Significant expansion is defined as increasing the student count of an existing charter school by more than fifty percent or to add at least two grades to an existing charter school over the course of the grant. High Quality is defined as a K-8 school that Meets or Exceeds the Standard in Absolute Performance or Meets or Exceeds the Standard in Student Growth and the District Comparison, while not Falling Far Below the Standard in Absolute Performance. A high school is considered High Quality if the school Meets or Exceeds the Standard in Absolute Performance or Meets or Exceeds the Standard in the District Comparison and Graduation Rate, while not Falling Far Below the Standard in Absolute Performance. Schools that have received prior Charter School Program (CSP) Start up Grants were able apply for expansion funds in Year 1, but the school could not have more than one open planning or implementation subgrant at the same time. Applicants for a second CSP subgrant for the specific purpose of substantially expanding their enrollment must have satisfactorily completed all activities under their previous planning and implementation subgrant, including complying with all state and federal reporting requirements. Through this grant program, the New Jersey Department of Education (NJDOE) will assist each successful applicant in the expansion and implementation of their high quality charter school and evaluate its impact on students, student achievement, staff, parents and the communities they serve. The population to be served by this grant program consists of students in kindergarten through grade 12. This Notice of Grant Opportunity (NGO) covers the second year of a two-year grant. Applicants may apply for up to $100,000 in Year 2 to expand their current capacity and serve more students. The Year 2 project period will be September 1, 2014 August 31, 2015. ELIGIBILITY TO APPLY This continuation grant program is open to the following charter schools who have met the criteria of High Quality and who have received from the NJDOE an approved amendment to significantly expand their enrollment beyond the totals established in their approved charter, and who were awarded a competitive grant under this program in Year 1: Vineland Public Charter School University Heights Charter School Pace Charter School of Hamilton 1.3 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The New Jersey Charter Schools Grant Program Expansion 1 FY 14 Grant is 100 percent federally funded under U.S. Department of Education Public Charter Schools Program (P.L. 103-382, Part C- Public Charter Schools); CFDA 84.282A. The grantee is expected to complete the goal and objectives laid out in the approved grant application, complete planning activities established in its grant agreement, and make satisfactory progress toward the completion of its approved action plan. Failure to do so may result in the withdrawal by the New Jersey Department of Education of the grantees eligibility for subsequent grant funding. The Department of Education will remove ineligible, inappropriate or undocumented costs from the funding consideration. Final awards are subject to the availability of New Jersey Charter Schools Grant Program funds. 1.4 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, SAM) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid DUNS number and must also be registered with the federal System for Award Management (SAM), the successor to the federal Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. Instructions on how to access the webinar will be provided after registration. 1.7 APPLICATION SUBMISSION The NJDOE administers discretionary grant programs in strict conformance with procedures designed to ensure accountability and integrity in the use of public funds and, therefore, will not accept late applications. The responsibility for a timely submission resides with the applicant. The Application Control Center (ACC) must receive the complete application through the online Electronic Web Enabled Grant (EWEG) system at HYPERLINK "http://homeroom.state.nj.us"http://homeroom.state.nj.us no later than 4:00 P.M. ON July 24, 2014 . Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application after this deadline. Each eligible applicant must have a logon ID and password to access the system. LEA applicants (charter schools) should contact their schools web (homeroom) administrator who will complete the registration. Applications submitted by FAX cannot be accepted under any circumstances 1.8 REPORTING REQUIREMENTS Grant recipients are required to submit periodic project and fiscal progress reports. All reports will be submitted through the EWEG system. Reports for this program will be due as follows: Report Reporting Period Due Date 1st Interim 9/1/2014- 2/28/2015 3/31/2015 Final 9/1/2014- 8/31/2015 10/30/2015 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The Office of Charter Schools will use data collected from funded charter schools to develop the annual performance report, which will be submitted by the Office of Charter Schools to the U.S. Department of Education. The department will collect agency data and determine the charter schools progress by assessing the information included in the Charter School Annual Report submitted to the Office of Charter Schools. The Department of Education will evaluate change affected by this multiyear grant program through the accomplishment of the mandated goal(s) and the mandated objectives. As part of this Assessment process each Grantee will be required to report on the following: Grantees will demonstrate annually an increase of 2-3 community events, 10 percent more participation in those events and 2 documented partnerships within their communities. 1.10 REIMBURSEMENT REQUESTS Payment of grant funds is made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Reimbursement requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Only one (1) request may be submitted per month. Grantees must submit their request no later than the 15th of the month. The requests may include funds that will be expended through the last calendar day of the month in which reimbursement is requested. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. NOTE: Payments cannot be processed until the award has been accepted in EWEG. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the applicant with the program framework within which it will plan, design, and develop its proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1, Description of the Grant Program, of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. 