The NJDOE believes that all students can become productive and economically self-sustaining, and can contribute through their work to the well-being of their larger communities. To accomplish this priority, the department supports equitable opportunities for all students to participate in and complete programs that lead to high wage, high skilled, high demand occupations. Moreover, the NJDOE believes that career and technical education (CTE) programs funded by the Carl D. Perkins Career and Technical Education Improvement Act of 2006 (Perkins IV) provide unique opportunities for students to learn in varied settings that promote equitable access and student success. The Career Equity Resource Center (CERC) grant is a four-year grant designed to support this priority. The initial CERC award was issued from October 1, 2011 through September 30, 2012 with a continuation application required each year thereafter. This Notice of Grant Opportunity (NGO) is for the Year 4 final application and covers the period October 1, 2014 through September 30, 2015. The purpose of the Carl D. Perkins Career and Technical Education Improvement Act of 2006 (Perkins IV) is to develop more fully the academic and career and technical skills of secondary and postsecondary education students who elect to enroll in career and technical education programs. This purpose is accomplished by developing and assisting students in meeting high standards, integrating academic and career and technical instruction, linking secondary and postsecondary education, increasing state and local flexibility, collecting and disseminating research and information on best practices, providing technical assistance and professional development, supporting partnerships among diverse stakeholders, and providing individuals with the knowledge and skills needed to keep the United States competitive. The Act, requires the states, including New Jersey to: (1) Promote the awareness and retention of students in fields of study, occupations or fields of work, including careers in computer science, technology and other current and emerging high skill occupations for which individuals of one gender comprise less than 25 percent of individuals employed in such occupations; (2) Develop challenging academic and technical standards for students, including preparation for high skill, high wage, or high demand occupations in current or emerging professions; (3) Conduct and disseminate research and information on best practices that improve career and technical education programs, services, and activities; (4) Provide technical assistance and promote leadership and professional development at the state and local levels to improve the quality of career and technical education teachers, faculty, administrators and counselors, and (5) Provide individuals with opportunities throughout their lifetimes to develop, in conjunction with other education and training programs, the knowledge and skills needed to keep the United States competitive. In addition, the NJDOE also maintains a commitment to comply with regulations related to nondiscrimination. Specifically, these laws include Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act of 1990, all in accordance with the United States Department of Education - Office for Civil Rights Guidelines for Elimination of Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex, and Disability in Vocational Education Programs 34 CFR, Part 100, Appendix B (Guidelines). These statutes require that all CTE programs, services, activities, and employment are accessible without regard to race, color, national origin, sex, or disability. These guidelines have significant applicability and were adopted to provide additional guidance and support to States and CTE administrators in meeting the obligations under civil rights regulations. Included in these guidelines are adherences that the opportunity for CTE programs and educational opportunities must be equal for all students without regard to race, color, national origin, sex, or handicap. To ensure equal opportunity and access is provided to all students, the NJDOE is committed to strategies that continuously promote awareness among teachers, counselors and administrators in three significant areas: Promote CTE as an effective pathway toward assisting students in meeting the challenges of competing and succeeding in the 21st century global economy; Increase participation and completion in CTE programs that align to high wage, high skill occupations which are in demand as determined by national and state trends; and Increase the awareness of enrollment disparities in CTE programs and increase participation and completion of CTE programs for students that are underrepresented special populations in CTE programs based on race/ethnicity, socio-economic status, gender and/or disability. The ability of our nation to successfully compete and succeed in the global economy of the 21st century requires the education system to prepare students for high skill, high wage and high demand current and emerging occupations identified in the New Jersey Five-Year Career and Technical Education State Plan. As a result, NJDOE strives to promote and increase awareness, participation, retention and completion for special populations in career and technical programs as a viable method to ensure the strength of our nation. DESCRIPTION OF THE GRANT PROGRAM Funded by New Jersey State Vocational Education Aid funds, which have been earmarked to support implementation of the Carl D. Perkins Career and Technical Education Improvement Act of 2006 (P.L.109-270), the Career Equity