This is year four of four of a multiyear grant which began on September 1, 2010. This continuation NGO is for the grant period of September 1, 2013 to August 31, 2014. This specific NGO will focus on the systemic statewide planning and implementation of activities related to the career and technical education (CTE) programs in the following career cluster: Human Services The related CTSO for this NGO is Family, Career and Community Leaders of America (FCCLA). The CTEP grant program is a critical initiative to galvanize positive, productive links among public education, business, industry, labor and workforce development and institutions of higher education to create opportunities for enhancing quality secondary and postsecondary CTE programs in New Jersey. In response to national and state initiatives, the New Jersey Department of Education (NJDOE) has developed this grant program to create a systemic approach to engage these stakeholders in an ongoing process in order to address the following priorities over the next year: Identification and/or development of resources, tools, instructional strategies and program of study curricula utilizing project-based learning, interdisciplinary instructional strategies and global perspectives. Develop unit overview templates related to the Human Services Career Cluster to assist secondary school districts and postsecondary CTE programs statewide in developing quality CTE programs and programs of study. The resources will include models for developing integrated academic and CTE courses. This will be accomplished in conjunction with the creation of a statewide Career Cluster Council, composed of the chairpersons of the Career Cluster Advisory Committees, the state CTSO advisors, and the project directors of the CTEP grants, chaired by the state Director of the Office of Career and Technical Education (OCTE); Creation of a statewide model (including curriculum) for at least one new CTE program of study within the career cluster identified in this NGO with focus on highskill, high-wage or high-demand occupations based on labor and workforce development information; Delivery of high-quality professional development for secondary school districts with approved CTE programs and postsecondary CTE programs within the identified career cluster, for teachers, administrators, counselors and college faculty related to integrating academic and technical skills and aligning CTE and academic curriculum; Integrating academic and technical skills and aligning CTE and academic curriculum; and Administration and leadership for the identified CTSO in order to ensure that the student organizations co-curricular activities, competitive events and student leadership activities are aligned to NJCCCS, Common Core State Standards for English Language Arts & Literacy in History/Social Studies, Science, and Technical Subjects, Common Core State Standards for Mathematics, and business and industry standards. Through this grant program, the Department of Education will address many of the state leadership requirements identified in the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV). 1.1.1 BACKGROUND Career and Technical Education in the 21st Century CTE provides students with the rigorous academic and technical knowledge and skills required to prepare for postsecondary education or training and for careers in emerging and established professions. CTE includes competency-based applied learning that contributes to the academic knowledge, higher-order reasoning and problem solving skills, work attitudes, general employability skills, technical skills, occupation-specific skills, and knowledge of all aspects of an industry, including entrepreneurship. CTE programs include a coherent sequence of courses with academic and technical content designed to prepare students to meet the demands of a changing workforce in this knowledge-based global economy Carl D. Perkins Career and Technical Education Act of 2006 CTE has undergone a transformation to meet the requirements of the reauthorized HYPERLINK "http://www.ed.gov/policy/sectech/leg/perkins/index.html"Carl D. Perkins Career and Technical Education Act of 2006 (Perkins Act) and the HYPERLINK "http://www.nj.gov/education/voc/plan/fiveyear.pdf"New Jersey Five-Year State Plan for Career and Technical Education (Five-Year Plan), which seek to broaden the concept of career and technical education beyond training students for specific occupations to include preparation for college and other postsecondary education and training opportunities, while at the same time maintaining a clear focus on educating students for high-wage, high-skill, or high-demand occupations and careers. The intent of Perkins IV is to develop more fully the academic and career and technical skills of secondary and postsecondary education students who elect to enroll in CTE programs. States receiving Perkins funds are required to provide activities in order to: develop, improve or expand the use of technology in career and technical education; provide professional development on effective integration of academics and CTE; meet the needs, expectations and methods of industry; develop rigorous and challenging integrated curriculum aligned with academic standards; and support partnerships among local education agencies, institutions of higher education, adult education providers, and, as appropriate, other entities, such as employers, labor organizations, intermediaries, parents, and local partnerships. CTE Program of Study Perkins IV requires all states receiving funding under the Act to develop CTE Programs of Study. A CTE Program of Study consists of a coherent sequence of academic and career and technical courses offering students the opportunity to earn an industry-recognized credential or certificate at the postsecondary level, or an associate or baccalaureate degree related to the focus of the program of study. CTE Programs of Study include the following specific features, according to Perkins IV and New Jerseys Five Year State Plan for CTE: Incorporate secondary education and postsecondary education elements; Includes coherent and rigorous content, aligned with challenging academic standards, and relevant career and technical content in a coordinated, non-duplicative progression of courses