The grantee, along with the New Jersey Green Program of Study Team (Green POS Team) made up of representatives from the grantee, the New Jersey Department of Education, Office of Career and Technical Education (OCTE), the Education Resources Information Center (ERIC), postsecondary institutions, business representatives, and the New Jersey Council of County Vocational Schools (NJCCVS), to continue development of the NJ Green POS curricula and program of study. Since July 2010, the Green POS Team has developed new and modified existing curricula for grades 9, 10, 11 and 12 that build upon the foundation for three model programs of study in sustainable design, sustainable energy, and green construction (building science). The grade 9 curriculum introduces students to scientific concepts related to sustainability, explores careers in sustainable design, sustainable energy, and green construction (building science), and integrates the Common Core State Standards for Technical Subjects. Students who complete the grade 9 curriculum enter into one of the three green programs of study depending upon the districts course offerings. The grade 10 - 12 curricula focus on integrating sustainability concepts into specific content for each of the three pathways, and preparing students to enter postsecondary education and training through articulation agreements with postsecondary institutions. To date, the three pathway curriculum teams, which include postsecondary institutions, have identified at least one grade 12 course, Introduction to Sustainability, that will be the basis for the green program of study in that pathway. Work has commenced with postsecondary institutions to establish model programs of study for each of the three pathways. On September 1, 2011, the OCTE awarded multi-year grants to six school districts for the purpose of piloting the green program of study curricula and program of study. The pilot school districts are implementing the completed curricula, assisting in the development of new curricula, and providing feedback to the Green POS Team based upon their experience with the curricula. Significant professional development opportunities and mentoring by sustainability experts in support of the curricula are also provided to the pilot school districts through the NJ Green POS grant. In Year 4, this New Jersey Green Program of Study Notice of Grant Opportunity (NGO) will provide continuation funding to Essex County Vocational School District in order to accomplish the grant objectives listed in Section 2 of this NGO. Curriculum work will continue with the pilot school districts. The grade 10 curriculum will be reviewed and revised in response to pilot school teachers experience in implementing the curriculum during the 2012-2013 school year, in collaboration with the Green Education Foundation, which provides the foundational building science curriculum for grade 10. Technical support will be provided to the pilot school districts implementing the grade 11 curriculum during the 2013-2014 school year for sustainable design and sustainable energy, and the curriculum modules developed for green construction. Finally, training will be provided to the pilot school districts in preparation for implementing the grade 12 curriculum during the 2014-2015 school year. Support will be provided to the pilot school districts and participating postsecondary partners to facilitate establishment of formal articulation agreements aligned to the Model Articulation Agreement established in Year 3 of this grant program. The Model Articulation Agreement identifies the grade 12 Introduction to Sustainability course on which dual credit options will be established. This course was identified as appropriate for all three strands by partner postsecondary institutions and the pilot school districts. Continued support will be provided to pilot school teachers to encourage their participation in the Green Program of Study Professional Learning Community (Green PLC) on a dedicated social media platform. Currently hosted on Yammer, research is needed to identify other options more user friendly and accessible through school district Internet systems. The electronic PLC is an important platform for pilot program teachers, and will be for new teachers, as it provides opportunities for them to share information and resources, ask questions, and build a community around green and sustainability education. Research into relevant industry credentials and credential training is needed to continue providing opportunities for teachers to obtain those credentials that will increase their subject knowledge and update their understanding of current industry practices and hiring trends. Opportunities to provide industry credential training through the grant program will be explored and offered, where possible and practical. Recruitment of non-pilot school districts will begin in Year 4, with a goal of at least five new school districts committing to implement the grade 9 curriculum during the 2014-2015 school year. The grantee will develop and implement recruitment activities, targeting schools in each of the three geographic regions of the State: North, Central and South, focusing recruitment efforts on comprehensive high schools. In order to provide continued support to the pilot school districts and support to new school districts after this grant program concludes, a significant effort will be made in Year 4 to develop and post web-based technical assistance and professional development materials and resources on the New Jersey Green Program of Study website. Such resources will include videoing related workshops and seminars with the pilot schools; conference presentations about the NJ Green Program of Study pilot program; conducting and recording web-based activities with the pilot schools and other partners; posting information and links to resources such as industry credentials, professional organizations, and postsecondary and industry partners; and, posting curriculum and model articulation agreement documents and resources. Finally, a Strategic Action Plan to transition the NJ Green Program of Study pilot program into the official New Jersey Green Program of Study will be created to ensure a smooth transition from the pilot program and to ensure that adequate resources are in place to support both participating and new school districts and teachers. 