Specifically, the New Jersey Department of Education, Office of School Improvement, in collaboration with the Office of Special Education Programs, is offering a 14-month grant program to increase subgroup achievement in English Language Arts (ELA) and/or Mathematics among students with disabilities in Priority and Focus Schools. Programs implemented through this grant will be designed so as to be sustainable, thereby resulting in continued achievement gains beyond the grant period. This 14-month grant program will begin July 1, 2013 and end August 31, 2014. State Outcomes for Grant Program Through this NGO, the New Jersey Department of Education expects the following outcomes by the end of the grant program in schools selected as grant recipients: sustainable increases in academic performance for students with disabilities, with a focus on English Language Arts (ELA) and/or Mathematics (Math) achievement; and increased inclusion of students with disabilities within general education settings. The NJDOE will select award recipients based on the likelihood that their proposals will result in the above outcomes. School applications will vary in their proposed approaches to meeting the above goals, depending on school and district capacity, needs, and opportunities. ELIGIBILITY TO APPLY This grant competition is open to New Jersey Local Education Agencies (LEAs) with Priority and Focus Schools at the time of release of the NGO. Eligible LEAs may submit no more than one application targeting up to a maximum of three (3) schools (Priority and/or Focus Schools). A list of eligible Priority and Focus Schools by county and LEA is included in Appendix A. Applicants will be required to complete and submit a Documentation of Eligibility Form (see Appendix C) as part of the application. 1.3 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, CCR) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid DUNS number and must also be registered with the federal System for Award Management (SAM), the successor to the federal Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. Applicants are required to complete and submit the Documentation of Federal Compliance (DUNS/CCR) form found in the DGA. This form must be submitted either with the grant application, or during the pre-award revision process. No award will be made to an applicant not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The Improving Achievement in English Language Arts and Mathematics for Students with Disabilities grant program defined by this NGO is 100 percent federally funded under the Individuals with Disabilities Education Act (IDEA) Part B, for a total allocation of $1,000,000. The maximum size of an individual school award will be either $50,000 or $75,000 depending on the number of students with disabilities at a given school at the time of application submission. These maximum amounts are determined as follows: Number of Students with Disabilities Maximum school award Up to 100 $50,000 101 or more $75,000 As an example, an LEA applying on behalf of 1 school with 117 students with disabilities may apply for a maximum of $75,000. An LEA applying on behalf of 2 schools, one of which has 61 students with disabilities and the other of which has 158 students with disabilities, may apply for a total amount of $125,000, with a maximum of $50,000 to be allocated to the first school and $75,000 to the second school. LEAs may also include a budget request for an additional 5% of their total grant request for administrative costs. For the purposes of this grant, New Jersey is geographically divided into three regions (North, Central, and South), and further divided into 21 counties. The chart that follows indicates the counties located within each of the three regions. Applications must score a minimum of 65 points to be considered eligible for funding consideration. The first three (3) awards will be made on a regional basis in rank order. There will be one award in the Northern Region, one in the Central Region and one in the Southern Region. Once the geographic distribution is satisfied, remaining awards will be made in rank order, regardless of geographic region. The total number of schools awarded is expected to range from 15 to 20, depending on the final individual grant amounts. The number of winning LEA applications will vary depending on the number of schools for which successful LEA applicants apply. Each proposal should demonstrate a plan for strategic spending that is based on the needs of the individual school (or each individual school within an LEA application cohort) and will lead to sustainable program implementation or augmentation. Final awards are subject to the availability of IDEA Part B funds. The responsibility for a timely submission resides with the applicant. Applicants must submit an original and four (4) copies of the completed application to the Application Control Center (ACC) no later than 4:00 P.M. on May 2, 2013. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application received after this deadline. An applicant agency will lose the opportunity to be considered eligible for an award if the application is received after the due date. Reports for this program will be submitted through EWEG and will be due as follows: Report Reporting Period Due Date 1st Interim July 1, 2013 December 31, 2013 January 15, 2014 2nd Interim July 1, 2013 June 30, 2014 July 15, 2014 Final July 1, 2013 August 31, 2014 September 30, 2014 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The NJDOE will analyze the progress report information for the purpose of identifying the extent to which the grant program resulted in: an increase in the number of students with disabilities proficient in ELA and/or Math; student growth in ELA and/or Math as demonstrated by state/district/school formative and summative assessments; increased inclusion of students with disabilities in general education programs or classes; and measured progress towards other goals defined by the applicant through this proposal. 