that align secondary education with postsecondary education to adequately prepare students to succeed in postsecondary education; Must include the opportunity, through credit transfer agreements, for secondary education students to participate in dual or concurrent enrollment programs or other ways to acquire postsecondary education credits; and Leads to an industry-recognized credential or certificate at the postsecondary level, or an associate or baccalaureate degree. The federal Office of Vocational and Adult Education (OVAE) has developed a Program of Study Design Framework that identifies ten components that support the development and implementation of effective programs of study. Common Core State Standards for English Language Arts Literacy and Mathematics The Common Core State Standards Initiative is a state-led effort coordinated by the National Governors Association Center for Best Practices (NGA Center) and the Council of Chief State School Officers (CCSSO). The standards were developed in collaboration with teachers, school administrators, and experts, to provide a clear and consistent framework to prepare our children for college and the workforce. The standards are informed by the highest, most effective models from states across the country and countries around the world, and provide teachers and parents with a common understanding of what students are expected to learn. Consistent standards will provide appropriate benchmarks for all students, regardless of where they live. These standards define the knowledge and skills students should have within their K-12 education careers so that they will graduate high school able to succeed in entry-level, credit-bearing academic college courses and in workforce training programs. The standards: Are aligned with college and work expectations; Are clear, understandable and consistent; Include rigorous content and application of knowledge through high-order skills; Build upon strengths and lessons of current state standards; Are informed by other top performing countries, so that all students are prepared to succeed in our global economy and society; and Are evidence-based. New Jersey Core Curriculum Content Standards In June 2009, the New Jersey State Board of Education adopted Career and Technical Education Standards as part of the revised NJCCCS and represent the first ever state standards for Career and Technical Education. Standard 9.4, Career and Technical Education states that all students who complete a career and technical education program will acquire academic and technical skills for careers in emerging and established professions that lead to technical skill proficiency, credentials, certificates, licenses, and/or degrees. These standards are based on the knowledge and skill statements of the Sixteen Career Clusters framework. These newly adopted standards emphasize the development of skills used in real world situations in the digital age and provide opportunities for multiple measures of mastery. Interdisciplinary connections, technology integration, global perspectives, and 21st century themes are integral to this new design. Student Leadership Development - Career and Technical Student Organizations CTSOs are an integral part of career and technical education instructional programs. These organizations provide students with the opportunity to enhance their career, employability and leadership skills through a variety of activities, such as conferences, award programs and competitive events. Events and activities are conducted at the local, state and national levels. CTSO programs and competitive events reflect current standards and competencies for the education programs that they support. Teachers infuse the organizations activities into the instructional programs, thereby enabling students to see and immerse themselves in the real world connections to their academic studies. There are seven CTSOs recognized by the NJDOE as intra-curricular in nature and in practice. Each organization plays a significant role in providing opportunities for students to learn and practice leadership development, academic and technical skills and community involvement. The programs are also designed to provide professional development activities for teachers. The organizations serve to motivate students toward greater accomplishment and provide a system to reward excellence in student and teacher performance. The CTSO for this NGO is Family, Career and Community Leaders of America (FCCLA) for students preparing for careers in human services (http://www.fcclainc.org/HYPERLINK "http://www.fbla-pbl.org/"). ELIGIBILITY TO APPLY The Career and Technical Education Partnership (CTEP) program continuation grant was a limited competitive grant program open to public 2-year and 4-year institutions of higher education in the ǿ޴ýapp. Camden County College is the agency funded in year one of the multi-year grant program, and is eligible to apply for continuation funding in year four pending attainment of stated goals and objectives on a yearly basis, and availability of Perkins federal grant funds and state vocational aid. Subsequent year(s) funding is contingent upon CTEP applicants timely and accurate submission of interim and final programmatic and fiscal reports required under this grant program, and Department of Education approval of these reports; monitoring reports approved by the Office of Career and Technical Education (OCTE) that identifies CTEP applicants progress in implementation of the comprehensive multi-year plan; and satisfactory progress toward the completion of any remediation identified as necessary by OCTE. NOTE: Under multiyear grant programs, CTEP applicants must retain a copy of the initiating multiyear NGO and a copy of each subsequent years NGO for reference when applying for continuation funding. Information from the initiating NGO may not be repeated in subsequent NGOs. Therefore, it is the responsibility of the grant recipient to maintain accurate records of all project requirements for subsequent grant award period applications. CTEP applicants are also required to retain a copy of the NGO in the contract file for audit purposes. 