1.2 ELIGIBILITY TO APPLY This is a continuation NGO available only to Essex County Vocational School District, the recipient of original multi-year grant. 1.3 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable State and Federal regulations. The New Jersey Green Program of Study NGO is 100 percent State funded under State Vocational Education Aid funds. One grant for a total $114,000 will be awarded for Year 4 of this grant program, which will commence on November 1, 2013, and conclude on October 31, 2014. The final award for Year 4 is subject to the availability of State Vocational Education Aid funds. Fiscal Year Amount Account Title FY2014 $114,000 FY14 Vocational Education Aid (State) Eligibility for funding for Year 4 will be contingent upon: Certification of the OCTE of satisfactory performance by the grantee in Year 3 as evidenced by the timely and accurate submission of the interim report required under this grant program and NJDOE approval of the report, as well as satisfactory progress toward the completion of any remediation identified as necessary by the OCTE. In each grant period, the grantee is expected to complete the activities established for that period, and to make satisfactory progress toward the completion of the goal, objectives, and outcomes of this NGO. Failure to do so may result in the withdrawal by the NJDOE of certification of the grantees eligibility for continuation funding. 1.4 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, SAM) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid DUNS number and must also be registered with the Federal System for Award Management (SAM), the successor to the Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. The interim report will be reviewed to determine the degree of the funded agencys progress within the scope of work appropriate to the grant period, and its conformance with program regulations and enabling regulations. The Interim Report will include the following: Interim Report Narrative. The grantee will submit an interim progress report narrative as follows: Progress made towards achieving the project outcomes, including successes as well as any barriers to success; If and why project activity timelines are moved; If and why budget items were not expended as anticipated; Documents and resources due in the first two quarters; and Requests for technical assistance from the OCTE, if any. ii. Interim Report Project Activity Plan. The grantee will submit the interim project activity plan as follows: Triangles for completed activities will be filled in; Triangles for activities underway will be filled in; and Triangles for activities for which the timeline has moved will be circled and redrawn in the new timeframe. iii. Interim Fiscal Report: The grantee will submit an interim fiscal report as follows: Total expenditures to date by line item; and Summary of total expenditures to date. 1.8.2 Final Report: The Final Report includes both program and fiscal reports. The Final Report will include the following: i. Final Report Narrative. The grantee will submit final progress report narrative as follows: Achievement of the project outcomes; If any project outcomes were not met, include an explanation of barriers to success; If any project activity timelines were not met, include an explanation of barriers to success; Hard-copy and electronic copies of all documents and resources to be created as part of the grant program, i.e. curriculum documents and resources; Copies of the model articulation agreements established between pilot school districts and postsecondary partners; Lists of resources and support materials used to augment the curriculum, including contact information of resource providers, i.e. Green Education Foundation, industry credentials, etc; List and contact information for any non-pilot school districts participating in the Green POS; Possible strategies to continue to expand and refresh the NJ Green POS website and professional learning community dedicated social media tools; If budget items were not expended as anticipated, include an explanation of why; List of grant partners, consultants, and other contacts who have or can provide services and support to the NJ Green POS; and, A Strategic Action Plan to transition the NJ Green POS pilot program into the official New Jersey Green Program of Study Model. ii. Final Report Project Activity Plan. The grantee will submit the final project activity plan as follows: Triangles for completed activities will be filled in. Triangles for activities initiated but not completed will be partially filled in. Triangles for activities not initiated will be left blank. iii. Final Report Budget Summary. The grantee will submit the final Budget Summary as follows: Expenditures to date by line item; and Total expenditures to date. 1.8.3 Report Submission All fiscal and program reports will be submitted through EWEG as part of the periodic expenditure report system (PERS). All required supporting documentation such as curriculum documents and electronic documents will be submitted directly to the OCTE grant program officer in a format agreed on by the OCTE. 