1.10 REIMBURSEMENT REQUESTS Payment of grant funds is made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Requests may begin once the contract has been fully executed and processed by the NJDOE. Grantees must submit requests no later than the 15th of the month. You may include in your request funds that will be expended through the last calendar day of the month in which you are requesting the reimbursement. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the applicant with the framework within which it will plan, design, and develop its proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1, Description of the Grant Program, of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. Please note that the passage of the School District Accountability Act (A5 or Chapter Law 53) places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. 2.1 PROJECT DESIGN CONSIDERATIONS Applicants have the latitude to design a program that will, based on the capacity, needs, and opportunities present within the school, accomplish the following goals (also shown in section 1.1): sustainable increases in academic performance for students with disabilities, with a focus on ELA and/or Math achievement; and increased inclusion of students with disabilities within general education settings. In order to achieve these goals, programmatic elements within the proposal may include (but are not limited to) the following: implementation or expansion of co-teaching to provide supports to students with disabilities in general education classes; implementation of tiered interventions for students with disabilities within a Response to Intervention (RTI) system designed for all students in the school, which may include: improved use of data to support a comprehensive system of RTI support (such as for effective screening and monitoring); implementation of more clearly defined and more effective RTI decision points; and implementation of more effective 2nd and 3rd level interventions; approaches to improve parental engagement and support; use of technology, based on the principles of Universal Design for Learning (UDL), to supplement classroom instruction; approaches to improve lesson design based on the Common Core State Standards using the principles of UDL; implementation of supplementary instructional time through extended learning, pre-teach, reteach/enrich programs, or summer enrichment programs; Professional Learning Communities (PLCs) to support effective approaches to instruction, intervention and inclusion; implementation of new, or modification of existing, benchmark or formative assessments that meaningfully assess students with disabilities and inform instruction; implementation of a system of positive behavioral support; and implementation of community-based instruction. 2.2 PROJECT REQUIREMENTS A successful application will demonstrate that the school (or 2 or 3 individual schools within one LEA application) and district are prepared to deliver on the goals noted above (increased inclusion and academic achievement in ELA and/or Math for students with disabilities). The following application components provide the opportunity to accomplish this through a coherent grant application narrative. Please see pages 8-13 of the DGA (Part II: Constructing a Grant Application Narrative) for general guidance and questions to address regarding each of the following components. In addition, a successful application will address any elements specific to this grant opportunity that are noted below. Project Abstract (complete one for the entire program) (Limit 1 page) The project abstract is a one-page (250-300 words) summary of the proposed projects need, purpose, implementation plan, and projected outcomes. Statement of Need (complete a separate set of forms for each school) (Limit 5 pages per school, plus appendices with data) The Statement of Need identifies the local conditions and/or needs that justify the project being proposed in the application. A need in this context is defined as the difference between the current status and the outcomes and/or standard(s) that the school would like to achieve. For the purpose of this NGO, the grant applicant must address the following as part of the Statement of Need: Current Status: Using the most recent NJ SMART special education classification and placement data and any additional school-based information, provide the following for each individual school included in the application: data on the number of students by classification and by grade level within each school; placement information on students with disabilities receiving instruction within each school for each of the following special education placement categories: the number of students with disabilities included 80% or more of the school day with nondisabled peers; the number of students with disabilities included 40-79% of the school day with nondisabled peers; and the number of students with disabilities included less than 40% of the school day with nondisabled peers, excluding students placed out-of-district; and data on the gap in achievement between students with disabilities and the general education population. Now, conduct an analysis of the needs of the school(s) with respect to increasing achievement among students with disabilities, considering the following: inclusion patterns, Response to Intervention (RTI) Systems, technology for universal design, parental engagement, formative assessments, co-teaching practices, supplemental instruction time, Professional Learning Communities (PLCs) and/or professional development, and any other considerations that affect ELA and Math achievement for students with disabilities. Based on this analysis, discuss the following: barriers that have resulted in decreased or stagnant achievement in ELA and Math for students with disabilities; gaps in the schools current system of special education service delivery that have resulted in decreased achievement in ELA and Math for students with disabilities; changes that have occurred over the past few years that have increased the inclusion of students with disabilities within general education classes, to assess progress to date (e.g., an increase in