The adoption of these standards requires principals and educators to implement significant shifts in content and instructional strategies. The key shifts in English language arts are as follows: 1) Building knowledge through content-rich nonfiction, 2) Reading, writing and speaking grounded in evidence from text both literary and informational, and 3) Regular practice with complex text and its academic language. These major shifts in ELA also are incorporated into the standards for grades 6-12 in History/Social Studies, Science, and Technical Subjects. The key shifts in mathematics center on focus, coherence and rigor and are as follows: 1) Focus strongly where the Standards focus, 2) Think across grades, and link to major topics within grades, and 3) Pursue conceptual understanding, procedural skill and fluency, and application in major topics with equal intensity. These changes in paradigm entailed by the CCSS raise a level of urgency for educator awareness, capacity and resources. Opportunities for professional development are greatly needed to support the implementation of the CCSS and to help ensure New Jerseys students are college- and career- ready. To this end, this Notice of Grant Opportunity (NGO) supports the development and delivery of a Common Core Academy (CCA), The CCA is a summer program intended to increase the academic achievement of students in English language arts and mathematics by enhancing classroom teachers content knowledge and teaching skills aligned to the CCSS and by supporting principals to lead CCSS implementation in their schools. Professional development activities during the CCA will deepen teachers and principals understanding of the CCSS to effectively teach K-12 English language arts and mathematics, as well as ELA standards in history/social studies, science, and technical subjects grades 6-12. As a result of their participation in the CCA, it is intended that participants will: Identify and learn how to apply effective pedagogical strategies which reflect the shifts entailed by the CCSS; Increase their content knowledge necessary to meet the depth and rigor of the CCSS; Make connections within and across English language arts and mathematics topics as well as grade levels; Learn how to make effective use of research on student learning to identify potential learning difficulties, developmental considerations, and common misconceptions associated with English language arts or mathematics content and/or practices; and Learn how to expand the implementation work of the CCSS through their Professional Learning Communities (PLCs) once funding is no longer available. Partnerships between high-need LEAs (see Appendix B for list) and institutions of higher education are at the center of these improvement efforts. Additional partners may include other LEAs (including public charter schools), businesses, and nonprofit or for-profit organizations concerned with supporting the CCSS implementation. This program has a nonpublic school participation requirement. Funds available for the Common Core Academy competitive grant program will be awarded by the Department of Education to support proposals submitted by eligible partnerships. These programs must support teachers and/or principals with developing skills and implementation strategies for the CCSS as described above. The project period for this summer program will be July 1, 2013 Aug. 31, 2013. 1.2 ELIGIBILITY TO APPLY The Common Core Academy is a limited, competitive grant program open to Institutions of Higher Education (IHEs) in the ǿ޴ýapp that have units that prepare teachers and principals and have a school of arts and sciences (see Appendix A for list of eligible IHEs) who apply in partnership with one or more LEAs. At least one (1) of the partnering LEAs must be a high-need LEA (see Appendix B for list of high-need LEAs). Partnerships may also include other LEAs (including public charter schools), a business or a nonprofit or for-profit organization of demonstrated effectiveness in improving the quality of English language arts and mathematics teachers. An IHE that is the lead agency in a partnership may not apply as part of another partnership. High need LEAs may participate in only one (1) partnership. Applicants must include the Documentation of Eligibility (Appendix C) for the lead agency and each of the partner LEAs and partner institutions to establish eligibility in this grant program. In addition, the Documentation of Collaboration (Appendix D), verifying that the participants have agreed to enter into this partnership must be included in the application. Failure to include and/or provide the Documentation of Eligibility and the Documentation of Collaboration may result in the ineligibility of the applicant. Both the Documentation of Eligibility and the Documentation of Collaboration forms are included as part of this NGO. For the purposes of this grant, New Jersey is geographically divided into three regions (North, Central, and South), and further divided into 21 counties. It is highly recommended (but not required) that the lead agency IHE and the participating LEAs be located within the same region. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. This form must be submitted either with the grant application, or during the pre-award revision process. No award will be made to an applicant not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The Common Core Academy is 100 percent funded under Title II-A of the No Child Left Behind Act. Up to $479,584 in Title II-A funds will be made available. It is anticipated that at least three awards will be made. Awards will be made on a regional basis in rank order. Please refer to Section 1.2 for the regional chart. There will be one award in the Northern Region, one in the Central Region and one in the Southern Region. Each award will be determined by a base amount plus a per-participant amount. Please see Appendix H, Funding Request Worksheet, for the formula. The base amount is $50,000 per applicant and the daily amount is $150 per day per participant. The total grant request may not exceed $159,861. If there are no proposals from a particular region, or if proposals from a particular region do not meet the requirements of the NGO or do not score a minimum of 65 points on the review rubric, awards will be made to the next highest scoring proposal or proposals regardless of region. Once the geographic set-aside has been satisfied, any remaining awards, contingent on the availability of funds, will be made in rank order regardless of geographic distribution. Applicants must score 65 points or higher to be considered eligible for funding consideration. Final awards are subject to the availability of Title II-A funds. The responsibility for a timely submission resides with the applicant. Applicants must submit an original and four (4) copies of the completed application with all applicable forms, to the Application Control Center (ACC) no later than 4:00 P.M. on April 18, 2013.Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application received after this deadline. An applicant agency will lose the opportunity to be considered eligible for an award if the application is received after the due date and time. The original and four (4) copies of the application must be mailed or hand-delivered to the ACC. Postmarks are not acceptable evidence of timely submission. Receipt by the due date and time is required. Applicants are encouraged to obtain a dated receipt from the ACC or to sign in upon delivery to verify DOE receipt. Reports for this program will be due as follows: Report Reporting Period Due Date Final July 1, 2013 August 31, 2013 September 30, 2013 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS Each partnership project shall develop an evaluation and accountability plan for activities of the project which include objectives that measure the impact of the activities. CCA applicants must explain how they will determine success in achieving their measurable objectives. 1.10 REIMBURSEMENT REQUESTS Payment of grant funds is made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Requests may begin once the contract has been fully executed and processed by the NJDOE. Grantees must submit requests no later than the 15th of the month. You may include in your request funds that will be expended through the last calendar day of the month in which you are requesting the reimbursement. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide applicants with the framework within which they will plan, design, and develop the proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1, Description of the Grant Program, of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their projects. Please note that the passage of the School District Accountability Act (A5 or Chapter Law 53) places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. 2.1 PROJECT DESIGN CONSIDERATIONS The goal of the CCA Grant Program is to improve student academic achievement in the areas of English language arts and mathematics by enhancing the content knowledge and teaching skills of classroom teachers and by supporting principals to lead the Common Core implementation in their schools. Successful CCA grant applicants will propose a professional development project(s) which provides intensive, sustained professional development for well-defined cohorts of teachers of literacy, mathematics, history/social studies, science, and/or technical subjects and/or principals. Partnerships: CCA local projects are designed and implemented by partnerships between educator preparation faculty, IHE ELA and/or mathematics faculty, K-12 principals and faculty in partnering K-12 schools (at least one must be high need), and administrators in higher education organizations. Additional partners are encouraged and may include businesses, other LEAs, and additional departments of an institution of higher education (IHE). Targeted Audience: K-12 English language arts and mathematics teachers 6-12 history/social studies, science and technical teachers Principals Content-Based Professional Development: The project focuses professional development on the deep literacy and mathematics content knowledge and instructional strategies teachers and principals need to deliver effective instruction, assessment and evaluation of the Common Core State Standards. Needs Assessment: The project must address the identified professional development needs of teachers and school leaders with respect to Common Core-aligned curriculum and instruction in literacy and mathematics of any schools and LEAs that comprise the eligible