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The OCTE will periodically assess the grantees progress towards achieving the outcomes listed under Section 2.1: Project Design Considerations. The primary tools for conducting these assessments are the Interim and Final Reports. The OCTE will conduct the evaluation of the Interim and Final Reports by asking the following questions: Is the grantee making timely progress toward accomplishing the objectives and outcomes of this grant program as evidenced by the grantee meeting the approved activity timelines in the Project Activity Plan? Is progress being made between the pilot school districts and postsecondary partners toward to establishing the NJ Green Program of Study Articulation Agreements? Are interested non-pilot school districts being identified and supported? Is progress being made in developing a Strategic Action Plan to transition the pilot program to the official New Jersey Green Program of Study Model? Are curriculum documents and other resources being prepared for the transition? Is the grantee spending grant funds in support of the Project Activity Plan activities and timelines? Is there collaboration between the grantee and the grant partners and the Office of Career and Technical Education in executing this grant program? In addition, the OCTE may choose to conduct either or both of the following assessments: A survey of pilot districts, postsecondary partners, and/or industry partners during the grant year in order to assess their perception of the grant program activities and resources. A monitoring visit of the grantee to review the approved documentation identified in the Program Activity plan in order to demonstrate accomplishment of grant activities. 1.10 REIMBURSEMENT REQUESTS All payment of grant funds is made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Requests may begin once the grant agreement has been fully executed and processed by the New Jersey Department of Education. Grantees must submit requests no later than the 15th of the month. The grantee may include a request for funds that will be expended through the last calendar day of the month in which the grantee is requesting the reimbursement. If the grantees request is approved by the grant program officer, the grantee should receive payment around the 8th-10th of the following month. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the applicant with the program framework within which the applicant will plan, design, and develop its proposed project to meet the purpose of this grant program. Before preparing applications, the applicant is advised to review Section 1.1: Description of the Grant Program of this NGO to ensure a full understanding of the States vision and purpose for offering the grant program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. 2.1 PROJECT DESIGN CONSIDERATIONS The New Jersey Green Program of Study Pilot Program (pilot program) will encompass all of the tasks associated in support of the Statewide Goal of this grant program, which is to establish the model four-year green program of study described in this NGO. This grant will provide support to six pilot school districts implementing the model program of study in the form of curricula and curriculum resources, model articulation agreements, professional development, technical assistance, industry credentials, electronic support, and other resources. In Year 4, the applicant will address the following required grant objectives and outcomes in support of the Statewide Goal, as articulated in the applicants project narrative, project activity plan, and project budget, which are as follows: STATEWIDE GOAL: To collaborate with the New Jersey Department of Education, Office of Career and Technical Education, to establish model four-year statewide green programs of study in green-focused career and technical education (CTE) programs for sustainable design, sustainable energy, and green construction (building science) in order to prepare secondary and postsecondary students for emerging green-focused careers. OBJECTIVE 1: Support Implementation of the Model Green Curricula. Coordinate implementation of the model Green Program of Study curricula for sustainable design, sustainable energy, and green construction (building science) with the pilot school districts, by: Convening pilot teachers and curriculum consultants to update grade 10 curricula based upon the teachers experience implementing the curricula during the 2012-2013 school year; Providing onsite and remote technical assistance to pilot school districts implementing the grade 11 curricula during the 2013-2014 school year; Providing professional development as needed to the pilot school districts in preparation for implementing the grade 12 curricula during the 2014-2015 school year Providing technical assistance to non-pilot school districts implementing the grade 9 curricula during the 2013-2014 school year; and Providing professional development as part of the weeklong teacher summer workshop to non-pilot school districts in preparation for implementing the grade 9 curricula during the 2014-2015 school year. Outcome 1.A: By the end of the second quarter, the grade 10 curriculum was reviewed and updated by curriculum consultants in collaboration with pilot school districts and the Green Education Foundation, which provided the original building science curriculum. Outcome 1.B: Commencing with the first quarter, onsite and remote technical assistance was provided to the pilot school districts implementing the grade 11 curriculum during the 2013-2014 school year. Outcome 1.C: Commencing no later than the third quarter, professional development was provided to the pilot school districts in preparation for implementing the grade 12 curriculum during the 2014-2015 school year. Outcome 1.D: Commencing with the first quarter, technical assistance was provided to non-pilot school districts implementing the grade 9 curriculum during the 2013-2014 school year. Outcome 1.E: During the third quarter, professional development was provided to non-pilot school districts on implementing the grade 9 curriculum as part of the weeklong teacher summer workshop. OBJECTIVE 2: Support Implementation of the Model Green Programs of Study. At least three articulation agreements using the NJ Green Program of Study model were developed through the grant program, which are based upon the Introduction to Sustainability course agreed to by the pilot school districts and postsecondary