Resource Center is designed to meet the needs of the 21st century workplace and the global economy by supporting equity and access for special populations and historically marginalized middle and secondary students in career technical education programs by: providing technical assistance and professional development to administrators, teachers, guidance counselors, and parents to support the recruitment, participation, retention and completion of historically marginalized and special population students in high wage, high skilled, high demand CTE programs. supporting the improvement of technical and academic skills for special populations and historically marginalized students. modeling replicable systemic research based best practices in up to four schools in each of New Jerseys three regions (North, Central, South) that narrow equity gaps, heighten educational achievements, and promote broadened opportunities for all career technical education students. The program is designed to serve the career interests of public school students in grades 7 through 12. However, at the request of the OCTE Director, the Career Equity Resource Center may be required to provide technical assistance and/or professional development to other entities, including post secondary institutions. For the purpose of clarification, the following definitions are offered: Special Populations students with disabilities; students from economically disadvantaged families, including foster children students who are preparing for non-traditional fields students with limited English proficiency students who are single parents, including single pregnant women displaced homemakers Marginalized Students Marginalized means students who are disproportionately represented in high wage, high skill, high demand CTE programs in enrollment categories as participant, concentrator or completer as categorized by enrollment, concentration, or course completion. This disproportionate representation may be based on one or more factors, which can include gender, race/ethnicity, and/or socioeconomic status. To achieve the purposes of this program, the grantee shall demonstrate the capacity to provide training, professional development, technical assistance, resources, and evaluation activities to local educational agencies that assist in areas which may include but are not limited to: Recruiting and retaining students in programs that are nontraditional for their gender or under represented based on race/ethnicity or socioeconomic status; Providing comprehensive technical assistance to school/school districts in developing strategies to enhance participation in CTE programs that align with high wage, high skill, high demand and nontraditional career fields; Providing resources and training on culturally responsive school leadership and instructional practices; Providing technical assistance to reduce disproportionate participation, retention and completion of marginalized and special population students in high skill, high wage, high demand CTE programs; and Initiating on-going sustainable partnerships among key stakeholders around identified and publicized best practices that support and enhance equitable practices aligning with academic and career success of students. ELIGIBILITY TO APPLY The Career Equity Resource Center continuation grant is open to Rutgers, the State University of New Jersey, the agency funded in years one, two, and three of the multi- year grant program. It is eligible to apply for continuing funding in year four pending attainment of stated goals and objectives and the availability of State Vocational Education Aid funds. The following entities may be included as eligible consortium partners with the grantee: 2-year or 4-year degree granting institutions of higher education in the state of New Jersey and/or Nonprofit entities in New Jersey with 501(c)(3) IRS status and demonstrated effectiveness toward improving access and equity for secondary or postsecondary students participating in career and technical education programs or opportunities. The grantee must identify all consortium partners and provide evidence of their eligibility, where applicable. The grantee is also responsible for providing coordinated statewide services to promote preparation of students for education, training and employment. Therefore, the grantee should consider the ability of consortium partners to effectively assist in providing the required services throughout New Jersey. The chief executive officer (CEO) of the Career Equity Resource Center and the CEO of the partner agency must complete, sign, scan and upload the Documentation of Collaboration form (Appendix 1), attesting to the agencys eligibility to apply for funds and collaborative partnership. Failure to submit a completed Documentation of Collaboration form may result in the grantee being denied grant continuation. NJDOE reserves the right to reject any application not in conformance with the requirements of this NGO. 1.3 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, SAM) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid Data Universal Numbering System (DUNS) number and must also be registered with the federal System for Award Management (SAM), the successor to the federal Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. To obtain a DUNS number, go to  HYPERLINK "http://fedgov.dnb.com/webform/" http://fedgov.dnb.com/webform/ To register with the SAM database, go to  HYPERLINK "http://www.sam.gov" www.sam.gov Applicants are required to submit their DUNS number and expiration date of their SAM registration as part of the EWEG application