2.1 PROJECT DESIGN CONSIDERATIONS The purpose of the New Jersey Charter School Grant Program Expansion 1 FY 15 Continuation is for the applicant to increase the number of high quality charter school seats by expanding a viable, innovative and successful charter school with effective educational, fiscal and organizational programs. As a result of this grant program, it is expected that the number of innovative charter school seats will increase in New Jersey, thereby providing students with expanded educational opportunities. Grant funds are intended to provide financial support to ensure that the charter school is adequately prepared to expand and accommodate more students. Each school must use these funds to undertake critical planning activities which include such items as curriculum development, board and staff training and the creation of internal policies and procedures. To guide this program, the following goals were established to help schools identify and address common areas of growth for expanding charter schools. Applicants should select the goal(s) identified in their Year 1 application to base the Year 2 project on and create a plan that shows the activities, objectives, benchmarks and indicators that will be used to show progress towards the selected goal(s) in Year 2. Approvable activities may include, but are not limited to those listed under each goal. Goal 1: To increase the effectiveness and capacity of leadership. Training/professional development for lead persons/board members/administrators on board governance roles, policy setting, effectiveness and other issues; Acquisition of necessary resource materials; Acquisition and training on necessary School Board evaluation and oversight tools; and School leadership training. Goal 2: To expand the academic program and resources of the school. Development of the educational curriculum to be used in the new grades; Acquisition of educational materials and equipment; and Professional development for educational staff. Goal 3: To increase the organizational capacity of the school. Costs associated with the installation of computers, data systems, networks, telephones and other technology infrastructures; Furniture, technology or supplies to support expanded enrollment; and Upgrading the technical infrastructure and staff capacity to utilize innovative technology in support of the schools mission. 2.2 PROJECT REQUIREMENTS Project Update The Project Update is a (250- 300 words) summary of the Year 2 projects purpose, and projected outcomes, as well as a summary of the progress made in Year 1. Do not include information in the abstract that is not supported elsewhere in the application. Project Description: Describe in a detailed narrative the second year of the two (2) year project design and plan to ensure necessary progress towards the goal(s) as you seek to expand the enrollment at your school. Provide assurance(s) that the strategies or activities are of sufficient quality and scope to ensure equitable access and participation among all eligible program participants. Provide evidence that the project is appropriate for and will successfully address the identified needs of the school. Describe the effect the project will have on the school upon completion. When possible, cite examples of how the approach, different strategies, data or research have lead to success for other schools. Include specific examples of systems, curriculum or design approaches that will be incorporated. Include justification for identifying this as an area to improve and the plan to make this transition. Include benchmarks for the early, middle and final stages of the process and how progress will be measured towards these benchmarks. Identify who will be responsible for what stages and what level of support they will be given. Identify what will need to be purchased to ensure the success of this project and why it is an appropriate use of Expansion funds. Write clearly and succinctly, focusing on quality and not quantity. Ensure that the steps of the Project Activity Plan are well-articulated and logically sequenced in the narrative. In addition, as part of the application, each Grantee will be required to report on the following: Grantees will demonstrate annually an increase of 2-3 community events, 10 percent more participation in those events and 2 documented partnerships within their communities. Goals, Objectives and Indicators (Year 2) Using one or more of the mandated goals, consistent with the multi-year plan in the Year 1 application, create objectives that are (1) relevant to the selected goal, (2) applicable to grant-funded activities, (3) clearly written and (4) measurable. Objectives should clearly illustrate the plan to achieve the goal(s). They must be achievable and realistic, while identifying the who, what and when of the proposed project. Objectives must be results-oriented, and clearly identify what the project is intended to accomplish. They must contain quantitative information, benchmark(s) and how progress will be measured. Objectives should also link directly to individual stated needs and provide a time frame for completion. Applications must also include a plan to evaluate the projects success in achieving its goal and objectives. Indicators of success must be established for each project objective. In constructing the indicators, describe the methods that will be used to evaluate the progress toward achievement of the goal and objectives, as well as the overall grant project outcomes. Also, describe in the indicators the measures and instruments to be used, the individuals responsible for developing and conducting the evaluation, and how results will be used to improve project outcomes. Well-constructed indicators of success will help establish a clear understanding of responsibilities and a system of accountability for the project. They will also help to determine whether or not to refine an aspect of the project to ensure overall success. Review the Statement of Need in the approved Year 1 application before and after constructing the objectives to ensure that the objectives clearly address identified needs. Identify the anticipated outcomes of the project in measurable terms and in relation to the stated needs. Identify the timeline for implementing and completing each objective. Identify the level of performance expected in order to indicate successful achievement of the objective. Make certain to construct measurable indicators of success that directly link to and support project objectives. Project Activity Plan (Year 2) The Project Activity Plan follows the goal(s) and objectives that were listed in the previous section. Activities represent the steps that it will take to achieve each identified objective. Also, the activities that are identify in this section serve as the basis for the individual