1.3 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, SAM) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid DUNS number and must also be registered with System for Award Management (SAM), the successor to the Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. To obtain a DUNS number, go to HYPERLINK "http://fedgov.dnb.com/webform/"http://fedgov.dnb.com/webform/ To register with the SAM database, go to www.SAM.gov Applicants are required to submit their DUNS number and expiration date of their SAM registration as part of the EWEG application and must certify that they will ensure that their SAM registration will remain active for the entire grant period. No award will be made to an applicant not in compliance with FFATA. This information will be provided through EWEG. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The CTEP grant program is funded with federal funds under the Carl D. Perkins Career and Technical Education Act of 2006 and state funds in accordance with the state vocational aid provision of N.J.S.A. 18A: 58-34. These funds meet the maintenance of effort requirements of the Carl D. Perkins Career and Technical Education Act of 2006. The total amount available for the fourth grant agreement period of this grant program is $309,600. The distribution of these funds MUST be as follows: $163,100 in federal funding must be budgeted to support activities related to the enhancement of the Human Services Cluster websites; development, review and revision of the curriculum for the program of study courses to meet the established requirements; development, review and revision of the unit overview templates for the Human Services Cluster and for each career pathway of the career cluster; professional development and/or technical assistance; and, other fourth year requirements listed in Project Requirements, Section 2.1. NOTE: Final awards are subject to the availability of funds awarded through The Carl D. Perkins Career and Technical Education Improvement Act of 2006. $146,500 in state funds must be dedicated to the management of the Family, Career and Community Leaders of America career and technical student organization. NOTE: There can be no co-mingling of the federal and state funds. The federal funding budgeted to support eligible activities listed above must be kept separate from the state funding dedicated to the management of the CTSO. Eligibility for funding is contingent upon the applicants submission of a comprehensive plan that covers the fourth year of the grant program, as well as a detailed Program Activity Plan, Budget Detail and Budget Summary for the fourth year of the contract period from September 1, 2013 to August 31, 2014. Final awards are subject to the availability of the Carl D. Perkins Career and Technical Education Act of 2006 funds and state vocational aid funds. In each grant period, the CTEP applicant is expected to complete the goals, objectives and activities established for that period and to make satisfactory progress toward the completion of its multi-year plan. Failure to do so may result in the withdrawal by the Department of Education of certification of the grant recipients eligibility for continuation funding. Subsequent year(s) funding for each grant recipient will be contingent upon: Certification by the OCTE of satisfactory performance by the grant recipients agency as evidenced by the timely and accurate submission of all reports required under this grant program, and NJDOE approval of those reports; two mid-year monitoring reports and approval by the program office of the grant recipients progress in implementation of the comprehensive multi-year plan; and satisfactory progress toward the completion of any remediation identified as necessary by the program office. In each grant period, the grant recipient is expected to complete the goals, objectives and activities established for that period and to make satisfactory progress toward the completion of its multi-year plan. Failure to do so may result in the withdrawal by the NJDOE of certification of the grant recipients eligibility for continuation funding. DISSEMINATION OF THIS NOTICE The Office of Career and Technical Education (OCTE) will make this notice available to all eligible CTEP grantees based upon the eligibility requirements outlined in Section 1.2. Additionally, the OCTE will disseminate this notice to the county superintendents of the counties in which the eligible agencies are located. When submitting an application, the agency must use the Electronic Web-Enabled Grants (EWEG) online application system located at HYPERLINK "http://homeroom.state.nj.us/"http://homeroom.state.nj.us/. 1.6 TECHNICAL ASSISTANCE The Office of Career and Technical Education will provide technical assistance to assist the grantee in completing the CTEP application using the EWEG system, and in developing the project activity plan to meet the requirements set forth in this NGO. The program officer for the grant program will coordinate a date and time for the technical assistance with the CTEP project director. 1.7 APPLICATION SUBMISSION The NJDOE administers discretionary grant programs in strict conformance with procedures designed to ensure accountability and integrity in the use of public funds and, therefore, will not accept late applications. The responsibility for a timely submission resides with the grantee. The Application Control Center (ACC) must receive the complete application through the online Electronic Web Enabled Grant (EWEG) system at HYPERLINK "http://homeroom.state.nj.us"http://homeroom.state.nj.us no later than 4:00 P.M. THURSDAY, JULY 11, 2013. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application received after this deadline. Grantees are advised to plan appropriately to allow time to address any technical challenges that may occur. Also grantees should run a consistency check at least 24 hours before the due date to determine any errors that may prevent submission. Applicants are advised not to wait until the due date to submit the application online as the system may be slower than normal due to increased usage. Please note: The EWEG system will close at 4:00 p.m. on the due date. Complete applications are those that include all elements listed in Section 3.3, Application Component Checklist of this notice. The Department of Education reserves the right to reject any application not in conformance with the requirements of this NGO. Paper copies of the grant application will not be accepted in lieu of the Electronic Web Enabled Grant application system. REPORTING REQUIREMENTS The lead agency is required to submit periodic program and fiscal reports documenting grant-related activities that are relevant to fourth and last grant period (i.e., September 1, 2013 August 31, 2014) in the multi-year grant program. The interim reports will be reviewed to determine the degree of the grantees progress within the scope of work appropriate to the grant period, and its conformance with program regulations and enabling legislation. The accurate and timely submission of all required reports by the lead agency (grantee) is necessary to ensure the release of scheduled payments. The NJDOE reserves the right to withhold funds from the grantee if reports are delayed or delinquent. Grant recipients are required to submit periodic program and fiscal reports. The program and fiscal reports for the fourth year of the multi-year grant will be due as follows: Report Reporting Period Due Date 1st Interim September 1, 2013 December 31, 2013 January 31, 2014 2nd Interim September 1, 2014 April 30, 2014 May 30, 2014 Final Report September 1, 2014 August 31, 2014 November 28, 2014 Important Information Regarding Reports All interim and/or final reports must include a narrative detailing the following and submitted through EWEG: Implementation activities that were completed for each goal and objective; Program achievements and, if applicable, any program and/or fiscal problems; Professional development and/or technical assistance opportunities that were offered to human services secondary and postsecondary educators to support districts piloting the model program of study curricula; Program of Study (POS) curriculum was revised during the grant period; Information regarding the revision and/or development of project-based unit exemplars for each career pathway for the Human Services Career Cluster; Human Service Career Cluster and career pathway unit overview templates that were revised based upon feedback from the secondary school districts utilizing the unit overview templates; Evaluation results of the needs assessment and/or professional development surveys; Dates of advisory board meetings, Career Cluster Council meetings, and meetings with the Director of OCTE, and summaries of information discussed at the meetings; Enhancement of the Human Services websites; Attendance at professional development and/or technical assistance workshops related to implementation of the model program of study; Status of secondary school districts implementing the model Human Service program of study curriculum, and identification of any new school districts interested in implementing the model Human Services program of study curriculum; Progress in promoting the pilot POS and POS curricula to secondary school districts in New Jersey; Formalized plan developed to guide and assist secondary school districts piloting the curricula for the POS, developing a new POS, or revising an existing CTE program to develop new program of study; Evaluation tool that was developed to measure success of the pilot POS; and Formalized transition plan to move information, resources, and general supplies/equipment (e.g., computers), if applicable, to another lead agency (refer to NOTE under 2.1 Project Requirements). The final report must also include information on student leadership development for FCCLA for the period September 1, 2013 to August 31, 2014, including the following: the number of FCCLA student members and number of chapters; the number of FCCLA statewide competitive events held and total student attendance; the number of FCCLA student leadership training events held and total attendance; the number of FCCLA regional conferences held and total student attendance; a summary of completed evaluations of all FCCLA events; and the FCCLA Annual Equipment Inventory Form detailing the inventory of all equipment that belongs to FCCLA and was purchased with student organization funds during the current year or in the past, and that remains the property of FCCLA. 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS This grant program addresses the implementation of activities that prepare students for careers and postsecondary education in the states high wage, high skill and/or high demand occupations in Human Services in the related cluster pathways. The NJDOE will evaluate the grant program to ensure that it meets the intent stated in Section 1.1, Description of the Grant Program and also the approved goals and objectives. NJDOE staff will use the monitoring and reporting documents listed in Section 1.8, Reporting Requirements, as the basis of the program evaluations. NJDOE staff will evaluate these documents to ensure that: The grantee developed or refined curricula for each course in the Human Services program of study; The grantee developed or refined unit overview templates; The grantee has conducted the professional development survey and analyzed the results; The model programs of study were developed; The grantee has constructed a statewide professional development plan for year four of the grant program; The grantee has enhanced the online resource guide within the related Human Services Career Cluster pathways; The grantee has developed a strategic plan to increase statewide participation in the student organization; The grantee has planned the student leadership events and conducted them in a timely manner; The grantee has managed the grant funds and student organizational funds in an appropriate manner and for the educational benefit of the student populations to be served; and The grantee has improved the advisory committee membership for the funded career cluster so that they optimally reflect the required professional range of membership representation. 1.10 REIMBURSEMENT REQUESTS (EWEG) Payment of grant funds is now made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Grantees must submit requests at least ten business days before the end of the month, but not later than the 15th of the month. You may include in your request funds that will be expended through the last calendar day of the month in which you are requesting the reimbursement. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the applicant with the program framework within which it will plan, design, and develop its proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1, Description of the Grant Program of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in its project. Please note that the passage of the School District Accountability Act (A5 or Chapter Law 53) places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. 2.1 PROJECT REQUIREMENTS Section 2.1 identifies the project requirements that must be addressed by CTEP applicants in the project update, project description, and in the project activity plan. The Project Activity Plan that is developed by the CTEP applicant will include implementation activities that address the requirements listed below for the fourth year of the multi-year program. Year Four Required Activities Develop or refine and implement the statewide model program of study for the Human Services career cluster which must integrate FCCLA, with identified pilot secondary school districts; Develop or refine curriculum for each course in the identified program of study, utilizing project based learning and interdisciplinary concepts with consideration to global perspectives and technology integration; Develop or refine project-based unit exemplars (refer to the following website for information: HYPERLINK "http://pbl-online.org/pathway2.html"http://pbl-online.org/pathway2.html - Effective Project Based Learning [PBL]). Develop assessments to measure student success; Provide professional development opportunities to secondary and postsecondary educators on the model program of study and project-based unit exemplars for each career pathway; Continue Human Services Career Cluster Committee meetings, and enhance advisory committee membership, as deemed necessary, to ensure representation from business and industry, workforce development, FCCLA, and secondary and postsecondary education; Maintain a chairperson for the Human Services Career Cluster Advisory Committees. (The project director of the CTEP grant may not be the chairperson of the advisory committee.); Enhance the resource guide identifying existing tools; resources; industry-recognized credentials and certifications; and, third party technical skill assessments; Enhance the Human Services Career Cluster websites to provide major stakeholders (e.g., teachers, counselors, parents, students) with information to promote Human Services careers in New Jersey; Administer FCCLA student leadership development and professional development for advisors; Develop a strategic plan to increase statewide participation in FCCLA. Ensure consistency regarding statewide career cluster implementation by having the chairperson of the Human Service Career Cluster Advisory Committee serve on the statewide Career Cluster Council; Share project information during scheduled meetings with the Director of OCTE and/or members of the OCTE staff at least four times during the grant year; Obtain articulation agreements with postsecondary institutions for the third or fourth program of study course; Conduct ongoing identification of secondary school districts interested in piloting the model program of study curricula; Develop a formalized plan to guide and assist secondary school districts piloting the model program of study curricula, developing a new program of study, revising an existing CTE program to develop a new program of study, or sustaining existing CTE programs of study; Develop an evaluation tool to measure the success of the pilot program of study; Provide bi-weekly reports to program officer using approved template. (see Appendix B) and; Provide a monthly schedule of activities with the submission of the application. (see Appendix C) and; Develop a formalized transition plan to move information, resources, and general supplies/equipment if applicable (e.g., computers) to another lead agency (see NOTE below). NOTE: This grant period is the fourth and final year of a multi-year grant program. The applicant must develop a formalized transition plan to transfer information, resources, and general supplies/equipment (e.g., computers) to another lead agency in the event that another lead agency is selected during the new FY15 competitive discretionary grant process. The plan must include, at a minimum, how the agency will transfer website information and resources; curricula, unit overview templates, general supplies/equipment, and other materials developed over the multi-year grant. The applicant must also plan for budget costs associated with the transfer of this information or general supplies/equipment to another lead agency. Years 1 through 4 Required Activities for CTSO Administration Promotion of greater awareness of the organization and expansion of participation in its activities and events in conjunction with quality CTE programs in the related cluster, such as Career and Technical Education Month each February; Maximize opportunities for students through ensuring economical and reasonable student fees; Assure that FCCLAs annual program of activities and calendar of events are conducted in accordance with the organizations bylaws and rules and regulations. Administer student leadership development and advisor professional development. Plan and offer student leadership events (e.g., fall leadership conference, student competitions and monthly council meetings) and conduct them in a timely manner. Manage state grant funds in an appropriate manner, and for the educational benefit of the student populations to be served, including special populations. Ensure that the FCCLA activities are integral to and support the Human Services program of study and the other Human Services programs; and Make available on the FCCLA website the policies and procedures governing all student competitions in a manner that is clear and easily accessible to the public. Required Resources The following resources are required for the administration of the CTEP program: a twelve-month staff member to lead all aspects of the project; an individual to provide administrative services and serve as adult state advisor and provide leadership development to FCCLA state officers; clerical support to provide ongoing communications, prepare documents for distribution, perform tasks related to