the number of in-class resource programs; professional development focused on supporting students with disabilities within general education settings; collaboration between general education and special education teachers/co-teaching; utilization of specialists; building-wide initiatives; assistive technology; and family involvement); and gaps in the schools current system of special education service delivery that hinder expansion of inclusive practices. Identified Priority Areas: Given the above considerations, identify the priority areas that will most effectively increase academic achievement (in ELA and/or Math) and inclusion for students with disabilities at the individual school or cohort of applicant schools within an LEA. Additionally, identify whether the proposed project will focus on ELA only, Math only, or ELA and Math together. Project Description (complete a separate set of forms for each school) (Limit 10 pages per school) In this section, applicants are asked to clarify how they will eliminate or reduce the barriers and gaps referenced above through this project. In a detailed narrative, describe each applicant schools complete project design and the proposed plan for implementing that project. Identify the rationale for this planned approach to the project and link it to the identified need from the Statement of Need. As part of this description, address the following: Professional Development: What professional development will be implemented in support of your project? Alignment with School Improvement Plans (SIPs): How will your proposal be aligned with and/or complementary to your SIPs? Scientifically Based Research (SBR): Include citations indicating support of your proposed program elements by SBR. Sustainability: How will your project build a foundation for continuing improvement in academic achievement for students with disabilities beyond the project period defined by this grant program? Collaboration between special education and general education staff: How will general and special education staff implement the project collaboratively? Data Analysis: What data will be reviewed over the course of the project period (and beyond) to identify intervention needs and/or program needs? Goals/Objectives, Indicators (complete a separate set of forms for each school) (No page limit) In this section, applicants identify (1) what the school wants (or cohort of schools want) to achieve (goals); (2) how the school(s) will achieve it (objectives); and (3) how the school(s) will measure success (evaluation / indicators). Pages 10-11 of the DGA give clear guidance for an effective process of developing and outlining all of these elements. In addition to indicators that reflect improvement by way of school-specific project elements, all applicants must develop indicators to address the following aforementioned program-wide goals: sustainable increases in academic performance for students with disabilities, with a focus on ELA and/or Math achievement; and increased inclusion of students with disabilities within general education settings. Activity Plan (complete a separate set of forms for each school) (No page limit) The Project Activity Plan follows from the Goals and Objectives listed in the previous section. Activities represent the steps to be taken to achieve each identified objective. Also, the activities identified in this section serve as the basis for individual expenditures proposed in the budget. Review Goals and Objectives when constructing the Project Activity Plan to ensure that appropriate links have been established between the goals and objectives and the activities. Refer to pages 11-12 in the DGA for further instructions in developing the Project Activity Plan. Organizational Commitment and Capacity (complete one set for the entire program) (Limit 5 pages) Respond to the following in order to address your organizational commitment and capacity: Describe why the proposed project is important. Describe the organizational commitment to addressing the conditions and/or needs identified in the needs section, including the organizational support (both school and LEA level) that exists for implementing the proposed project. Describe relevant organizational experience (at a school and LEA level) in implementing similar types of projects, as well as the outcomes of those projects. What worked, what didnt, and why? Describe how previous experience will contribute to successful implementation of the proposed project. If there is no organizational experience implementing similar projects, tell us why the proposed project will still be successful. Describe organizational resources (staff, facilities, equipment, funds, etc.) at both school and LEA level that will support successful project implementation. For LEAs applying on behalf of a cohort of more than one school, describe LEA-level supports that will ensure both collective and individual success for schools in the cohort. Budget (complete separate budget forms for each applicant school and LEA administration) (No page limit) Prepare and submit separate full project period (14-month) budgets for each of the schools in the application plus a budget for the LEA administrative (admin) costs per the considerations and requirements described in sections 2.3 and 2.4 below. 