage or high demand career occupations based on race/ethnicity, gender or socio-economic status. Increased awareness of equity issues and workplace readiness standards for females and males in career preparation. Decreased behaviors that reinforce bias in the classroom and removal of barriers toward participation by students underrepresented in career and technical education programs based on race/ethnicity, socio-economic status, and/or gender. Increased awareness of CTE programs that align with high demand, high wage careers by students, counselors, school administrators, educators, and parents. Decreased disproportional enrollment of students underrepresented in CTE programs that align with high demand, high wage career opportunities, based on race/ethnicity, socio-economic status, and/or gender. Increased successful completion of students who are underrepresented in CTE programs that align with high demand and high wage career opportunities, based on race/ethnicity, gender, and socio-economic status. Successful completion shall be evidenced by enrollment in postsecondary education in the same field/major studied in secondary education or earning a state or industry recognized certification or license. Increased availability of resources and implementation of a Tool Kit of strategies for educators and workforce readiness system personnel regarding nontraditional career opportunities and for working with students underrepresented in CTE programs based on race/ethnicity, gender, and socio-economic status. Increased inclusion of information on nontraditional careers and high growth careers into secondary teachers lesson plans for students. Provision of technical assistance to selected schools to develop strategies to enhance participation in CTE programs where there is an underrepresentation of students based on race/ethnicity, gender and socio-economic status. Development of information and training on gender-fair and equal access instructional practices. Identification, implementation and publicizing of best practices and model programs supporting nontraditional training and employment. The achievement of associated benefits will be measured by surveys, training/workshop attendance and evaluation forms, statistical data, sample curricula, a Tool Kit, participant interviews, etc., as provided by the grant recipient agency in evidence of successful deliverables provided through this grant program. 2.3.1 PROJECT UPDATE (EWEG) The applicant is required to provide a one-page project update for year two. 2.3.2 PROJECT DESCRIPTION (EWEG) The grantee must provide a detailed narrative of the complete project design as well as a proposed plan for implementation for year two of the multi year project. The Project Description must include a detailed description of how the applicant plans to manage and staff the project to ensure successful implementation. In writing this project description, each applicant should refer to the specific requirements identified under Section 2.2, Project Requirements. 2.3.3 GOALS, OBJECTIVES AND INDICATORS (EWEG) The grantee will be required to design a project which accomplishes the project goals and deliverable objectives on a statewide basis and in each of the three geographical regions of the state (North, South, and Central) over the grant period. The project design shall ensure the delivery of services on a statewide basis, as needed throughout the four year project period and in the Central Region during this project period. The project design shall also include a clear description of accountability and sustainability of the achieved goals and objectives. In year one of the grant period, the NJDOE Office of Career and Technical Education assisted the grantee in the selection of the geographical region of the state that will be served and provided assistance with identification and prioritization of the schools and/or school districts to be served within the Central Region. In this application, the grantee will describe in the project description how they will provide targeted services to up to four potential schools/ school districts in the Central region that may be selected to receive targeted technical assistance and indicate reasons for selection. A description of any measures used for selection should also be included. The grantee will also identify the methods that will be used to ensure accountability and sustainability of the program goals and outcomes. 2.3.4 PROJECT ACTIVITY PLAN (EWEG) YEAR 2 Using the goals and objectives, the grantee must describe directly related, relevant activities that represent the steps it will take to achieve each identified objective. The activities identified in this section will serve as the basis for the individual expenditures proposed in the budget. The grantee must address each goal and each deliverable objective. The grantee must establish specific activities and identify a measurable outcome for each activity that will lead to achievement of the goals. 2.3.5 UPLOAD-TAB (EWEG) The grantee must upload documents listed in Section 3.3 into EWEG. 2.3.6 ASSURANCES TAB (EWEG) The grantee must submit the date the board agreed upon the Statement of Assurances. 2.4 BUDGET DESIGN CONSIDERATIONS (Year Two Only) The grantee will be required to ensure the implementation of programs and services statewide to meet the purpose and goal of this grant program. Therefore, the grantee should consider whether sub-grants will be necessary to ensure broad service throughout the state. Information regarding sub-granting procedures may be found in the Grant Recipients Manual for Discretionary Grants at  HYPERLINK "http://www.state.nj.us/education/grants/discretionary/management" http://www.state.nj.us/education/grants/discretionary/management . 2.5 BUDGET REQUIREMENTS In order to focus the use of available funds on the offering of direct services, the grantee is required to limit total spending of grant funds during the grant period to the budget requirements noted below. In addition, during the pre-award revision phase, the grantee will address questions and adjust fiscal line items as specified by the New Jersey Department of Education. The grantee must submit a budget for year 2 only. The proposed budget must have clear and specific links to the program activity plan/description, provide sufficient basis of cost, and demonstrate prudent use of resources. Ineligible costs as well as costs not supported by the activity plan will be removed from consideration. The actual amount awarded will be contingent upon the applicants ability to provide support for the proposed budget. It is the intent of the NJDOE, to focus the funds available for the Career Equity Resource Center on the provision of services designed to ensure equity and the removal of barriers for students to nontraditional careers and occupations and for students underrepresented in career and technical education programs that align with high wage, high skill careers and occupations. For this reason, limits have been placed on certain costs. All costs must be clearly identified within the budget. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the grantee work with their business administrator/fiscal officer when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals on in-state travel Mileage reimbursement is capped at $.31/mile Administrative costs are capped at five percent of the total grant award amount. Ineligible Costs Grant funds provided through this NGO may not be expended for the following: Indirect costs, which include those incurred for support services that are not readily identifiable and assigned to the program (i.e. custodial services, bookkeeping services, and utilities). Funds for expenses included under indirect costs may not be requested separately as direct costs in the applicants budget; Renovations or construction; Costs that are not directly related to the implementation of grant activities; and In-state meals or lodging. Entertainment Costs associating with preparing the grant application and/or fund raising activities Student salaries Costs of individual memberships to associations or organizations Costs for furniture Support of career and technical education programs not approved by the NJDOE Promotional items and memorabilia that include but are not limited to pens, pencils, posters, T-shirts that are imprinted with a school logo or the name of a school program Out-of-state postsecondary institutions Tuition payments Grant funds cannot be used to support other initiatives or any other programs supported with state or federal funds NOTE: Ineligible costs, as well as costs not supported by the activity plan, will be removed from consideration. In reviewing the Career Equity Grant Program application, the NJDOE may determine that certain proposed costs, though not specifically identified as ineligible, are not reasonable or appropriate under this grant program and, therefore, are not allowable. In such a case, applicants may be offered the opportunity to reallocate these funds between and among existing line items during the pre-contract revision process.
