Through offering this competition, the New Jersey Department of Education is working towards its overarching goal of increasing the number of high quality charter school seats in the state. Eligible renewed charter schools will be selected to develop projects to disseminate information, training, and technical assistance on documented successful practices that have been piloted in the grantee charter school. Success within this grant program will require the Grantee implement their successful practice in at least one other school. Each awarded grantee will: Determine an innovative, successful process or practice within the grantees charter school that would be beneficial for other charter or public schools to implement; Research and develop supporting materials on this innovative, successful practice; Develop a partnership with at least one charter or public school to implement this innovative practice in their school; Disseminate information on the successful practice and the implementation of this practice with the partner school; Implement statewide dissemination of the partnership implementation plan; and Coordinate hands-on technical assistance for other schools in need. Through this program, the department envisions the creation of multiple structured opportunities for participating schools statewide to learn about, experience, adapt and implement the proven successful practices of the five selected charter schools. Successful practices encompass all facets of education, including curriculum development; instructional strategies and approaches; special education services; fiscal management; facilities issues; as well as others that contribute to documented progress in any of the following five broad categories: improved student achievement; serving Special Education or English Language Learners; strong governance and leadership; financial viability and stability; and data driven decision making and instruction. This grant program will be implemented in two phases. In Phase 1 (October 1, 2014 February 28, 2015), each eligible applicant may apply for up to $50,000 to support Phase 1 activities. By the end of Phase 1, the applicants are expected to have successfully accomplished the following: Identification of successful practice(s) and development of dissemination materials (Objective 1); as well as the Development of a plan to implement the best practice within a partner school (Objective 2). Prior to the end of Phase 1, the NJDOE will review these materials for quality and appropriateness in order to determine if the grantee may proceed to Phase 2 implementation. If a Phase 1 grantee is determined to be eligible to move forward to Phase 2 implementation, the grantee will be able to apply for up to $50,000 through a grant amendment to support the Phase 2 (March 1, 2015 - February 28, 2016) implementation of Objectives 3, 4 and 5 (please see Section 2.2 for details). Unexpended funds from Phase 1 may be carried forward into Phase 2. If a Phase 1 grantee does not receive approval from NJDOE to move forward to Phase 2, the grantee will be required to close out their grant at the end of the Phase 1 grant period and will not be eligible to apply for or receive Phase 2 funding. 1.2 ELIGIBILITY TO APPLY This is a limited-competitive grant program open to New Jersey charter schools that meet the following four (4) criteria: As of August 31, 2014 the charter school has been open for at least three consecutive years. The charter school is not a previous recipient of a charter school dissemination grant either from the New Jersey Department of Education or the U.S. Department of Education; The charter school is in good standing, and not on probation or corrective action status; and The charter school meets the definition of High Quality as defined below. The eligible charter schools are listed in Appendix A. 1.3 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, CCR) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid DUNS number and must also be registered with the federal System for Award Management (SAM), the successor to the federal Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. To obtain a DUNS number, go to HYPERLINK "http://fedgov.dnb.com/webform/"http://fedgov.dnb.com/webform/ To register with the SAM database, go to HYPERLINK "http://www.sam.gov"www.sam.gov Applicants are required to submit their DUNS number and expiration date of their SAM registration as part of the EWEG application using the appropriate EWEG tab (contacts) and must certify that they will ensure that their registration will remain active for the entire grant period. Applicants must also print the Entity Overview page from their HYPERLINK "http://www.sam.gov"www.sam.gov profile (which displays their DUNS number and street address with ZIP+4 code), and upload a scan of the page using the UPLOAD tab. No award will be made to an applicant not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The New Jersey Charter Schools Grant Program, Dissemination 6 is 100 percent federally funded under the U.S. Department of Education Public Charter Schools Program (P.L. 103-382, Part CPublic Charter Schools) CFDA 84.282A. Grant funds are Restricted Revenue, and the awarded amount from the New Jersey Charter Schools Grant Program must stay with the charter school. Control of funds must remain with the board of trustees of the charter school. The grant agreement period for Phase 1 begins October 1, 2014 and ends February 28, 2015. Awards up to $50,000 will be made to as many as six (6) charter schools. Applicant charter schools should note that the project budget request must be appropriate for the proposed project. NJDOE reserves the right to adjust budget requests during pre-award revisions. Total funding of $300,000 is available for Phase 1 of this grant program. Phase 2 awards will be subject to the availability of New Jersey Charter Schools Grant Program funds. It is anticipated that total funding in Year 2 will be $300,000, with awards up to $50,000 per eligible applicant. The grantee is expected to complete the goal(s) and objectives laid out in the approved grant application, complete implementation activities established in its grant agreement, and make satisfactory progress toward the completion of its approved action plan. Failure to do so may result in the withdrawal by the New Jersey Department of Education (NJDOE) of the grantees eligibility for the continuation of grant funding. The Department of Education will remove ineligible, inappropriate or undocumented costs from funding consideration. Final awards are subject to the availability of New Jersey Charter Schools Grant Program funds. 