Adopted by the New Jersey State Board of Education in November 2008, the administrative code requires that provisional teachers who are holders of a career and technical education Certificate of Eligibility complete a minimum of 200 hours of formal instruction in a state-approved career and technical education professional education program that is aligned with the Professional Standards for Teachers and that includes the essential knowledge and skills regarding the delivery of career and technical education programs In response to the adoption of N.J.A.C. 6A:9-8.3(b)4, the NJDOE convened a curriculum committee during the 2009-2010 school year that developed a curriculum to meet the specific educational needs of career and technical (CTE) provisional teacher candidates. This curriculum is the basis upon which the pilot program was developed. Year 1 of the multi-year pilot program commenced on October 15, 2010, and ended on September 30, 2011. Year 2 commenced on October 1, 2011, and ended on September 30, 2012. Year 3 commenced on October 1, 2012, and will end on September 30, 2013. Year 4 will commence on October 1, 2013, and will end on September 30, 2014. The intent of Year 4 is to align the pilot program curriculum and assessments to the AchieveNJ: Educator Evaluation and Support in New Jersey (AchieveNJ) initiative recently undertaken by the NJDOE. The NGOs for Years 1-3 were issued prior to the commencement of AchieveNJ. By adding Year 4 to the pilot program, the OCTE will ensure that CTE provisional teachers are prepared for the requirements of AchieveNJ. Only CTE provisional teacher candidates are enrolled in the pilot program. The pilot program is designed to ensure that individuals entering the CTE alternate route program are adequately prepared, knowledgeable, and skilled teachers in the wide range of CTE program areas offered in New Jersey, (CTE Priority #8: Teacher Preparation and Recruitment of the New Jersey Five-Year State Plan for Career and Technical Education). The pilot program will also assist the NJDOE in fulfilling a goal of the Federal Carl D. Perkins Career and Technical Education Act of 2006, which requires states to establish initial teacher preparation for CTE teachers that will: Promote the integration of coherent and rigorous academic content standards and career and technical education curricula; Increase the number of teachers that meet teacher certification or licensure requirements; Increase the knowledge of academic and industry standards of CTE teachers; Encourage applied learning that contributes to the academic and career and technical knowledge of CTE students; Provide CTE teachers with the knowledge and skills needed to work with and improve instruction for special populations; and Assist CTE teachers in accessing and utilizing student data and data from assessments. The outcome of the pilot program will be the improved preparation of individuals entering the secondary CTE teaching profession through New Jerseys alternate route teacher program and the establishment of the official CTE Provisional Teacher Preparation Program. As a result, CTE teacher recruitment and retention rates will increase and, importantly, CTE student performance will also increase. This NGO is limited to Brookdale Community College (grantee), which was the successful applicant for Year 1 of this multi-year NGO. 1.1.1 STATEWIDE GOALS In response to this NJDOE priority as well as other State and national initiatives and requirements, the NJDOE developed this grant program in order to accomplish the following five State goals: Goal 1: Create a provisional teacher preparation program that will address the unique needs of career and technical education provisional teacher candidates who have diverse backgrounds in educational attainment, formal training, and employment experience. Goal 2: Encourage career and technical education provisional teacher candidates who do not hold a college degree to pursue a degree by offering an associate's-level college credit option for completing the Career and Technical Education Provisional Teacher Program. Goal 3: Promote effective teaching by providing career and technical education provisional teacher candidates with instructional and assessment tools and resources that will prepare them to meet the demands of the 21st century career and technical education classroom. Goal 4: Increase alternate route career and technical education teacher retention rates by better preparing them for the challenges of their first year in the classroom. Goal 5: Support existing CTE teachers by promoting to districts the professional development modules developed in Year 3 and providing technical assistance to districts implementing the modules. 