using the appropriate EWEG tab (contacts) and must certify that they will ensure that their registration will remain active for the entire grant period. Applicants must also print the Entity Overview page from their  HYPERLINK "http://www.sam.gov" www.sam.gov profile (which displays their DUNS number and street address with ZIP+4 code), and upload a scan of the page using the UPLOAD tab. No award will be made to an applicant not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The grantees project must be designed and implemented in conformance with all applicable state and federal regulations. The Career Equity Resource Center is one hundred percent (100%) state funded with State Vocational Education Aid funds, which provide state maintenance of effort to the Carl D. Perkins Career and Technical Education Improvement Act of 2006 ORG/APU 5062-032. A total of $345,000 was available for a single award in the first, second, and third year of this four-year grant program. A total of $345,000 is available for year 4, the final year of the grant program. Regardless of the size of the grant, proposed costs must be reasonable and necessary to carry out the programs purposes and objectives. Final awards are subject to the availability of State Vocational Education Aid funds. 1.5 DISSEMINATION OF THIS NOTICE The Office of Career and Technical Education will make this notice available to the current CERC grantee based on the eligibility requirements outlined in Section 1.2. Additional copies of the NGO are also available on the NJDOE Web site ( HYPERLINK "http://www.nj.gov/njded/grants/discretionary/" http://www.nj.gov/njded/grants/discretionary/). Under this grant program the grantee is expected to retain a copy of the Career Equity Resource Center NGO and copies of all previous requests for funding over the multi-year grant for reference. Information in the initiating multi-year NGO document that is relevant and applicable to the full 4-year grant program may not be repeated in this continuation NGO. In addition, the originating multi-year NGO, continuation NGOs, and this final year NGO are required for federal auditing purposes. 1.6 TECHNICAL ASSISTANCE The Office of Career and Technical Education will provide technical assistance as needed to support the grantee in completing the CERC application using the EWEG system, and in developing the project activity plan to meet the requirements set forth in this NGO. 1.7 APPLICATION SUBMISSION The NJDOE operates discretionary grant programs in strict conformance with procedures designed to ensure accountability and integrity in the use of public funds and, therefore, will not accept a late application. The responsibility for a timely submission resides with the grantee. The Application Control Center (ACC) must receive the complete application through the online EWEG system at  HYPERLINK "http://homeroom.state.nj.us/" http://homeroom.state.nj.us/ NO LATER THAN 4:00 P.M. ON THURSDAY, July 31, 2014. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, the application if received after this deadline. Each eligible applicant must have a logon ID and password to access the system. Non-LEA applicants should send an email request for the EWEG help desk at  HYPERLINK "mailto:eweghelp@doe.state.nj.us" eweghelp@doe.state.nj.us. Questions regarding access to EWEG may be directed to  HYPERLINK "mailto:eweghelp@doe.state.nj.us" eweghelp@doe.state.nj.us. Applicants are advised to plan appropriately to allow time to address any technical challenges that may occur. Additionally, applicants should run a consistency check at least 24 hours before the due date to determine any errors that might prevent submission of the application. Applicants are advised not to wait until the due date to submit the application online as the system may be slower than normal due to increased usage. Please note that the EWEG system will be closed at 4:00 PM on the due date. The completed application must include all elements listed in Section 3.3, Application Component Checklist of this notice. The grantees application, received by the due date and time, will be screened to determine whether it is, in fact, eligible for evaluation. The New Jersey Department of Education reserves the right to reject the application if not in conformance with the requirements of this NGO. Paper copies of the grant application will not be accepted in lieu of the electronic EWEG application submission. Applications submitted by fax cannot be accepted under any circumstance. 1.8 REPORTING REQUIREMENTS The lead agency (grantee) is required to submit periodic program and fiscal reports documenting grant-related activities that are relevant to the grant period (i.e., October 1, 2014 September 30, 2015) in the multi-year grant program. All reports will be submitted through the EWEG system. The interim reports will be reviewed to determine the degree of the grantees progress within the scope of work appropriate to the grant period, and its conformance with program regulations and enabling legislation. For additional information about reporting requirements, see the Grant Recipients Manual for Discretionary Grants at: HYPERLINK "http://www.nj.gov/education/grants/discretionary/management/"http://www.nj.gov/education/grants/discretionary/management/. The accurate and timely submission of all required reports by the lead agency (grantee) is necessary to ensure the release of scheduled payments. The NJDOE reserves the right to withhold funds from the grantee if reports are delayed or delinquent. The grantee is required to submit periodic program and fiscal progress reports. Reports for the 2014-2015 program year will be due as follows: Report Reporting Period Due Date 1st Interim October 1, 2014 February 27, 2015 March 31, 2015 2nd Interim October 1, 2014 June 30, 2015 July 31, 2015 Final October 1, 2014 September 30, 2015 November 30, 2015 NOTE: NJDOE reserves the right to require additional reports as necessary. For additional information regarding post-award requirements, see the Grant Recipients Manual for Discretionary Grants at:  HYPERLINK "http://www.nj.gov/njded/grants/discretionary/management/manual.shtml" http://www.nj.gov/njded/grants/discretionary/management/manual.shtml. 