1.5 DISSEMINATION OF THIS NOTICE The Office of Charter Schools will make this notice available to renewed New Jersey charter schools based upon the eligibility statement and the county superintendents in which the eligible agencies are located. APPLICATION SUBMISSION The NJDOE administers discretionary grant programs in strict conformance with procedures designed to ensure accountability and integrity in the use of public funds and, therefore, will not accept late applications. The responsibility for a timely submission resides with the applicant. The Application Control Center (ACC) must receive the complete application through the online Electronic Web Enabled Grant (EWEG) system at http://homeroom.state.nj. no later than 4:00 P.M. on July 24, 2014. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application received after this deadline. Each eligible applicant must have a logon ID and password to access the system. LEA applicants should contact their districts web (homeroom) administrator who will complete the registration. Questions regarding access to EWEG may be directed to HYPERLINK "mailto:eweghelp@doe.state.nj.us"eweghelp@doe.state.nj.us. Applicants are advised to plan appropriately to allow time to address any technical challenges that may occur. Additionally, applicants should run a consistency check at least 24 hours before the due date to determine any errors that might prevent submission of the application. Applicants are advised not to wait until the due date to submit the application online as the system may be slower than normal due to increased usage. Please note that the EWEG system will be closed at 4:00 PM on the due date. Complete applications are those that include all elements listed in Section 3.3, Application Component Checklist of this notice. Applications received by the due date and time will be screened to determine whether they are, in fact, eligible for consideration. The Department of Education reserves the right to reject any application not in conformance with the requirements of this NGO. Paper copies of the grant application will not be accepted in lieu of the EWEG application. Applications submitted by FAX cannot be accepted under any circumstances. 1.8 REPORTING REQUIREMENTS Grant recipients are required to submit periodic project and fiscal progress reports. All reports will be submitted through the EWEG system. Reports for this program will be due as follows: ReportReporting PeriodDue DateInterim 10/1/2014 12/31/20141/15/2014Final 10/1/2014 2/28/153/31/15 The Interim report must include a description of the innovative practice chosen for dissemination, a plan for outreach to find a partner school or schools, and a draft of the plan for implementing the innovative practice in the partner school(s). It is on the basis of the review of these materials that the NJDOE will make a determination of which Phase 1 grantees will be eligible to apply for Phase 2 funding. All grantees are required to submit a final program and fiscal report. 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The Office of Charter Schools, in partnership with an external evaluator will use the data collected from the funded charter schools to develop the annual performance report, which will be submitted by the Office of Charter Schools to the U.S. Department of Education. The department will collect agency data and determine the charter schools progress by assessing the information included in the Charter School Annual Report submitted to the Office of Charter Schools. The department will evaluate change affected by this multiyear grant program through the accomplishment of the mandated goal and objectives. As part of this Assessment process each Grantee will be required to report on the following: Grantees will demonstrate annually an increase of 2-3 community events, 10 percent more participation in those events and 2 documented partnerships within their communities. 1.10 REIMBURSEMENT REQUESTS Payment of grant funds is made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Reimbursement requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Only one (1) request may be submitted per month. Grantees must submit their request no later than the 15th of the month. The requests may include funds that will be expended through the last calendar day of the month in which reimbursement is requested. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. NOTE: Payments cannot be processed until the award has been accepted in EWEG. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the applicant with the program framework within which it will plan, design, and develop its proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1 of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. 