1.1.2 BACKGROUND In preparation for this multi-year NGO, the NJDOE convened in 2009 a curriculum committee that included CTE teachers, district CTE alternate route teacher mentors, a math-in-CTE specialist, alternate route CTE teachers who recently completed a provisional teacher program, and college and university staff with experience in designing and delivering alternate route teacher preparation programs. The curriculum committees charge was to develop a curriculum designed to help the NJDOE in meeting the statewide goals found in Section 1.1.1: Statewide Goals. The NJDOE approved the resultant Alternate Route Curriculum for Career and Technical Education Teachers (approved curriculum) in 2010, which formed the basis for this NGO. The approved curriculum is serving as the required curriculum for the pilot program developed as a result of this NGO. The approved curriculum includes, but is not limited to, the following: Alignment to: The New Jersey Professional Teaching Standards and Interstate New Teacher Assessment and Support Consortium (INTASC) standards; The New Jersey Core Curriculum Content Standard 9.4, Career and Technical Education, and the Common Core State Standards for Literacy in Technical Subjects; The New Jersey Five-Year State Plan for Career and Technical Education; The Federal Carl D. Perkins Career and Technical Education Act of 2006; N.J.A.C. 6A:19 Career and Technical Education Programs and Standards; and An emphasis on project-based learning; Strategies for integrating academic content into CTE curriculum (with an emphasis on math and literacy); Strategies for working with students with diverse learning needs; and, Strategies for using student assessment data to improve teaching and learning. The curriculum will include alignment to the AchieveNJ: Educator Evaluation and Support in New Jersey initiative at the conclusion of this NGO. ELIGIBILITY TO APPLY This is a continuation NGO available only to Brookdale Community College, the successful applicant in Year 1. 1.3 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants proposal must be designed and implemented in conformance with all applicable State and Federal regulations. The Career and Technical Education Provisional Teacher Pilot Program is 100 percent State funded with State Vocational Education Aid. One grant for a maximum of $195,000 will be awarded for Year 4 of this multi-year grant program. The final award is subject to the availability of State Vocational Education Aid funds. Eligibility for funding for Year 4 will be contingent upon: Certification of the Office of Career and Technical Education of satisfactory performance by the grantee in Year 3 as evidenced by the timely and accurate submission of all reports required under this grant program, and NJDOE approval of those reports; a mid-year monitoring report and approval by the Office of Career and Technical Education of the grantees progress in implementation of the comprehensive multi-year plan; and, satisfactory progress toward the completion of any remediation identified as necessary by the Office of Career and Technical Education. In each grant period, the grantee is expected to complete the objectives and activities established for that period, and to make satisfactory progress toward the completion of its goals of this NGO. Failure to do so may result in the withdrawal by the NJDOE of certification of the grantees eligibility for continuation funding. 1.3.1 Course Fee Schedule: The tuition for the pilot program will be the fee established by the NJDOE for the New Jersey Regional Training Centers. The current fee as of the writing of this NGO is $1,450 per student (CTE provisional teacher candidate). This fee will pay for instructional staff salaries and benefits, classroom supplies, computer lab fees, and resources that will be part of the pilot program. Text books will be an additional charge. The grantee will make every effort to provide payment options for candidates since there are no other training options for alternate route training. NOTICE: If the NJ Regional Training Center fee is raised by the NJDOE during this pilot program, the grantee will be permitted to raise its fee accordingly. 1.3.2 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, SAM) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid DUNS number and must also be registered with the System for Award Management (SAM), the successor to the Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. The responsibility for a timely submission resides with the applicant. The Application Control Center (ACC) must receive the complete application through the online EWEG system at HYPERLINK "http://homeroom.state.nj.us/"http://homeroom.state.nj.us/ NO LATER THAN 4:00 P.M. ON AUGUST 8, 2013. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application received after this deadline. Complete applications are those that include all elements listed in Section 3.3, Application Component Checklist of this notice. The application received by the due date and time will be screened to determine whether the application is, in fact, eligible for evaluation. The NJDOE reserves the right to reject any application not in conformance with the requirements of this NGO. Applications submitted by fax cannot be accepted in any circumstances. 1.7 REPORTING REQUIREMENTS The grantee of the successful application is required to submit periodic program and fiscal reports documenting grant-related activities that are relevant to the current grant period in the multi-year grant program. The interim reports will be reviewed to determine the degree of the grantees progress within the scope of work appropriate to the grant period, and its conformance with program regulations and enabling regulations. The grantee will submit an interim progress report narrative as follows: Progress made towards achieving the project outcomes, including successes as well as any barriers to success; If and why project activity timelines are moved; If and why budget items were not expended as anticipated; Course schedule; Student roster; List of pilot program instructors; Draft curriculum documents showing alignment to the AchieveNJ initiative; Updated