conference planning, and assist at state conferences; an individual who is experienced in handling financial transactions to ensure fiscal responsibility in the management of the federal, state and student organization funds within the grant recipients organization; an individual to plan and coordinate conferences and manage registrations, according to FCCLAs state and national guidelines; ability to maintain scheduled office hours consistent with the regular school day and school sessions for FCCLA activities; sufficient technology resources to develop and maintain a comprehensive and current web site for the FCCLA and career cluster resources including the capacity to host webinars and other virtual training; and time and travel resources to visit local FCCLA New Jersey chapters, to plan for conferences with onsite inspection of facilities, to attend regional and state events, to provide technical assistance and workshops for teachers, to outreach to business and industry, to participate in NJDOE or related meetings, and to participate in national FCCLA conferences. 2.2 GOALS AND OUTCOMES Goals for the CTEP grant program are mandated by the NGO but applicants must develop objectives and activities that will address the goal outcomes listed below. Through the goals and objectives, this grant program will result in the following: statewide coordination of CTE career cluster activities through Career Cluster Advisory Committees and Statewide Career Cluster Council; development of a minimum of one model CTE programs of study within the Human Services career cluster for potential statewide implementation; sustained professional development for teachers, administrators and college faculty related to approved CTE programs and programs of study; continued leadership development of participating FCCLA members; enhanced career, employability, and leadership skills for students; increased success in preparing students for readiness to enter the labor market in high-wage, high-skill or high-demand occupations and to postsecondary programs; and enhanced alignment of secondary and postsecondary CTE programs through development of CTE programs of study. Applicants must also identify a time frame for the accomplishment of each implementation activity under the Interim Reporting Period column on the Project Activity Plan. Methods that describe how applicants will evaluate progress toward achievement of the goals and objectives of the grant program (i.e., performance indicators) will be listed under the Documentation column on the Project Activity Plan. GOAL A Assist in the statewide development of quality CTE programs and programs of study that include challenging academic and technical content, aligned to the NJCCCS, Common Core State Standards for English Language Arts & Literacy in History/Social Studies, Science, and Technical Subjects, Common Core State Standards for Mathematics,, and business and industry standards in order to prepare students for successful entry into a career or postsecondary studies. (Federal funds) Goal Outcomes: The Human Services Career Cluster Advisory Committees, comprised of representatives from business, industry, higher education, secondary education, FCCLA, Labor & Workforce Development, and appropriate State agencies, guided the development of quality CTE programs and programs of study, and collaborated with OCTE on statewide career cluster implementation; Student leadership needs (both secondary and postsecondary students) were identified, prioritized and addressed by the Advisory Committee; A Human Services Cluster website was developed and enhanced on a yearly basis to provide secondary and postsecondary institutions with information that would promote Human Services careers in New Jersey; A Human Services Cluster online resource guide was developed and enhanced at least annually that identified existing tools; resources; industry-recognized credentials and certifications; and, third party technical skill assessments; Business and industry representatives provided students with opportunities to hear guest lecturers, participate in job shadowing experiences and/or internship opportunities, that helped them connect what they learned in school to real-world contexts, and; The Human Services Career Cluster Advisory Committee chairpersons served on the statewide Career Cluster Council, chaired by the Director of OCTE, to ensure consistency regarding statewide career cluster implementation. GOAL B Develop a statewide model CTE program of study that addresses a high-wage, high-skill or high-demand occupation in a minimum of one career pathway in the Human Services Career Cluster, and align the curricula to the NJCCCS content standards (including NJCCCS, Common Core Standards for English Language Arts Literacy and Mathematics, and Standard 9.4), and with industry standards. (Federal funds) Goal Outcomes: Program of study curriculum was aligned to the NJCCCS, Common Core State Standards for English Language Arts & Literacy in History/Social Studies, Science, and Technical Subjects, Common Core State Standards for Mathematics, and to business and industry standards; Program of study curriculum was placed on the Human Services website; Project based unit exemplars were reviewed and revised for the Human Services Career Cluster, and each career pathway of the career cluster based upon feedback from the secondary school district utilizing the unit exemplars: Completed project based unit exemplars were posted on the NJDOE website for use by secondary school districts; Articulation agreements were obtained with at least three postsecondary institutions for a minimum of one Human Services POS course each; A formalized plan to guide and assist secondary school districts piloting the curricula for the program of study was developed; Selected pilot districts continued implementation of the model program of study; Additional pilot district were selected to begin implementation of the model program of study; and An evaluation tool was developed to measure the success of the model program of study. GOAL C Plan and deliver statewide professional development to assist secondary educators, administrators and college faculty in the implementation of the CTE Standards, and facilitate implementation of the statewide model CTE