2.1 PROJECT DESIGN CONSIDERATIONS The mandated goal of the New Jersey Charter Schools Grant Program, Dissemination 6 is to improve student achievement statewide in charter schools and in traditional public schools by disseminating information and providing training and technical assistance on documented successful practices. Success within this grant program will require the Grantee implement their successful practice in at least one other school. By focusing the activities of this program on the dissemination of proven successful practices by veteran charter schools, the implementation by the grantee of a successful practice in at least one additional school, and by requiring implementation of dissemination activities statewide, the department ensures the broadest impact on students, educators, and administrators across the state. Priority Areas for Dissemination 6 Grants Building capacity and long term sustainability in charter schools is the primary aim of the New Jersey Department of Education in making dissemination grants. Falling under this broad umbrella are a number of key areas of need for many charter schools, including special education, governance and leadership development, school facilities, effective staffing, statutory and regulatory requirements, marketing, financial management, data driven decision making and instruction and institutional self-assessment. While the department is interested in funding dissemination projects that address these areas, it will also consider dissemination projects that address other areas. The following five areas can be of consideration in the New Jersey Charter Schools Grant Program, Dissemination 6: Special Education and English Language Learner Issues, including development of a consortium model for shared child study team services and/or delivery of mandated special education programs that includes a plan for sustainability beyond the project period; other best practices for serving these student populations. Leadership and Governance Issues, including the role of board members and officers, legal and ethical responsibilities, board recruitment and training, policy making and fiduciary responsibilities, guidelines for governance and accountability, etc. School leader and principal training, leadership pipeline development or other targeted best practices around leadership training. Data Driven Decision Making and Instruction, strategies and infrastructure needed to make this a sustainable practice for new and veteran schools. Projects that discuss everything from start up to reflection strategies. Financial Viability and Stability, including back office capacity training, strategies for meeting the Performance Framework indicators, federal entitlement grant best practices, etc. Improved Student Achievement, evidence based best practices around improving student achievement, can include curriculum development or innovative approaches in and outside of the classroom. PROJECT OBJECTIVES To achieve the mandated goal, the state has identified five (5) required objectives designed to promote sustainability and increase student achievement through replication and dissemination of documented successful charter school practices. Phase 1 must include objectives 1 and 2. Phase 2 must address objectives 3, 4 and 5. Grantees must design their project to achieve all objectives by the end of the multi-year grant. The mandated objectives are: Phase 1 (10/1/2014 2/28/15) Objective 1: Identification of Successful Practices and Development of Dissemination Materials Describe one or more proven successful practice(s) intended for dissemination by the grantee charter school. Explain the specific strategies/methodologies, factors, and/or circumstances that led to the successful implementation and achievement of the successful practice(s) within the grantee charter school. Prepare and produce materials for dissemination throughout the state that detail the specific strategies/methodologies, factors, and/or circumstances that led to the successful implementation and achievement of the successful practice(s) that will enable other charter schools, traditional public schools, or consortia to adapt and implement the successful practice in order to make positive, documented impact in one or more of the priority areas. Successful practices are those based on scientifically-based research. Documentation of successful practices may include, but is not limited to, student test scores, results from any formal surveys conducted of parents, budget reports/audit results, etc. Materials prepared and/or produced by grantees for dissemination may include, but are not limited to: innovative ways to make projects accessible to others; documents related to delivery of child study team and/or special education services; manuals to guide charter school planning in areas such as facilities development, organizational structure, curriculum design and development, staff recruitment, community relations, etc.; model curriculum materials; assessments; multimedia productions demonstrating implementation of successful practices; policy and procedure manuals; financial management plans; and board development materials. Objective 2: Development of a Plan to Implement the Best Practice within a Partner school Develop a detailed activity plan including, your process for choosing a least one partner school (the school does not need to be identified in the application), description of Milestones and Tasks required to adapt the Grantee schools chosen Best Practice to meet the needs and environment of the chosen partner school(s), and complete the implementation of the adapted Best Practice in the partner school(s). Each applicant should attest to its willingness and commitment to focusing its grant resources on outreach to schools in need of improvement or technical assistance, including, but not limited to, charter schools in a planning phase, first year charter schools, and low-performing charter and traditional public schools. The applicant should identify how it will target schools and coordinate its efforts with other grantees to outreach to those schools. During the course of the first phase, the applicant will need to identify a partner school as one of the prerequisites to be eligible to apply for phase 2 funding. Once the grantee has demonstrated, and the NJDOE concurs, that the objectives of Phase 1 have been met, the grantee