Project Director/Coordinator Handbook for operating the CTE Alternate Route Program; Updated Program Operation Policies and Procedures Manual formalizing the post-pilot delivery system; A promotion plan to encourage provisional teachers without a degree to enroll in the college credit option: A transition plan to transition the pilot program to the official CTE Provisional Teacher Preparation Program; Expanded Curriculum Committee to include an Student Growth Objective (SGO) expert; Expanded Curriculum Advisory Committee to include a CTE teacher who successfully completed the pilot program and who has successfully completed at least two years of teaching; and External evaluation proposal. ii. First Interim Report Project Activity Plan. The grantee will submit the interim project activity plan with checked boxes for completed activities. Indicate in the narrative activities that are commenced and not completed, and if any timelines have been moved. iii. First Interim Fiscal Report: The grantee will submit an interim fiscal report as follows: Total expenditures to date by line item; and Summary of total expenditures to date. 1.7.2 Second Interim Report. The Second Interim Reports include both program and fiscal reports. The Interim Report will include the following: Second Interim Report Narrative. The grantee will submit an interim progress report narrative as follows: Progress made towards achieving the project outcomes, including successes as well as any barriers to success; If and why project activity timelines are moved; If and why budget items were not expended as anticipated; Course schedule; Student roster; List of pilot program instructors; An articulation agreement proposal for the credit options for the pilot program, including graduate-level options; Post-pilot evaluation plan for the CTE Provisional Teacher Professional Development Program; Final curriculum updated to the AchieveNJ initiative, electronic and hard copy; Implementation evaluation of one CTE Professional Development Module based upon the program curriculum; and An external evaluation plan progress report. ii. Second Interim Report Project Activity Plan. The grantee will submit the interim project activity plan with checked boxes for completed activities. Indicate in the narrative activities that are commenced and not completed, and if any timelines have been moved. iii. Second Interim Fiscal Report: The grantee will submit an interim fiscal report as follows: Total expenditures to date by line item; and, Summary of total expenditures to date. 1.7.3 Final Report: The Final Report includes both program and fiscal reports. The Final Report will include the following: i. Final Report Narrative. The grantee will submit final progress report narrative as follows: Achievement of the project outcomes; If any project outcomes were not met, include an explanation of barriers to success; If any project activity timelines were not met, include an explanation of barriers to success; If budget items were not expended as anticipated, include an explanation of why; Student enrollments for each stage of Year 4 and anticipated enrollment numbers for the subsequent school year; Student completion rates; Implementation of one CTE professional development module based upon the program curriculum; Articulation agreement for graduate-level course credit; Final progress report regarding the full operationalization of the CTE Provisional Teacher Preparation Program; The results and reports of assessments and evaluations in Year 4; and Final recommendations to the OCTE. ii. Final Report Project Activity Plan. The grantee will submit the final project activity plan as follows: Checked boxes for completed activities; Unchecked boxes for uncompleted activities, and Activities commenced but not completed should be addressed in the narrative. iii. Final Report Budget Summary. The grantee will submit the final Budget Summary as follows: Expenditures to date by line item; Total expenditures to date. 1.8 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The OCTE will periodically assess the grantees progress towards achieving the outcomes listed under Section 2.1: Project Design Considerations. The primary tools for conducting these assessments are the Interim and Final Reports. The OCTE will conduct the evaluation of the Interim and Final Reports by asking the following questions: Is the grantee making timely progress toward accomplishing the objectives of this grant program as evidenced by the grantee meeting the approved activity timelines identified in the Project Activity Plan? Is the grantee spending grant funds in support of the Project Activity Plan activities and timelines? Has the curriculum committee been expanded to include an SGO expert? Does the CTE Alternate Route Teacher Preparation Program adequately prepare provisional CTE teachers who have diverse backgrounds in educational attainment, formal training, and employment experience? Is at least one formal articulation agreement for an associate's-level college credit option in place? Are career and technical education provisional teacher candidates who do not hold a college degree choosing to pursue a degree as a result of offering for completing the Career and Technical Education Provisional Teacher Program? Is a graduate-level option in place for provisional teacher candidates who already hold a Bachelors Degree? Are provisional teachers who complete the pilot program demonstrating