partners for sustainable design, sustainable energy, and green construction. Outcome 2: By the end of the fourth quarter, at least three articulation agreements were established by the pilot schools and postsecondary partners using the NJ Green Program of Study model. OBJECTIVE 3: Support the Electronic Green Professional Learning Community. Continue support of the NJ Green POS electronic professional learning community (PLC) for the pilot school districts and new school districts and teachers in the form of dedicated social media and leadership activities to ensure successful implementation the model curricula at each grade level. Outcome 3: Commencing with the first quarter, a dedicated social media platform was continued to host the NJ Green POS PLC, or a new host was identified if appropriate, and leadership was provided to support the NJ Green POS PLC. OBJECTIVE 4: Support the Green POS Team, Partners and Pilot Schools. Continue supporting the accomplishment of grant objectives by: Participating in quarterly meetings with the Office of Career and Technical Education to review grant progress; Organizing and overseeing meetings to facilitate the review and editing of grade 10 curricula; Organizing and overseeing meetings with postsecondary partners to facilitate Model Articulation agreement development with pilot school districts; Surveying the pilot school districts and other partners to determine if additional meetings may be necessary, and implement such meetings as the need arises; and, Participating in other grant-related meetings and events as requested by the OCTE. Outcome 4.A: Commencing with the first quarter, the grantee participated in quarterly meetings with the Office of Career and Technical Education to monitor grant progress and the accomplishment of grant objectives. Outcome 4.B: Commencing with the first quarter, meetings were organized and conducted to facilitate completion of the grade 10 curriculum revisions in preparation for posting the grade 10 curricula on the NJ Green POS website by the end of the third quarter. Outcome 4.C: Commencing with the first quarter, meetings with postsecondary partners and pilot school districts were organized and facilitated resulting in no fewer than three articulation agreements using the Model Articulation Agreement established between the pilot school districts and partner postsecondary institutions by the end of the grant program. Outcome 4.D: In the first quarter, a needs assessment survey was conducted among the pilot school districts and other partners to assess needs, and additional meetings and other activities were organized and conducted in response to the survey results and as needed. Outcome 4.E: Commencing in the first quarter, the grantee participated in additional grant-related meetings and events as requested by the Office of Career and Technical Education, including the annual meeting between the Office of Career and Technical Education and the pilot school district project directors as well as the annual CTE Conference in May 2014. OBJECTIVE 5: Organize and Implement Professional Development for Participating Teachers. Organize and oversee the weeklong summer professional development workshop for the pilot and non-pilot school districts, which will include, at a minimum: training on implementing the grade 12 curriculum for pilot school teachers; training on implementing the grade 9 curriculum for new teachers; teacher feedback regarding implementing the grade 11 curriculum during the 2013-2014 school year; and, other instructional support as needed or requested by the pilot and non-pilot school districts, postsecondary partners, or the Office of Career and Technical Education. Outcome 5: During the third quarter, a weeklong summer professional development workshop was conducted for the pilot and non-pilot school districts that included training on implementing grade 12 and grade 9 curricula, teacher feedback on the grade 11 curriculum, and other instructional support, as requested and supportable by the grant budget. OBJECTIVE 6: Research Related Industry Credentials for Teachers and/or Students. Conduct research to identify relevant industry credentials pertaining to sustainable design, sustainable energy, and green construction (building science) appropriate for teachers and/or students that will increase the content knowledge and skill level of teachers, and increase the employability of students in sustainable design, sustainable energy, and green construction (building science). Outcome 6: Commencing in the first quarter, research on industry credentials was conducted, relevant credentials were identified, where available, and teacher training was provided during the weeklong summer professional development workshop or as needed and supportable by the grant budget. OBJECTIVE 7: Develop and Distribute NJ Green POS Resources for School Districts. Distribute the NJ Green POS program resources by: Developing web-based technical assistance and professional development and identify resources; Updating every quarter the NJ Green POS website with pilot school progress reports and web-based resources as described in (A); and, Submitting recommendations to the OCTE regarding strategies by which the website can be maintained or transitioned to the OCTE once the grant program ends. Outcome 7.A: Commencing in the first quarter, web-based technical assistance and professional development were developed and resources were identified. Outcome 7.B: Commencing in the first quarter, the NJ Green Program of Study website was updated quarterly and populated with curricula and resources, model Green Program of study articulation agreements, web-based technical assistance, professional development, and resources as well as information pertaining to pilot school district progress in implementing the pilot program. Outcome 7.C: Recommendations and strategies were submitted to the Office of Career and Technical Education as part of the Interim and Final Reports. OBJECTIVE 8: Expand NJ Green POS to Interested Non-Pilot School Districts. Expand the NJ Green POS by: Developing and implementing strategies to recruit non-pilot school districts interested in adopting the NJ Green POS model in the 2014-2015 school year; and, Sharing successful recruitment strategies with the Office of Career and Technical Education. Outcome 8.A: Commencing in the first quarter, strategies were implemented that resulted in non-pilot school districts adopting the NJ Green POS model in the 2014-2015 school year. Outcome 8.B: Strategies resulting in new schools adding the grade 9 curriculum to their course catalogue in the second quarter in preparation for the 2014-2015 school year were submitted to the Office of Career and Technical Education in the Interim and Final Reports. OBJECTIVE 9: Develop and Implement a Strategic Action Plan to Transition the Pilot Program to the official NJ Green Program of Study Model. Support the continuance of the NJ Green Program of Study Pilot Program for sustainable design, sustainable energy, and green construction (building science) by: Developing a draft Strategic Action Plan to transition the pilot program to a official NJ Green Program of Study Model and submitting the draft Strategic Action Plan to the OCTE for review; Responding to any revisions requested by the OCTE; and Submitting the final Strategic Action Plan to the OCTE for approval. Outcome 9.A: By the end of the second quarter, a draft Strategic Action Plan was submitted to the Office of Career and Technical Education for review. Outcome 9.B: Requested revisions from the OCTE were completed. Outcome 9.C: By the end of the third quarter, a final Strategic Action Plan was submitted to the Office of Career and Technical Education for approval. 2.2 PROJECT REQUIREMENTS In preparing a response to this NGO, the applicant is responsible for reviewing and complying with all grant program requirements set forth in this NGO. Below is a list of project requirements to be included in the applicants program design: 2.2.1 Project Narrative: The Project Narrative will describe the applicants vision for implementing each of the NGO objectives that will lead to the accomplishment the grant outcomes within the timelines established in this NGO. The Project Narrative must also include the following information: Staffing plan for the grant program. Consultants and vendors needed to accomplish NGO objectives. 2.2.2 Project Activity Plan: The project activity plan will identify specific activities to be carried out or coordinated by the grantee for each of the grant objectives that will lead to the accomplishment the grant outcomes within the timelines established in this NGO. Each project activity will: Support a specific objective(s) identified in this NGO; Identify the person(s)/organization(s) responsible for carrying out and/or coordinating the project activity; Include a timeline for accomplishing the project activity; and Identify the documentation to be collected by the grantee that will demonstrate the accomplishment of the activity. 2.2.3 Grant Budget Detail Forms & Budget Summary: The Grant Budget Detail Forms and Budget Summary will identify expenditures for Year 4 the grantee deems necessary to successfully implement the activities identified in the Project Activity Plan. 2.3 BUDGET DESIGN CONSIDERATIONS When considering the grant budget, the applicant will design the budget to support grant activities identified in the Project Activity Plan. Examples of permissible uses of funds to support grant activities are listed below: Consultant contracts for project management, professional development, technical assistance, and professional services; Vendor contracts for facilities and food for meetings and professional development; Stipends for pilot school district teachers and postsecondary and industry partners to review model curricula; Website host registration fees to maintain the NJ Green Program of Study website; Grant staff travel for meetings, professional development, and conferences (as approved by the OCTE); Resources, supplies, materials, sample text books, and/or software licenses for meetings, professional development, and technical assistance; and Administrative costs for overseeing the grant program, including project director, business administrator, and clerical support. Grant Budget Detail Pages are designed to demonstrate the link between grant objectives, activities, and budget items. When completing the Budget Detail Forms, the applicant will identify the objective(s) and activity(s) each requested budget item will support, along with a detailed description, purpose, and cost calculation of the corresponding budget item. Budget items not included in the list above will be reviewed for appropriateness for the grant program. Any budget items requested that do not support the grant objectives and activities will not be approved by the OCTE. 2.4 BUDGET REQUIREMENTS The applicant must include budget requests for all of the items listed in Section 2.3: Budget Design Considerations unless the applicant can specifically demonstrate how the Grant Objectives will be carried out without the use of grant funds. The following limitations are imposed on specific grant items: A maximum of ten percent (10%) of the grant award may be used for administrative costs. Out-of-state travel must be approved by the Office of Career and Technical Education. Travel reimbursements are permitted for the project director and project coordinator. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator/fiscal officer when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursements for in-state overnight travel (meals and/or lodging). No reimbursements for meals on in-state travel. Mileage reimbursements are capped at $.31/mile. Out-of-state travel requests must be submitted to the NJDOE for approval. Grant expenditures by grant staff to attend conferences and other events that are not a part of this grant program must be approved by the Office of Career and Technical Education.