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The Career Equity Resource Center is designed as an additional innovative strategy created to promote college and career readiness and preparation for high skill, high wage careers of the 21st Century. Assessment of the program results shall be measured through the success of achieving the program goals and measurable objectives outlined in Section 2.2 and the outcomes identified by the required project evaluation. The success of the Career Equity Resource Center shall be determined by increased access to, overall participation in, and successful completion of career and technical education programs by targeted student populations that lead to attainment of high wage, high demand career opportunities. 1.10 REIMBURSEMENT REQUESTS Payment of grant funds will be made through a reimbursement system. Reimbursement requests for any grantee funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Only one (1) request may be submitted per month. Grantees must submit requests no later than the 15th of the month. You may include in your request funds that will be expended through the last calendar day of the month in which you are requesting the reimbursement. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. SECTION 2: PROJECT GUIDELINES This section is designed to provide the grantee with the framework within which it will plan, design, and develop its proposed program to adhere to the requirements of this NGO. Before preparing the application, the grantee is advised to review the NGO in its entirety to ensure a full understanding of the NJDOEs vision, purpose and requirements of the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that the program is to achieve, measure, and/or address. Please note that the passage of the School District Accountability Act (A5 or Chapter Law 53) places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. 2.1 PROJECT DESIGN CONSIDERATIONS The project design shall include the delivery of services in two venues: statewide and regional. The grantee shall continue designing a project that ensures the delivery of services on a statewide basis throughout the project period, as needed or requested. The grantee shall also provide a clear description for the delivery of services on a regional basis. The Central Region was selected by OCTE for services to targeted schools and school districts during Year 2. The Northern Region was selected by OCTE for services to targeted schools and school districts during Year 3. The grantee will be required in this NGO to describe the delivery of services provided to selected schools in Cohort III in the Southern Region and the sustainability of continuing services provided to the selected schools in Cohorts I and II. In designing the project, the grantee should keep in mind that it will be responsible for coordinating activities to ensure an increase in the number of special population and historically marginalized students participating in and completing CTE programs throughout the state in order to broaden their options and opportunities to pursue and secure high-wage, high-skill, high demand employment. As a result, consideration must be given to how the grantee will best ensure broad statewide service and collaboration. The grantee should consider, for example, existing relationships with other entities in various regions of the state which might serve as valuable collaborative partners in achieving the states goal for this program. Additionally, the grantee should remember that all objectives and activities must ultimately lead to the achievement of the goals for the program and to the achievement of the deliverables as described under Section 1.9 - Assessment of Statewide Program Results and Section 2.2 Project Requirements. The Department reserves the right to request changes to the program plan based on changes to state or federal legislation, regulations, guidance or accepted best practices. 2.2 PROJECT REQUIREMENTS The overarching goal for this program is to ensure that all secondary students have equal access opportunities to successfully complete high quality CTE programs to prepare them for career opportunities of the 21st century. This grant will achieve this goal by implementing the following activities. Year Four Required Activities Statewide Provide professional development, training, technical assistance and information dissemination to schools or school districts, upon request. Continue collaborating with members of the workplace readiness system, including the New Jersey Department of Education, New Jersey Department of Labor and Work Force Development, and the State Employment and Training Commission, to develop effective strategies and tools for statewide delivery. Continue developing measures to monitor effectiveness and ensure sustainability of technical assistance, professional development, training and information dissemination provided in schools and/or school districts served in prior project years of this