effective teaching in the 21st century career and technical education classroom? Are provisional teachers who complete the pilot program knowledgeable of the AchieveNJ teacher evaluation and support initiative? Is the retention rate of career and technical education teachers who complete the pilot program greater than the general population of provisional teachers? Are adequate materials/resources developed that will provide practical guidance to provisional teacher education providers interested in applying to the Department of Education to offer the CTE Alternate Route Provisional Teacher Preparation Program? Is the grantee contributing towards the development of a transition plan towards full implementation of the pilot program, including necessary handbooks, manuals, evaluation plans, and other plans and documents? Have the two professional development modules developed in Year 3 been piloted, and feedback from the districts collected and analyzed? Is a transition plan in place that will transition the pilot program into the official State Career and Technical Education Provisional Teacher Program? In addition, the OCTE may choose to conduct either or both of the following assessments: A survey of school districts participating in, or that previously participated in, the pilot program in order to assess their perception of the pilot program. A monitoring visit of the grantee to review the approved documentation identified in the Program Activity Plan that the grantee is to collect in order to demonstrate accomplishment of grant activities. An external evaluation of the pilot program will be conducted by a nationally recognized entity or professional with experience in evaluating alternate route programs designed for CTE provisional teacher candidates. This entity or professional will design and perform an iterative formative evaluation and a summative evaluation of the four-year pilot program. Prior to its implementation, the Office of Career and Technical Education will approve the proposed evaluation plan. The evaluation will enable the Office of Career and Technical Education to assess whether the pilot program is working as intended, and to determine if the pilot program supports the achievement of the statewide goals identified in Subsection 1.1.1: Statewide Goals. The evaluation will, at a minimum, address the following: The extent to which the pilot program meets the needs of CTE provisional teacher candidates; The perceived impact of the pilot program on the candidates; The extent to which the candidates successfully complete the pilot program; The impact of the pilot program on program completer interest in continuing their formal education; The impact of the pilot program on program completer retention; The retention rates of CTE provisional teachers from Years 1, 2 and 3; The perceived value of the pilot program from supervisors and provisional teacher mentors of the participating districts; and the alternate route program instructional staff; and The perceived value of the pilot program from the perspective of CTE teachers who completed the pilot program in previous years. 1.9 REIMBURSEMENT REQUESTS All payment of grant funds is now made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Grantees must submit requests at least ten (10) business days before the end of the month. Grantees may include in their request funds that will be expended through the last calendar day of the month in which the grantee is requesting the reimbursement. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the applicant with the program framework within which it will plan, design, and develop its proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1: Description of the Grant Program of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. The Career and Technical Education Provisional Teacher Pilot Program (pilot program) will encompass all of the tasks associated with the implementation of the model curriculum, and will provide support to the pilot school districts implementing the curricula in the form of professional development and electronic resources. In Year 4 of this multi-year grant, the applicant will address the following required grant outcomes in the project narrative, project activity plan, and project budget in support the statewide goal of this grant program identified in Section 1.1.1 Statewide Goals. When submitting an application, the agency must use the EWEG online application system located at HYPERLINK "http://homeroom.state.nj.us/"http://homeroom.state.nj.us/. 2.1 PROJECT DESIGN CONSIDERATIONS The Career and Technical Education Provisional Teacher Pilot Program (pilot program) will encompass all of the tasks associated with the implementation of the NJDOE-approved Alternate Route Curriculum for Career and Technical Education Teachers (approved curriculum). The approved curriculum is designed to assist the NJDOE in meeting the Statewide Goals of this NGO. The Pilot Program will also transition into the official Career and Technical Education teacher Provisional Teacher Program by the end of Year 4. Some tasks in this NGO will be related to establishing the official program. The Department reserves the right to request changes to the program plan based on changes to State or Federal legislation, regulations, guidance or accepted best practices. The applicants project will address the following Statewide Goals and Outcomes: Goal 1: Implement a provisional teacher