partnership. Scientifically-Based Research (SBR): The activities to be carried out by the partnership must be grounded in disciplinary research and best practices. An explanation of how and why the proposed activities will strengthen the quality of literacy and mathematics instruction and improve student academic achievement must be included. Required Activities: IHEs must use funds to establish and operate English language arts and/or mathematics summer institutes for a period of not less than 1 week (5 days/30 hours) that: Raise the capacity of teachers and principals to be effective instructional leaders in the work of implementing the Common Core State Standards; Build the capacity of participants to utilize collaborative teams of teachers and school leaders for effective implementation of the CCSS and the continuous improvement of instruction throughout the school year; and Promote strong instructional skills for English language arts, mathematics, history/social studies, science, and/or technical subject teachers and principals, including integrating proven scientifically based/researched teaching methods, including teaching and learning methods integrating technology, which support the Common Core State Standards. Permitted Activities: IHEs may use funds provided for the following activities: To design programs to prepare a teacher leader(s) to provide professional development and/or assist other teachers with implementation of the Common Core State Standards, including (if applicable) a mechanism to integrate the teacher's experiences from the IHEs summer institute into the provision of professional development and assistance to colleagues; To design programs to increase the capacity of principals as instructional leaders supporting the implementation of the Common Core State Standards, including but not limited to such topics as how to use or modify the master schedule to benefit staff collaboration and Common Core implementation; and To provide additional training to LEA leaders to support principal and teacher leaders in implementing sustainable professional learning communities. As a result of the professional development, the participants will: Identify and apply effective pedagogical strategies which reflect the shifts of the Common Core State Standards; Increase content knowledge necessary to meet the depth and rigor of the CCSS; Improve their ability to make connections within and across English language arts and mathematics topics as well as grade levels; Make effective use of research on student learning to identify potential learning difficulties, developmental considerations, and common misconceptions associated with English language arts or mathematics content and/or practices; and Expand the implementation work of the CCSS through their school-level collaborative teams. The project partners are expected to collaborate in planning the training activities to ensure that professional development supports the achievement of project goals. The project must build capacity of teacher teams to use job-embedded professional learning structures as the primary vehicle for effective, sustained implementation of the project goals. Sustainability Projects should systematically increase each LEAs capacity to sustain the continuous learning and growth of teachers and principals. Professional learning is most powerful when it takes place in a community that is deeply committed to common goals and to sustaining new practices when those methods meet the inevitable challenges of implementation. Participants must be willing to face the challenge to educate all students to be career and college ready. Participation of Students Enrolled in Nonpublic Schools In accordance with federal requirements (NCLB, Sec 9501), agencies applying to receive federal financial assistance are required to provide services to eligible nonpublic school children, teachers and other personnel consistent with the number of eligible children enrolled in private elementary and secondary schools in the LEA, or in the geographic area served by another entity receiving federal financial assistance. These services and other benefits must be comparable to the services and other benefits provided to public school children and teachers participating in the program and they must be provided in a timely manner. A nonpublic school is defined in N.J.A.C. 18A:46A-1 as an elementary or secondary school within the State, other than a public school, offering education for grades kindergarten through 12, or any combination of them, wherein any child may legally fulfill compulsory school attendance requirements and which complies with the requirements of Title VI of the Civil Rights Act of 1964 (P.L. 88-352). A list of nonpublic schools by LEA district can be found on the New Jersey Department of Education website at HYPERLINK "http://www.nj.gov/njded/nonpublic/"http://www.nj.gov/njded/nonpublic/. To ensure equitable participation, the applicant must assess, address and evaluate the needs of private school students and teachers; spend an equal amount of funds per student to provide services; provide private school students and teachers with an opportunity to participate in activities equivalent to the opportunity provided public school students and teachers; and offer services that are