will be eligible to apply for Phase 2 funding through the grant amendment process. The NJDOE will issue a solicitation package to the eligible Phase 2 grantees; no NGO will be issued. Phase 2 (3/1/15 2/28/16) Eligible applicants must address objectives 3, 4 and 5. Objective 3: Complete implementation of the Implementation Plan with the Partner school(s). By the end of Phase 2, the Grantee and Partner school(s) must complete implementation of the chosen Best Practice process within the Partner school(s). A successful pilot implementation will meet the requirements of this Objective. Provide individual technical assistance to a minimum of five (5) schools by each grantee, either through one-on-one assistance or through implementation of a consortium model that provides services to at least five schools, with preference given to charter schools in a planning year, newly opened charter schools, and low-performing charter and traditional public schools. Technical assistance must provide intensive hands-on support to assist new or existing charter schools and/or traditional public schools in applying the knowledge and successful practices developed for dissemination by the grantee charter school. Objective 4: Implementation of Dissemination Activities Statewide Disseminate, on a statewide basis, information on successful practices by: conducting statewide professional development institute(s); implementing consortium models for delivery of services which target areas of demonstrated need, such as special education, facilities issues, leadership and governance, etc.; and developing and launching a Web site featuring the identified successful practices and providing links to appropriate charter school-related Web sites. In developing the statewide dissemination activities, grantees are strongly encouraged to collaborate with other charter schools (including other dissemination grant recipients), the New Jersey Charter Schools Association, traditional public schools, and/or institutions of higher education in order to share and maximize efficacy and efficiencies of all resources. Plans should include structures to ensure accessibility of dissemination information to all charter schools. Grantees should also work with the New Jersey Resource Exchange NJCore to promote dissemination project activities statewide, and to further develop an accessible and user-friendly repository for dissemination project information that will be available to New Jersey educators on a long-term basis. The charter school should do the following: Develop and maintain on-going communication with the staff of NJCore.org and the Office of Charter Schools to publicize Dissemination 6 project activities Consult and coordinate with NJCore.org staff to format dissemination project materials for use in the NJCore website. To contact NJCore: HYPERLINK "http://www.NJCore.org"www.NJCore.org . Grantees are also encouraged, but not required, to implement additional dissemination activities, which may include: Development of a consortium of shared services, especially in areas of critical need (such as special education, facilities planning, school nurses, business administrators, teacher recruitment and retention, for instance) with other charter schools, districts, institutions of higher education, businesses, and/or non-profit organizations. Allowable activities may include, but are not limited to, the following: Engaging appropriate professional services to develop and coordinate implementation of a consortium project that addresses identified shared needs of charter schools in a region. Hiring a consultant to coordinate the implementation of a consortium project that addresses identified shared needs of charter schools in a region. Paying the initial salary of specialized staff necessary to provide shared services for the consortium, such as a certified business administrator or child study team members, so long as the grantee is able to demonstrate the capacity of the consortium project to continue to provide services beyond the term of this grant. Purchase of equipment/supplies/services necessary to the development of a consortium project to address shared needs. Implementing a mentoring program for new schools that have received their Initial Approval to open in the following year; Conducting pre-service and in-service education programs focused on performance-based assessments, including portfolios and other alternative assessment measures as indicators of student achievement and personal growth; and Hosting electronic discussion groups to provide peer advice and support. Objective 5: Dissemination of a Final Report reviewing the successful completion of the Partner school project. Complete a report discussing the steps by which the Grantee school chose their Best Practice process, created the relationship with the partner school, developed the implementation plan adapting the Best Practice process and completed the implementation of the adapted process in the partner school. Dissemination of this Final Report should follow the processes defined in Objective 4 above. 