preparation program that will address the unique needs of career and technical education provisional teacher candidates who have diverse backgrounds in educational attainment, formal training, and employment experience. Outcome 1:1: The approved curriculum is aligned to the Common Core State Standards Literacy in Technical Subjects, AchieveNJ teacher evaluation and support initiative, and other recommendations for revisions based upon the external evaluations, as appropriate. Outcome 1.2: A transition plan, including accompanying procedures and policy manuals and handbooks, evaluation plans, staffing requirements, resource requirements, budget requirements, and other materials needed to institutionalize the pilot program is completed. Outcome 1.3: An external evaluation of the pilot program is conducted. Goal 2: Encourage career and technical education provisional teacher candidates who do not hold a college degree to pursue a degree by offering an associate's-level college credit option for completing the Career and Technical Education Provisional Teacher Program. Outcome 2.1: A promotion plan is implemented to encourage eligible pilot program completers to select the associate's-level college credit. Outcome 2.2: At least 25% of the pilot program completers in Year 4 who do not hold a four-year college degree select the associates-level college credit option and/or indicate intent to continue their formal education within five years of completing the pilot program. Outcome 2.3: A formal articulation agreement for the associates-level college credit option is established between the Career and Technical Education Provisional Teacher Program and a postsecondary college or university. Outcome 2.4: Opportunities are established for pilot program completers who hold a Bachelors Degree to receive credit towards a Masters Degree. Goal 3: Promote effective teaching by providing career and technical education provisional teacher candidates with instructional and assessment tools and resources that will prepare them to meet the demands of the 21st century career and technical education classroom. Outcome 3.1: 100% of pilot program completers demonstrate proficiency in integrating math and language arts literacy in their content-specific course assignments. Outcome 3.2: 100% of pilot program completers demonstrate proficiency in using the 21st century teaching strategies, tools, and resources, as identified in the curriculum, in their content-specific course assignments. Outcome 3.3: 100% of pilot program completers demonstrate proficiency in using student data to inform curricular and instructional decisions in their content-specific course assignments. Outcome 3.4: 100% of pilot program completers demonstrative proficiency in identifying appropriate teaching strategies for students with different learning styles and learning needs in their content-specific course assignments. Outcome 3.5: 100% of pilot program completers demonstrate an understanding of the Departments AchieveNJ teacher evaluation and support initiative; Outcome 3.6: Of those districts whose teachers completed the pilot program, 100% of provisional teacher supervisors indicate that their provisional career and technical education teachers are adequately prepared for the CTE classroom as a result of the pilot program. Outcome 3.7: Of those districts whose teachers completed the pilot program, 100% of provisional teacher supervisors indicate that they are satisfied with the pilot program. Goal 4: Increase alternate route career and technical education teacher retention rates by better preparing them for the challenges of their first year in the classroom. Outcome 4.1: The retention rate of program completers exceeded the average statewide retention rate of first year teachers by at least 25%. Goal 5: Support existing CTE teachers by promoting to districts the professional development modules developed in Year 3 and providing technical assistance to districts implementing the modules. Outcome 5.1: Professional development modules developed in Year 3 are implemented and evaluations are conducted to assess their effectiveness. 2.2 PROJECT REQUIREMENTS In preparing a response to this NGO, the applicant is responsible for reviewing and complying with all grant program requirements set forth in this NGO. Below is a list of project requirements to be included in the applicants program design: 2.2.1 Project Narrative. The Project Narrative will describe the applicants vision for implementing each of the NGO goals that will lead to the accomplishment the grant outcomes by the end of Year 4, including, but not limited to: Planned curriculum meetings with the curriculum committee and curriculum advisory committee needed to complete required curricular revisions; Consultants/vendors/staff/resources needed to update the policy and procedures manuals and handbooks; Instructional staff needed to deliver the curriculum; Consultants/vendors/staff/resources needed to: provide technical assistance to the provisional teachers and instructional staff; to carry out the program evaluations and to implement; and, assess the professional development modules; Project staff needed to coordinate and carry out the grant program; Meetings and other activities and resources needed to establish formal articulations agreements; Meetings and other activities and resources needed to support the transition towards full implementation of the CTE Provisional Teacher Program; and Any other activities and resources the applicant deems necessary to accomplish the NGO outcomes. 2.2.2 Project Activity Plan. The project activity plan will identify specific activities to be carried out or coordinated by the grantee for each of the grant objectives that will lead to the accomplishment the grant outcomes by the end of Year 4. Each project activity will: Support a specific Goal(s) and Outcomes(s) identified in this NGO; Identify the person(s)/organization(s) responsible for carrying out and/or coordinating the project activity; Include a timeline for accomplishing the project activity; and Include documentation to be collected by the grantee that will demonstrate accomplishment of the activity. 2.2.3 Required Activities. The project activity plan will be evaluated to ensure that the following required activities are adequately addressed: Hire Instructional Staff: The grantee will hire all instructional staff for the pilot program. Instructional staff costs cannot be charged to the grant. Ideally, instructional staff should have strong experience in secondary and/or postsecondary career and technical education, adult education, online learning and instruction, and strong 21st century learning skills. When designing these activities, consider the following: How and when pilot program instructional staff will be recruited, selected, and prepared to deliver the curriculum. How technical and professional support will be provided to the pilot program instructional staff. How and when pilot program instructional staff will be evaluated, retained, or dismissed. Enroll CTE Teacher Candidates: The grantee will use enrollment data from Years 1-3 to plan enrollments for Year 4. The grantee will be responsible for registering and enrolling all eligible CTE provisional teacher candidates into the pilot program with the appropriate start date. The grantee will be responsible for tracking teacher candidate attendance, grades, home school onsite monitoring visits, course completions, and awarding completion certificates to program completers. The grantees plan will include, at a minimum, strategies and timelines for accomplishing the following: How and when the pilot program course will be identified within the grantees administrative computing system, course handbooks and website. How and when CTE provisional teacher candidates will be enrolled into the appropriate course start date, including collection of registration fees. How CTE provisional teacher candidates attendance, tardiness, and absenteeism issues will be tracked and processed. How CTE provisional program completions will be documented. Procedures for addressing provisional teachers who do not meet the program requirements, including possible penalties, e.g. repeating classes, letters to home school districts, etc. Procedures and timelines for sending progress reports to the provisional teachers districts. iii. Update and Implement the Approved Curriculum: The grantee will be responsible for updating the curriculum as described in this NGO and continuing implementation of Year 4 of the pilot program in order to support all aspects of the approved curriculum. The grantees plan will include, at a minimum, strategies and timelines for accomplishing the following: A timeframe for submitting the revised curriculum to the OCTE for review and approval; How, when, and where the in-class instruction component will be delivered. How the online instruction component will be delivered. How and when CTE provisional teacher candidates will be observed in their home school district by the pilot program instructional staff. How and when CTE provisional teacher candidates will be assessed and evaluated, and how the results will be used to inform instruction. How technical, academic, and professional support will be provided to struggling CTE provisional teacher candidates. Procedures that will be taken regarding provisional teachers who are at risk of failing or not completing the program due to their academic performance in the program. Provide Online Instructional and Curriculum Components: The grantee will be responsible for hosting the online component of the approved curriculum and for providing technical support to the instructors and provisional teachers. The grantees plan will include, at a minimum, strategies and timelines for accomplishing the following: Any changes or revisions to the hosting software, if required. How and when the instructional staff will be trained to use the software program, if necessary. How and when technical support will be provided to instructors and CTE provisional teacher candidates enrolled in the pilot program. In-class Instructional and Curriculum Component: The grantee will be responsible for securing facilities for the in-class component. The location of the facilities will ensure that travel time will be minimized for all participating CTE provisional teacher candidates when practical. The applicants plan will include, at a minimum, strategies, and timelines for accomplishing the following: How and when the grantee will determine where to conduct the in-class component. A list of potential sites for offering the in-class component. Course Delivery: The grantee will be responsible for designing Year 4 of the pilot program in order to deliver the approved curriculum in two stages. Stage I will include 45 hours of instruction, including online learning and in-class instruction during three cohort