program of study. (Federal funds) Goal Outcomes: A professional development plan was executed to support implementation of the model program of study, use of unit exemplars, project-based learning, developing a new program of study or revise an existing CTE program to develop a new program of study; Professional development opportunities and/or technical assistance were provided to secondary and postsecondary educators and administrators throughout the school year in person and through online training tools, e.g. webinars; and Provide extensive summer training for pilot districts, and human services secondary and postsecondary educators on implementing the human services program of study. GOAL D Enhance student leadership development through effective and efficient administration of the FCCLA. (State funds) Goal Outcomes: Developed a strategic plan to increase student participation in FCCLA statewide; Incorporated FCCLA student leadership development activities in the model program of study; Held student leadership events (e.g., fall leadership conference, student competitions and monthly council meetings) and conduct them in a timely manner; Managed state grant funds in an appropriate manner, and for the educational benefit of the student populations to be served, including special populations; Ensured that the FCCLA activities are integral to and support the Human Services program of study and the other Human Services programs; The FCCLA website included the policies and procedures governing all student competitions in a manner that is clear and easily accessible to the public; FCCLA conducted all required activities in accordance with the organization's state and national constitutions, bylaws, rules, regulations and policies without justifiable complaint; FCCLA executive committee/state officer meetings had a written agenda before meetings and accurate minutes of the meetings that show all official action by state officers/executive committee; The FCCLA executive committee received monthly written financial reports of organization funds, and the reports were available to any member or advisor who requested them; The grantee developed an annual program of work or activities during the first quarter; An annual budget of organization funds showing income and expenditures approved by state officers/executive committee were submitted to the OCTE CTEP Program Officer by November 30th of each grant year; and The organization submitted monthly financial reports of the student organization funds, expenses, and receipts to the OCTE CTEP Program Officer. 2.2.1 PROJECT UPDATE (EWEG) The applicant is required to provide a one-page project update for year three. 2.2.2 PROJECT DESCRIPTION (EWEG) Applicants must include a detailed narrative that addresses year four of the multi-year CTEP grant, and the plan for implementation. The Project Description must include a detailed description of how the applicant plans to manage and staff the project to ensure successful implementation. In writing this project description, each applicant should refer to the specific requirements identified under Section 2.1, Project Requirements. In the Project Description, the applicant must also address, at a minimum, the following components that support the development and implementation of effective programs of study: Partnerships Professional Development Course Sequence Articulation Agreement or Memorandum of Understanding Guidance Counseling and Academic Advisement Teaching and Learning Strategies and Technical Skills Assessment 2.2.3 GOALS, OBJECTIVES AND INDICATORS (EWEG) Applicants should list all proposed project goals and objectives, as well as the corresponding performance indicators of success in the Goals, Objectives and Indicators Section of the application for year four of the CTEP Grant Program. For each goal, CTEP applicants must specify a time frame within which it will be achieved, and specify the objectives that will lead to the achievement of the goals in year four of the grant program. CTEP applicants will also be required to evaluate their projects success in achieving its goals and objectives by establishing indicators of success for each project goal and its corresponding objective(s). In constructing performance indicators, describe the methods that will be used to evaluate the progress toward achievement of the goals and objectives, as well as the year four grant project outcomes. Additionally, describe in the indicators of success the measures and instrumentation to be used, who will develop and conduct the evaluation, how results will be used and, if applicable, documentation that will be available for OCTE review. 2.2.4 PROJECT ACTIVITY PLAN (EWEG) In designing the Project Activity Plan applicants must identify the specific steps and activities that the grantee will take in year four to achieve the objectives they have developed. In addition to any activities that the applicant proposes in their plan, there are a number of required activities that must be included in the Project Activity Plan, and have been previously identified in Section 2.1, Project Requirements. 2.2.5 SCHEDULE OF MONTHLY ACTIVITIES To assist the grantee in the planning and implementation of the year four activities, a detailed Monthly Schedule of Activities is required. A template of the Monthly Schedule of Activities is provided in Appendix C of the NGO. This schedule must be uploaded with the submission of the application. BUDGET DESIGN CONSIDERATIONS (Year Four Only) In constructing the budget, the lead agency must be aware of the differences between the grant funds and the student organization funds. The grant program funds are those made available via this grant agreement from the NJDOE in accordance with the Carl D. Perkins Career and Technical Education Act of 2006 and state vocational aid provisions of N.J.S.A. 18A: 58-34. Student organization funds are funds that are or have been generated from state membership dues, conference registrations, fundraising activities and donations of monies for a specific organizational purpose (e.g., scholarships, awards or supplies). All student organization funds must have an identified account/chart of accounts, which follows the organization's revenue and expenditure system. Federal grant funds may be used for