secular, neutral and non-ideological. Federal regulations contain requirements for timely and meaningful consultation between appropriate public and private school officials. The goal of the consultation process is to design and implement a program that will provide equitable services and meet the needs of eligible private school students and/or teachers and other education personnel. Consultation requires meetings between the applicant (lead) agency and the private schools. Consultation between the entity receiving federal financial assistance and private school officials must occur before any decision is made that could affect the ability of private school students, teachers and other education personnel to receive benefits under the grant and must continue throughout the implementation and assessment of activities. Consultation generally must include discussion on such issues as: how children's needs will be identified; what services will be offered; how and where the services will be provided; who will provide the services; how the services will be assessed and how the results of assessment will be used to improve those services; the amount of funds available for services; the size and scope of the services to be provided; and how and when decisions about the delivery of services will be made. In addition, a thorough consideration of the views of nonpublic school officials on the provision of contract services through potential third-party providers must take place, and, where the entity receiving assistance disagrees with the views of the nonpublic school officials on the provision of services through a contract, the entity must provide a written explanation of the reasons why the entity has chosen to use or not to use a contractor. The Documentation of Nonpublic Participation form (Appendix E) and the Nonpublic Equitable Participation Summary and Affirmation of Consultation form (Appendix F) must be completed as appropriate, signed, and included with the application. Use of Funds Requirements (EDGAR 76.650 - 76.662) When providing benefits to nonpublic school students with federal funds, the following must be addressed: The grantee must maintain administrative control over all funds and property. (No funds can flow directly to the nonpublic school via a subgrant). The grantee may place equipment and supplies in the nonpublic school for the period of time needed for the grant. The grantee must ensure that the materials are used only for the purposes of the grant and can be removed from the nonpublic school without remodeling the nonpublic school facility. Funds cannot be used for construction of nonpublic school facilities. Funds must be used to meet specific needs of students and staff. (Funds cannot supplant benefits normally provided by the nonpublic school). Funds may be used to pay for services of an employee of the nonpublic school if the employee performs the services outside of his or her regular hours and the employees performs the services under the supervision of the grantee. All benefits provided, including equipment and materials, must be secular, neutral and nonideological. (IASA, Sec 14503) 2.2 PROJECT REQUIREMENTS IHEs must include in the application a comprehensive plan for achieving the program goal and objectives. Successful CCA grant applicants will propose summer institute projects which provide intensive, sustained and supported professional development for well defined cohorts of principals and/or elementary teachers of English language arts and/or mathematics and/or middle/high school teachers of English language arts, mathematics, history/social studies, science, and technical subjects and/or mathematics. The plan must outline the key activities that will be undertaken during the project period as well as timeframes, resources, responsible persons and an outline of the budget The application must focus on deep pedagogical content knowledge in English language arts and/or mathematics. Pedagogical content knowledge is defined as what teachers need to understand in order to provide effective instruction in the CCSS. IHEs are required to briefly explain the research rationale for the proposed professional development activities aligned with the CCSS. It is strongly recommended that the applicant review the instructions in the DGA for each of the application sections. Project Abstract (not to exceed 1 page) Using the Project Abstract form found in the DGA, provide a summary briefly describing the proposed project Statement of Need (not to exceed 5 pages) Using the Statement of Need form found in the DGA, indicate a clear understanding of how the goals and activities of the program are directly related to the needs of the participating LEAs and any participating nonpublic schools. Project Description (not to exceed 10 pages) Using the Project Description form found in the DGA, identify the key activities that will be undertaken as well as timeframes, resources, and responsible persons. The narrative must provide a description of the number, type, and duration of professional development experiences, including the number of teachers and/or school leaders to be engaged. Provide a brief description of how the partners collaborated to select/develop the CCA program activities, including the types of organizations involved in the process (e.g., literacy/mathematics faculty, LEA(s) participating nonpublic school(s) and other potential partners). Provide a brief explanation of how the professional development activities are supported by scientifically-based research and aligned with the Common Core State Standards. Provide a brief sustainability plan to enhance the CCA program after the close of the grant period. The partner LEA(s) shall demonstrate a commitment to implement opportunities for collaboration during the academic school year whereby teachers/administrators will continue to support one another with CCSS implementation. Provide a brief description of how this project will support or enhance existing professional development activities taking place in the partner LEAs. Provide agendas for each day of training. If using IHE talent as a keynote, provide a sample video presentation (include DVD or link to presentation). Provide a brochure/flier introducing the summer activities. Goals, Objectives, and Indicators (no page limit) The required goal of the CCA program is to deepen the teachers/principals understanding of the English language arts and/or mathematics standards in order to effectively teach the K-12 Common Core State Standards. Using the Goals, Objectives and Indicators form found in the DGA, applicants must develop objectives and indicators in support of this required goal. IHEs must define the responsibilities of partners and fully account for how the goal and objectives will be met, including timelines for the activities. The desired outcomes of the program are as follows: To improve teachers CCSS content knowledge; To increase integration of reliable research-based teaching methods and technology-based teaching methods which support the content shifts, depth, and rigor of the CCSS; To increase teachers content knowledge and teaching practices aligned to the Common Core State Standards through strong, effective, instructional leadership; and To develop teachers, teacher leaders and principals professional collaboration in support of program implementation. Activity Plan form (no page limit) For each goal and objective, develop a logical sequence of activities to support them. Using the Activity Plan forms in the DGA, for each activity, provide information as to what is to occur, when it will occur, who is responsible for the activity, and the documentation used to establish that the activity occurred. Organizational Commitment and Capacity form (not to exceed 5 pages) Using the Organizational Commitment and Capacity form, the IHE must describe and document the IHEs commitment and authority to implement the project, as well as the IHEs resources and experience with comparable initiatives that will support successful project implementation. Describe the professional skills and expertise available within the partnership relevant to project goals. This narrative should also explain the LEAs capacity for supporting participants in implementing what was learned during the summer institute. 2.3 BUDGET DESIGN CONSIDERATIONS The applicants budget must be well considered, reasonable and supported by the program plan. Costs determined to be excessive, ineligible, or not supported by the program plan will be disallowed. Award amounts will be based on a base amount plus a supplemental amount dependent on the number of teachers and administrators from the partnering LEA(s) that will be participating in the summer workshop. For budgeting purposes, the base amount is $50,000. The daily participant amount is $150 per participant per day. Complete the Funding Request Worksheet (Appendix H) to determine the maximum amount for which your program may apply. The maximum amount a program may apply for is $159,861. Applicants must use realistic participation projections to determine the amount of funding they may request. Unrealistic or unsustainable participation projections may result in awards being reduced by the NJDOE as appropriate. 2.4 BUDGET REQUIREMENTS Supplement, not supplant requirement. Funds received under Title II-A (Subpart 2) shall be used to supplement, and not supplant, non-Federal funds that would otherwise be used for activities authorized under this subpart. Title II-A Section 2132 (c) Special Rule. No single participant (lead or participating agency) in an eligible partnership may use more than 50% of the funds made available to the partnership under this section. This provision focuses not on which partner received the funds, but on which partner directly benefits from them. All applications must include a certification to this effect (see Appendix G for certification form). A-5/Chapter Law 53. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging); No reimbursement for meals on in-state travel; Mileage reimbursement is capped at $0.31/mile. Grantees or partners may not charge a higher mileage reimbursement rate (i.e Federal General Services Administration (GSA) mileage reimbursement rate) to grant funds. Applicants who request indirect costs in their budget without providing this documentation may have such costs disallowed during pre-award revisions. Please note: under A-5/Chapter Law 53, morning coffee or breakfast for workshop participants may not be included in the budget. Lunch costs may be budgeted only if a keynote speaker is speaking during the lunch period.