Saturdays. Stage II includes a total of 140 hours of instruction, including online learning and in-class instruction during six cohort Saturdays. The applicants plan will include, at a minimum, strategies and timelines for developing an instructional schedule that will ensure that each stage is completed within the allotted time. In addition, to the 140 hours, a total of 15 hours will be dedicated to a capstone conference and assessment. Course Schedule: Based upon the hiring schedules of districts and enrollments during Years 1-3 of the pilot program, the grantee will submit to the OCTE for approval a course schedule with no fewer than three annual start dates that are aligned to district hiring practices. The applicants plan will include, at a minimum, strategies and timelines for implementing the required schedule for the pilot program. Pilot Program Assessments: The grantee will design and implement an assessment plan that will provide feedback to CTE provisional teacher candidates throughout the pilot program in order to maximize their learning experience and build confidence in their skill development process. Assessments will include home school classroom observations of the CTE provisional teacher candidates by the pilot programs instructional staff and other CTE professional who have been trained for this purpose. The assessments will include feedback from CTE provisional teacher candidates school supervisors. The applicants plan will include, at a minimum, strategies and timelines for accomplishing the following: How and when CTE provisional teacher candidates will be assessed. How and when assessment feedback will be provided to the CTE provisional teacher candidates, the curriculum committee, and the NJDOE. ix. Transition to Full Implementation: The grantee will assist the OCTE in taking steps toward operationalization of the delivery system once the pilot program concludes that: Incorporates the approved curriculum that is aligned to the AchieveNJ teacher evaluation and support initiative; Includes an updated Project Director/Coordinator Handbook for operating the CTE Provisional Teacher Program; Includes an updated Program Operation Policies and Procedures Manual formalizing the delivery system; Includes instructional staff roster, training plan, and support strategies and materials; Includes technology support for instructional staff and provisional teachers for the online component of the curriculum; Includes academic support for provisional teachers; Takes in consideration providing regional classes when possible, but ensures centrally located classes when regional classes are not possible; Provides for multiple start dates of class cohorts; Includes recommended texts, resources, and classroom supplies; Includes a plan to continuously update/annual reviews of curriculum through input from a curriculum review committee; Identifies necessary administrative staff support; Includes a formal articulation agreement with a college or university that provides an associates-level college credit option for program completers; Includes graduate-level credit options for those provisional teachers holding a Bachelors-level degree; Includes a plan for continued evaluation of the CTE Provisional Teacher Program; and Includes a plan to transfer all pilot program curricula, files, materials, reports, and resources developed by the pilot program for use in the full implementation of the pilot program. 2.2.3 Grant Budget Detail Forms & Budget Summary. The Grant Budget Detail Forms and Budget Summary will identify expenditures for Year 4 the applicant deems necessary to successfully implement the activities identified in the Project Activity Plan. 2.3 BUDGET DESIGN CONSIDERATIONS The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator/fiscal officer when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees (see page 18, 2.3.2.vi, Eligible Costs). The applicant will show all activities to be funded through the NGO. Grant-funded costs will be shown in the State column on the Budget Summary TAB of the EWEG application. The applicant must consider the following when designing its activity-based budget plan, and unless otherwise specified, the following restrictions apply to all grant programs: 2.3.1 Mandatory Costs. The following costs must be included in the applicants proposed budget: Project Director: The grantee will provide a project director who is an employee of the grantee, and who will serve as the official point of contact for the grantee. The project director will be responsible for submitting all required reports to the NJDOE. All grant-funded costs for the project director will be considered administrative costs. Salary and Fringe Benefits of Project Coordinator: The grantee will hire a project coordinator who will be responsible for the day-to-day operations of the pilot program. Curriculum Committee Costs: The grantee will provide stipends for those individuals who are working out of contract hours and substitute teacher costs for individuals who are school district employees for meetings during the school day. Travel costs are included as part of the stipend. The curriculum committee will meet three times during pilot program in Year 4. The stipend will be $500 per member per meeting (or, in the case of a school district employee during a school day, the stipend will be awarded to the school district for substitute teacher costs). All grant-funded costs for the curriculum committee