2.2 PROJECT REQUIREMENTS Project Abstract (no points assigned) The Project Abstract is a (250- 300 words) summary of the proposed projects need, purpose, and projected outcomes. The proposed project and outcomes must cover the two-phase project period. Do not include information in the abstract that is not supported elsewhere in the application. Statement of Need (15 points) When constructing the Statement of Need, applicant must describe factors considered when identifying the focus of the proposed project, and must clearly demonstrate how the project will contribute toward progress, in charter schools and traditional public schools, in one or more of the Priority Areas outlined in Section 2.1 Project Design Considerations. Evidence must be provided that this project is addressing a documented need in schools throughout the state. Project Description (20 Points) The project description must address the comprehensive project plan for the full two-phase project period explaining how the 5 Project Objectives in Section 2.1 will be met. In addition, as part of the grant program, each Grantee will also be required to report on the following: Grantees will demonstrate annually an increase of 2-3 community events, 10 percent more participation in those events and 2 documented partnerships within their communities. Goals, Objectives and Indicators (20 Points) Establish multiple benchmark indicators of success around the mandated goal and 5 Project Objectives in section 2.1 Project Design Considerations for the full Phase 1 and Phase 2 grant period. Project Activity Plan (20 points) (Phase 1 only) The Project Activity Plan follows the goal and objectives that were listed in section 2.1. Activities represent the steps that will be taken to achieve each identified objective. Also, the activities that are identify in this section serve as the basis for the individual expenditures that are being proposed in the budget. Review the Goal and the Objectives when constructing the Project Activity Plan to ensure that appropriate links have been established between the goal(s) and objectives and the activities. State the relevant objective in full in the space provided. Number the Objective 1,2,3 or 4 and each activity 1.1, 1.2, 1.3, etc. Describe all of the tasks and activities planned for the accomplishment of each objective. List all the activities in chronological order. Space the activities appropriately across all report periods of the grant project. Identify the staff directly responsible for the implementation of the activity. If the individual conducting the activity is not referenced appropriately on the Project Activity Plan, it may not be possible to determine an allocation of the requested cost, and costs may be disallowed. List the documentation that tracks the progress and confirms the completion of each activity, such as agenda, minutes, curriculum, etc. In the Report Period Column on the Project Activity Form, click on the box under the period in which the activity will be implemented. If the activity is ongoing or recurring, click on the box under each period in which the activity will talk place. The data in the Activity Plan will be used by grantees in submitting the required project reports. Do not list the project director or other person with general oversight authority for the project as the person responsible for carrying out all activities. Organizational Commitment and Capacity (15 points) After identifying the conditions and/or needs and the plan to address them, describe the charter organization and its capacity to take on the project. Describe the commitment to addressing the conditions and/or needs identified, including the organizational support (internal and external) that exists for implementing the proposed project. Explain any experience the organization may have had in implementing similar types of projects, as well as the outcomes of those projects. Explain how previous experiences will ensure successful implementation of the proposed project. If the organization or members of the staff have not implemented similar projects, explain why the proposed project will be successful. Describe all organizational resources (staff, facilities, equipment, funds, etc.) that will support successful project implementation. 2.3 BUDGET DESIGN CONSIDERATIONS Budget requests should be linked to specific project activities and objectives of the New Jersey Charter Schools Grant Program, Dissemination 6 as described in this NGO. Mileage reimbursement will be at the agency-approved rate; Purchased services of specialist(s)/consultant(s) with demonstrated expertise to conduct trainings or seminars or coordinate/administer grant activities; Purchase of audio-visual equipment and supplies; Costs related to conducting trainings and professional development seminars; Purchase of materials and supplies specific to the proposed activities, such as non-instructional equipment, office furniture, etc.; Direct costs (mailings, postage, flyers, booklets, brochures, announcements, etc.) specific to the proposed activities; Direct costs for printing of special education materials, curriculum resources, assessment instruments, outreach and other materials; Purchase of books or other materials to create a dissemination resource library; Travel, hotel accommodations and registration fees for professional development workshops, (including substitute salaries for coverage for the teachers attending workshops) directly related to grant-funded objectives of this project (for example, the 2014 National Charter Schools Conference) with the following limitations: mileage reimbursement not to exceed $.31 per mile and a maximum of two out-of-state workshops per charter school per fiscal year with fully itemized information on all expenses provided in the budget. NOTE: Purchased services of a consultant to assist in meeting the program objectives must reflect reasonable and customary fees for such services. The Department of Education, at its discretion, may adjust or eliminate budget line items that do not meet the reasonable and customary criteria for purchased services. 2.4 BUDGET REQUIREMENTS The budget submitted as part of the application is for Phase 1 (10/1/14 2/28/15) only. Grant funds provided through this NGO may not be budgeted or expended for the following: Subgrants; General operating expenses of the renewed charter school; Reimbursement for work already completed by schools; Entertainment costs; Purchase of telephone system equipment; Purchase of vehicles; Facility renovation costs; Capital construction costs; Custodial or security services; Indirect costs; and Costs that are not directly related to the activities of the New Jersey Charter Schools Grant Program, Dissemination 6 and that are unsupported by the NGO.