grant. Continue to enhance the existing web site for educators and students, to include information, strategies, and resources that promote the interest of special population middle and secondary students in seeking high wage, high skilled, high demand occupations which are reflected as occupations with the greatest projected job growth, as identified by the US Department of Labor and the New Jersey Department of Labor and Workforce Development. Regional Provide targeted technical assistance, professional development, training, monitoring and support to up to four Cohort III schools/school districts in the Southern Region of the state. The NJDOE will approve the schools/school districts selected. Establish an advisory committee in each targeted school/school district to include all major stakeholders; inclusive of key teachers, counselors, principals, students, union and industry representatives, private industry representatives and parents. The grantee shall assist the identified schools/school districts with the development or expansion of an existing advisory committee to guide the effective implementation of all services offered through the Career Equity Resource Center. The grantee shall describe how the advisory committee will remain operational throughout this project period to promote sustainability and accountability for the achieved program outcomes. Oversee the development and implementation of a strategic plan with the advisory committee to achieve the program goals and objectives. Develop and monitor the implementation of strategies in selected schools to afford increased rigor and quality career and technical programs. Coordinate and monitor the implementation of strategies and services to increase participation and completion of career and technical education programs that align with high wage, high skill employment occupations for students that are underrepresented based on race/ethnicity, and socio-economic status. Develop and monitor strategies that will foster improvement and increased successful completion of CTE programs by historically marginalized students and specialized populations that lead to enrollment in postsecondary programs or an industry recognized certification or license. Provide information, training, and ongoing technical assistance to teachers, administrators, counselors, parents, students, business, labor organizations, and other stakeholders on: Recruitment and retention strategies for students considering or enrolled in nontraditional career and technical education programs. Instructional practices that promote equal access to recruitment and retention of students in programs where there is an underrepresentation based on gender, race, ethnicity, disability or, socio-economic status. Career awareness, career exploration, and career development training for students to enable them to explore nontraditional careers, and apprenticeship opportunities in nontraditional occupation. Implement project measures to ensure sustainability of technical assistance, professional development, training and information dissemination. Disseminate a toolkit of strategies to enhance nontraditional or underrepresented participation in career and technical education programs. Develop a system to assist with implementation of strategies, as needed. Increase articulation agreements in targeted schools with institutions of higher education. Provide assistance to initiate and assist in the development of collaborative partnerships between school districts and community colleges to foster success of students. Provide the following continuation services for Central Region Cohort I schools and Northern Region Cohort II schools: -Track quarterly updates for Equity Action Plans for Cohort 1 and Cohort II. -Professional development and technical assistance to support Equity Action Plan goals and objectives, including Year 3 data analysis -Equity plan evaluation as per Year 1 timeline (via quarterly reports) -Full access to, and technical support of, the on-line professional development collaborative community known as the School Collective. Program Evaluation The grantee shall develop measures to create, administer, and submit to the NJDOE a program evaluation that determines the attainment of goals and measurable objectives for statewide and regionally based service delivery strategies over the four year contract period. This program evaluation should clearly describe how the Career Equity Resource Center determined and reported the effectiveness of services provided to schools and/or school districts on an annual basis and at the end of the project period. The program evaluation should describe and include, at minimum, the following components: Purpose and scope Evaluation questions Data collection plan Analysis of the data and reporting Recommendations for improvement Program Close Out This grant period is the fourth and final year of a multi-year grant program. The Career Equity Resource Center (CERC) at Rutgers must develop and submit to the NJDOE a formalized transition plan to transfer information, resources, and general supplies/equipment (e.g., computers) to another agency in the event that another agency is selected during the next discretionary grant competition. The plan must include, at a minimum, how the agency will transfer website information and resources, general supplies/equipment, and other materials developed over the multi-year grant. The applicant must also plan for budget costs associated with the transfer of this information or general supplies/equipment to another agency. 