the following activities related to CTE program enhancement and professional development: Salary for project staff; Fringe benefits (grant-funded staff only); Travel for grant-funded staff as outlined under Required Resources, found in Section 2.1-Project Requirements; Supplies for the operation of project; Equipment (e.g., computers, printers, office equipment); Telephone, Internet, Printing and Postage costs; Consultant services for assistance with development of online toolkit/resource guide related to the Human Services Career Cluster; Costs to secure a location to offer professional development and/or technical assistance opportunities to secondary and postsecondary educators and administrators; and Stipends or payment for substitute teachers permitting secondary and postsecondary educators to attend staff development and/or technical assistant workshops, or to complete required tasks of the CTEP Grant Program. NOTE: Total federal funds requested not to exceed $163,100 State grant funds may be used for the following activities related to student leadership development and administration of FCCLA: Salary for project staff; Fringe benefits (grant-funded staff only); Travel for grant-funded staff to regional, state and national FCCLA conferences. (It is recommended that the applicant verify the location and dates of national events with its national office to ensure proper planning of resources); Travel for grant-funded staff to visit local New Jersey FCCLA chapters, to plan for conferences with onsite inspection of facilities, to outreach to business and industry, to participate in necessary DOE or related meetings as outlined under Required Resources found in Section 2.2-Project Requirements; Supplies for the operation of the student organization office; Equipment (e.g., computers, printers, office equipment) for use by the student organization only; Telephone costs; Printing costs; Postage; Consultant services for assistance with conducting events, professional development activities, technical assistance to local advisors, test creation, registration and tabulation tasks; Professional development activities for students and local advisors to strengthen career and technical student organization activities and instructional programs; and Budget must include cost to transfer any furniture, equipment, supplies, etc. purchased using FCCLA funds, to new grant recipient. NOTE: Total state funds requested not to exceed $146,500. FCCLA student funds should be used solely for the benefit of FCCLA members. Use of funds for activities that do not include the direct participation of student members must be pre-approved by the Director of the Office of Career and Technical Education. Use of student funds must be pre-approved by the student governing body and reflected in the minutes of the student governance meetings. Please reference The New Jersey Career and Technical Student Organizations Policies and Procedures Manual for greater detail regarding student organization fund uses for CTSOs. The proposed budgets are for the fourth, year of the grant only. Budget detail pages should identify the funding source used (federal or state). 2.4 BUDGET REQUIREMENTS Maximum Eligible Costs for Grant Funds The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their financial officer when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals in conjunction with any in-state travel Mileage reimbursement is capped at $.31/mile for all travel (in-state and out of state) Allowable uses for the CTSO student funds are detailed in The New Jersey Career and Technical Student Organizations Policies and Procedures Manual. Grant recipients are required to limit their total spending of grant funds during the grant agreement time period to the maximum budget cap amounts noted below: Fringe Benefits Fringe benefits for full and part-time salaries may be charged at a rate not to exceed the agencys standard fringe benefit rate. Documentation of the rate(s) used must be included as part of the application. Out-of-State Travel Out-of-state conference attendance by an applicants staff must have prior written approval from the Director of the OCTE. Meal Per Diem Out-of-state: meal costs associated with approved conferences. Lodging Per Diem Staff costs associated with in-state conferences (for events where FCCLA students will be present) or out-of-state approved conferences. PILOT SITES Federal grant funds expended by secondary school districts piloting the Human Services curricula and developing a program of study may be used to support the following activities that promote Human Services program of study development during the grant program. Examples of activities that can be supported with grant funds follow: Developing a human services and recruitment program to promote and sustain the Human Services program of study; Providing students with career exploration activities to promote interest in a Human Services career, and increase enrollment in the program of study; Travel costs for teachers to attend professional development offered by the OCTE and the CTEP grant program; Costs of supplemental materials requested to implement the POS; Costs associated with developing a FCCLA CTSO; and Other costs reasonable and appropriate for this grant program. 2.4.1 INELIGIBLE COSTS Funds provided through this grant program may not be expended for the following: Indirect costs Entertainment In reviewing this grant program application, the NJDOE may determine that certain proposed costs, though not specifically identified as ineligible, are not reasonable or appropriate under this grant program and, therefore, are not allowable. In such a case, applicants may be requested to transfer grant funds between and among existing line items during the pre-contract revision process. SECTION 3: COMPLETING THE APPLICATION 3.1 GENERAL INSTRUCTIONS FOR APPLYING To apply for a grant under this NGO, you must prepare and submit a complete application for year 2 of 4 using the online EWEG system at HYPERLINK "http://homeroom.state.nj.us"http://homeroom.state.nj.us Paper copies of the application will not be accepted. Your application will be in response to the states vision as articulated in accordance with the program framework articulated in Section 2: Project Guidelines of this NGO.