activities will be considered programmatic costs. External Evaluation: The grantee will be responsible for contracting with an external evaluator to conduct a formative and summative evaluation of the pilot program. The evaluator must be a nationally recognized entity or professional with experience in evaluating alternate route programs designed for career and technical education provisional teacher candidates. All grant-funded costs for the external evaluation will be considered programmatic costs. The applicants plan will include, at a minimum, strategies and timelines for accomplishing the following: Identification of evaluators that meet the above-described requirement; The proposed budget for the evaluation in Year 4; and, How and when the grantee will communicate to the curriculum committee and the NJDOE regarding the ongoing and final results of the outside evaluation. Pilot Program Technical Support: The grantee will be required to hold three meetings each grant year with the full curriculum committee in order to review the performance of the curriculum and to make adjustments to the curriculum, as approved by the NJDOE. The OCTE will provide ongoing technical support to the grantee through the OCTEs program officer. The applicants plan will include, at a minimum, a proposed schedule for periodic meetings with the curriculum committee. All grant-funded costs for technical support activities will be considered programmatic costs. Professional Development Module Implementation Support: The grantee will be required to promote and provide technical assistance to districts implementing the professional development modules using different implementation strategies where possible, and which will also include evaluations of the modules. The applicants plan will include, at a minimum, a proposal for promotion, technical support, and evaluation of the modules. 2.3.2 Eligible Costs. The following costs may be included in the applicants proposed budget: Administrative Costs: A maximum of 10% of the total grant award may be used for administrative costs to support the grant program, which includes, but is not limited to: project director activities, business administrator activities, clerical support for the project director and/or business administrator, and, office supplies. Textbooks and Classroom Materials: Review copies of the required textbooks and classroom materials may be purchased. Consultant Costs: Consultants may be hired to support the pilot program. Vendor Costs: Vendors may be hired to provide support for online instruction, academic support services, meeting space and food services, and website support for the program website. Supplies: Supplies may be purchased to support the ongoing implementation of the pilot program. Travel: Travel costs are permitted for the project director and project coordinator. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator/fiscal officer when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging). No reimbursement for meals on in-state travel. Mileage reimbursement is capped at $.31/mile. Out-of-state travel requests must be submitted to the OCTE for approval. Clerical Staff: The grantee may charge the grant for clerical support for the project coordinator, which will be considered programmatic costs. Other Costs: Any costs not identified above must be supported by the goals and objectives of this NGO and will be evaluated by the OCTE for approval. 2.3.3 Ineligible Costs. Costs that would normally be covered by tuition for a provisional teacher program may not be charged to the grant, including, but not limited to: Salary and benefits of pilot program instructors.Textbooks and other curriculum materials used by the CTE provisional teacher candidates. Classroom supplies. College/university fees. In-state meals and overnight lodging. 2.3.4 Other Ineligible Costs. Ineligible costs include, but are not limited to: Indirect costs. Entertainment. In reviewing this grant program application, the OCTE may determine that certain proposed costs, though not specifically identified as ineligible, are not reasonable or appropriate under this grant program and, therefore, are not allowable. In such a case, applicants may be requested to transfer grant funds between and among existing line items during the pre-contract revision process. 2.3.5 Program Income. Program income is the gross income earned by the grantee that is generated directly by a grant-supported activity or earned as a result of the grant. It includes, but is not limited to: income from fees for services performed, the use or rental of real or personal property acquired under the grant, the sale of commodities or items developed or fabricated under the grant. The grantee will generate program income as a result of implementing this pilot program. Program income will be generated from tuition and fees associated with enrolling CTE provisional teacher candidates into the pilot program as well as offering the option of associates-level college credit. The grantee must keep a separate accounting of program income generated as a result of this grant program. It is expected that such income will be used by the grantee to support the career and technical education provisional teacher program courses during the pilot program. SECTION 3: COMPLETING THE APPLICATION 3.1 GENERAL INSTRUCTIONS FOR APPLYING To apply for a grant under this NGO, the applicant must prepare and submit a complete application.