2.3 BUDGET DESIGN CONSIDERATIONS The applicants budget must be well-considered, necessary to address the project objectives, remain within the funding parameters contained in this NGO and demonstrate prudent use of resources. The budget will be reviewed to ensure that costs are customary and reasonable for implementation of each project activity. The budget is to reflect costs necessary for implementation of the program at the school and LEA level. Grant funds may be used by grantees for the following costs that directly support the activities described in the application: purchase of curricula, instructional supports, materials, and supplies for grant-funded project activities, including computer software and on-line resources; professional development and training in support of grant-funded projects and services, including: fees for coaches/trainers; stipends for school personnel participating in training, RTI, collaborative team meetings or PLCs before school, after school, and/or during summer months; and substitutes for the purpose of permitting general education and special education and classroom aides to attend collaborative planning meetings and to participate in in-district professional development activities during the school day; purchase of assistive technology based on the principles of UDL; facilitation of parental involvement and engagement to improve academic achievement for students with disabilities, including but not limited to training, materials and resources, parent and community networking activities, and supports for a lending library; and other grant related expenses (e.g., printing, postage, travel) that are necessary to perform grant administrative functions. Please refer to Section 1.4 for the amount of funds an individual school may apply for. LEA admin costs. LEAs may budget an additional 5% of the total budget request for the applicant schools. 2.4 BUDGET REQUIREMENTS The applicant must provide a direct link for each cost to the goal, objective and activities in the Project Activity Plan that provides programmatic support for the proposed cost. In constructing the budget, please note that all costs must be reasonable and necessary to implement program activities. Additionally, the budget entries must demonstrate clear and specific links to the project activity plan. All applicants must provide sufficient explanation of budgeted costs, including the calculation detail (cost-basis). For each budget entry, include a brief description in the middle column of the budget detail form that describes the purpose of the cost, its relation to the grant, and the timeframe of the cost as applicable. To reduce the number of pre-award revisions, detailed instructions on how to construct the budget and how to construct budget entries are provided in the DGA, which is available at: HYPERLINK "http://www.nj.gov/njded/grants/discretionary/apps/"www.nj.gov/njded/grants/discretionary/apps/. The Department of Education will remove from consideration all ineligible costs, as well as costs not supported by the Project Activity Plan. These grant funds are to supplement, not supplant (replace), existing federal, state and/or local funds. Federal grant funds cannot be used to pay for anything that a grant applicant would normally be required to pay for with either local, state, and/or federal funds or aid. The grant will not fund direct services that local school districts must provide as mandated by statute, regulation, or students Individualized Education Programs (IEPs). The following costs are considered non-allowable: costs associated with the writing of the grant application; equipment costs totaling more than $5,000; computer hardware or software items totaling more than $10,000; salaries for teachers, Child Study Team members, administrators or other school staff; salaries for related services staff, interpreters and other IEP-mandated personnel costs; consultant costs above $1,500 for half-day or $2,500 for full-day; consultant costs totaling more than $10,000; field trips; in-state or out-of-state conferences; staff or consultant travel and meal expenses; catered food costs for training sessions; indirect costs; subgrant costs; purchase or rental of space; and building renovations. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that applicants work with their business administrators when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals on in-state travel Mileage reimbursement is capped at $.31/mile CONSTRUCTING THE BUDGET Complete a separate set of budget detail forms (Forms A, B, C, D, E and F as applicable) for: The 5% LEA set-aside; The 1st Applicant School (total not to exceed the maximum school allocation); The 2nd Applicant School (if applicable; total not to exceed the maximum school allocation); The 3rd Applicant School (if applicable; total not to exceed the maximum school allocation). SECTION 3: COMPLETING THE APPLICATION 3.1 GENERAL INSTRUCTIONS FOR APPLYING To apply for a grant under this NGO, applicants must prepare and submit a complete application. Each application must be a response to the States vision as articulated in Section 1: Grant Program Information of this NGO. It must be planned, designed and developed in accordance with the program framework articulated in Section 2: Project Guidelines of this NGO. The application package must also be constructed in accordance with the guidance, instructions, and forms found only in the DGA and NGO. REVIEW OF APPLICATIONS Evaluators will use the selection criteria found in Part I: General Information and Guidance of the DGA to review and rate each application according to how well the content addresses Sections 1 and 2 in this NGO. Please be advised that in accordance with the Open Public Records Act P.L. 2001, c. 404, all applications for discretionary grant funds received September 1, 2003 or later, as well as the evaluation results associated with these applications, and other information regarding the competitive grants process, will become matters of public record upon the completion of the evaluation process, and will be available to members of the public upon request. Applications will also be reviewed for the completeness and accuracy. The individual scores by section will be totaled, and then divided by the number of applicant schools resulting in an average score by section. The outcome will be an average score, by reader, for each of these four sections which will be used to determine a final application score. Each member of the reader panel will review and individually score the LEA budget and the budget of each participating school. The individual scores will be totaled, and then divided by the number of applicant schools plus the LEA. The result will be an average budget score, by reader, which will be used to determine a final application score. Each member of the reader panel will review and score the Organizational Commitment and Capacity section.