2.2.1 PROJECT UPDATE (EWEG) The applicant is required to provide a one-page project update for year four. 2.2.2 PROJECT DESCRIPTION (EWEG) The grantee must provide a detailed narrative of the complete project design as well as a proposed plan for implementation for year four of the multiyear project. The Project Description must include a detailed description of how the applicant plans to manage and staff the project to ensure successful implementation. In writing this project description, the applicant should refer to the specific requirements identified under Section 2.2, Project Requirements. 2.2.3 GOALS, OBJECTIVES AND INDICATORS (EWEG) The grantee will be required to enhance the design of the project which accomplishes the project goals and deliverable objectives on a statewide basis and in each of the three geographical regions of the state (Central, North, and South) over the grant period. The project design shall continue to ensure the delivery of services on a statewide basis, as needed throughout the four year project period. The project design shall also include a clear description of accountability and sustainability of the achieved goals and objectives. 2.3 GOALS AND OUTCOMES Goals and objectives are mandated by the NJDOE; however, the grantee must develop objectives and implementation activities that will result in the goal outcomes listed below. GOAL #1. Increase the number of special populations and historically marginalized students participating in and completing career and technical education programs in order to broaden their options and opportunities to prepare for and secure high-wage, high-skill, high-demand employment. Objectives: Increased recruitment and retention of students that are underrepresented in programs which align with high wage or high demand career occupations based on race/ethnicity, gender or socio-economic status. Decreased disproportional enrollment of students underrepresented in CTE programs that align with high demand, high wage career opportunities, based on race/ethnicity, socio-economic status, and/or gender. GOAL #2. Decrease disproportionate enrollment and increase successful completion of special populations and historically marginalized students participating in career and technical education programs. Objectives: Increased recruitment and retention of students that are underrepresented in programs which align with high wage or high demand career occupations based on race/ethnicity, gender or socio-economic status. Decreased disproportional enrollment of students underrepresented in CTE programs that align with high demand, high wage career opportunities, based on race/ethnicity, socio-economic status, and/or gender. Increased successful completion of students who are underrepresented in CTE programs that align with high demand and high wage career opportunities, based on race/ethnicity, gender, and socio-economic status. Successful completion shall be evidenced by enrollment in postsecondary education in the same field/major studied in secondary education or earning a state or industry recognized certification or license. GOAL #3. Increase successful completion of students in CTE programs of study established through articulation agreements who are underrepresented based on special populations and historically marginalized status. Objectives: Increased recruitment and retention of students that are underrepresentated in programs which align with high wage or high demand career occupations based on race/ethnicity, gender or socio-economic status. GOAL #4. Increase the awareness of CTE programs among parents, students and school district personnel as a viable pathway toward assisting special populations and historically marginalized students to prepare for the 21st century workplace and global economy. Objectives: Increased positive perceptions by educators and students in prioritized areas about careers that are nontraditional for females and males and careers that are underrepresented based on race/ethnicity or socio-economic status. Increased awareness of equity issues and workplace readiness standards for females and males in career preparation. Decreased behaviors that reinforce bias in the classroom and removal of barriers toward participation by students underrepresented in career and technical education programs based on race/ethnicity, socio-economic status, and/or gender. Increased awareness of CTE programs that align with high demand, high wage careers by students, counselors, school administrators, educators, and parents. Increased availability of resources and implementation of a Tool Kit of strategies for educators and workforce readiness system personnel regarding nontraditional career opportunities and for working with students underrepresented in CTE programs based on race/ethnicity, gender, and socio-economic status. Increased inclusion of information on nontraditional careers and high growth careers into secondary teachers lesson plans for students. Provision of technical assistance to selected schools to develop strategies to enhance participation in CTE programs where there is an underrepresentation of students based on race/ethnicity, gender and socio-economic status. Development of information and training on gender-fair and equal access instructional practices. Identification, implementation and publicizing of best practices and model programs supporting nontraditional training and employment. These outcomes will be measured by surveys, training/workshop attendance and evaluation forms, statistical data, sample curricula, a Tool Kit, participant interviews, etc., as provided by the grant recipient agency in evidence of successful deliverables provided through this grant program. In this Year 4 grant application the grantee will describe in the project description how they will provide targeted services to up to four schools/school districts in Cohort III in the Southern region that will be selected to receive targeted technical assistance and professional development. The grantee will also describe in the project description how they will provide continuation services to the Central Region schools in Cohort I and the Northern Regions schools in Cohort II. The grantee will also identify the methods that will be used to ensure accountability and sustainability of the program goals and outcomes. 2.3.1 PROJECT ACTIVITY PLAN (EWEG) YEAR 4 Using the goals and objectives, the grantee must describe directly related, relevant activities that represent the steps it will take to achieve each identified objective. The activities identified in this section will serve as the basis for the individual expenditures proposed in the budget. The grantee must address each goal and each deliverable objective. The grantee must establish specific activities and identify a measurable outcome for each activity that will lead to achievement of the goals. The grantee must identify a time frame for the accomplishment of each implementation activity under the Interim Reporting Period column of the Project Activity Plan. Evidence of progress toward achievement of the goals and objectives (performance indicators) will be listed under the Documentation column of the Project Activity Plan. 2.3.2 UPLOAD-TAB (EWEG) The grantee must upload documents listed in Section 3.3 into EWEG. 2.3.3 ASSURANCES TAB (EWEG) The grantee must submit the date the board agreed to the Statement of Assurances. 2.4 BUDGET DESIGN CONSIDERATIONS (YEAR 4 Only) The grantee will be required to ensure the implementation of programs and services statewide to meet the purpose and goal of this grant program. Therefore, the grantee should consider whether sub-grants will be necessary to ensure broad service throughout the state. Information regarding sub-granting procedures may be found in the Grant Recipients Manual for Discretionary Grants at  HYPERLINK "http://www.state.nj.us/education/grants/discretionary/management" http://www.state.nj.us/education/grants/discretionary/management . 2.5 BUDGET REQUIREMENTS In order to focus the use of available funds on the offering of direct services, the grantee is required to limit total spending of grant funds during the grant period to the budget requirements noted below. In addition, during the pre-award revision phase, the grantee will address questions and adjust fiscal line items as specified by the New Jersey Department of Education. The grantee must submit a budget for year 4 only. The proposed budget must have clear and specific links to the program activity plan/description, provide sufficient basis of cost, and demonstrate prudent use of resources. Ineligible costs, as well as costs not supported by the activity plan, will be removed from consideration. The actual amount awarded will be contingent upon the applicants ability to provide support for the proposed budget. It is the intent of the NJDOE to focus the funds available for the Career Equity Resource Center on the provision of services designed to ensure equity and the removal of barriers for special population students in career and technical education programs that align with high wage, high skill careers and occupations. For this reason, limits have been placed on certain costs. All costs must be clearly identified within the budget. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the grantee work with their business administrator/fiscal officer when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals on in-state travel Mileage reimbursement is capped at $.31/mile Administrative costs are capped at five percent of the total grant award amount. Ineligible Costs Grant funds provided through this NGO may not be expended for the following: Indirect costs, which include those incurred for support services that are not readily identifiable and assigned to the program (i.e. custodial services, bookkeeping services, and utilities). Funds for expenses included under indirect costs may not be requested separately as direct costs in the applicants budget; Renovations or construction; Costs that are not directly related to the implementation of grant activities; In-state meals or lodging; Entertainment; Costs associating with preparing the grant application and/or fund raising activities; Student salaries; Costs of individual memberships to associations or organizations; Costs for furniture; Support of career and technical education programs not approved by the NJDOE; Promotional items and memorabilia that include but are not limited to pens, pencils, posters, T-shirts that are imprinted with a school logo or the name of a school program; Out-of-state postsecondary institutions; and Tuition payments. Please note that grant funds cannot be used to support other initiatives or any other programs supported with state or federal funds. NOTE: Ineligible costs, as well as costs not supported by the activity plan, will be removed from consideration. In reviewing the Career Equity Grant Program application, the NJDOE may determine that certain proposed costs, though not specifically identified as ineligible, are not reasonable or appropriate under this grant program and, therefore, are not allowable. In such a case, applicants may be offered the opportunity to reallocate these funds between and among existing line items during the pre-contract revision process.