expenditures that are being proposed in the budget. Review the Goal(s) and the Objectives when constructing the Project Activity Plan to ensure that appropriate links have been established between the goal(s) and objectives and the activities. State the relevant objective in full in the space provided. Number the Goal 1 and each objective 1.1, 1.2, 1.3, etc. Describe all of the tasks and activities planned for the accomplishment of each goal and objective. List all the activities in chronological order. Space the activities appropriately across all report periods of the grant project. Identify the staff directly responsible for the implementation of the activity. If the individual conducting the activity is not referenced appropriately on the Project Activity Plan TAB, it may not be possible to determine an allocation of the requested cost, and costs may be disallowed. List the documentation that tracks the progress and confirms the completion of each activity, such as agenda, minutes, curriculum, etc. In the Report Period Column on the Project Activity TAB, place a checkmark under the period in which the activity will be implemented. If the activity is ongoing or recurring, place a check mark under each period in which the activity will talk place. These check marks will be used by grantees in submitting the required project reports in EWEG. Do not list the project director or other person with general oversight authority for the project as the person responsible for carrying out all activities. 2.3 BUDGET DESIGN CONSIDERATIONS Once the objectives that will guide the work in the planning and implementation phase of the grant have been prioritized, begin to develop the details of the budget that will be necessary to carry out each activity. The applicants budget must be well-considered, necessary for the implementation of the project, remain within the funding parameters contained in this handout, and demonstrate prudent use of resources. The budget will be reviewed to ensure that costs are customary and reasonable for implementation of each project activity. The applicant must provide a direct link for each cost to the goal, objectives and activities in the Project Activity Plan that provides programmatic support for the proposed cost. In addition, the applicant must provide documentation and details sufficient to support each proposed cost. The Department of Education will remove from consideration all ineligible costs, as well as costs not supported by the Project Activity Plan. The actual amount awarded will be contingent upon the applicants ability to provide support for its proposed budget upon application and ultimately will be determined by the Department of Education through the pre-award revision process. The applicants opportunity to make pre-award revisions will be limited by the Department of Education which is not responsible either to provide repeated opportunities for revisions or to permit reallocation of the funds previously requested for costs that have not been approved or have been disallowed. 2.4 BUDGET REQUIREMENTS Budget requests should be linked to specific project activities and objectives of the New Jersey Charter Schools Grant Program. The intent of these funds is to support the educational program of the Charter School. The budget submitted is for Year 2 of the grant program only. NOTE: Not all costs included in the above-referenced chart are allowed under this NGO. Expenditures must be for the costs of planning, designing and implementing the schools program. Funds cannot be used for ongoing costs (i.e.: costs associated with a charter schools operational budget). In addition, OMB Circular A-122 establishes principles for determining allowable costs for Federal grants to non-profit entities. As a general matter, costs must be reasonable, necessary, and allocable to meet the objectives of the grant. 20 U.S.C. 7221c(f)(3); 2 CFR 230 (cost principals for non-profit organizations). The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals on in-state travel Mileage reimbursement is capped at $.31/mile NOTE: Please be advised that there are a number of consultants available to charter schools, and that these consultants have achieved varying levels of success in helping charter schools to open and implement their programs. It is to the schools advantage to carefully check references from existing, successful charter schools before selecting a consultant. Also, please be advised that, despite the use of a consultant, responsibility for implementation of the charter school program rests with the founders/board of trustees identified in the charter schools grant application. Consultants may be used for professional development and to assist with curriculum development and other activities. Historically, successful charter schools have consistently been those where the founders/board of trustees take the primary responsibility for executing the tasks required to operationalize the charter school. Purchased services of a consultant to assist in meeting the program objectives must reflect reasonable and customary fees for such services. Complete information must be provided on Budget Detail Form C: Consultants. The Department of Education, at its discretion, may adjust or eliminate budget line items that do not meet the reasonable and customary criteria for purchased services. Grant funds must be used to supplement and not supplant existing efforts of the charter schools. Grant funds provided through this NGO may not be expended for: purchase of vehicles; the day to day administrative/operational costs for any period after the opening of the school to serve students; entertainment; indirect costs; any costs that are unsupported by the NGO; and any facility renovation or capital construction costs that add to the permanent value of the building or do not add to the charters educational program, such as Americans with Disabilities Act (ADA) compliance or remediation of fire code violations. SECTION 3: COMPLETING THE APPLICATION 3.1 GENERAL INSTRUCTIONS FOR APPLYING To apply for a grant under this NGO, you must prepare and submit a complete application. Your application will be a response to the states vision as articulated in Section 1: Grant Program Information of this NGO. It will be planned, designed and developed in accordance with the program framework articulated in Section 2: Project Guidelines of this NGO. The applicant may wish to consult additional guidance found in the Discretionary Grant Application (DGA) document, found at HYPERLINK "http://www.state.nj.us/education/grants/discretionary"www.state.nj.us/education/grants/discretionary. Please be advised that in accordance with the Open Public Records Act P.L. 2001, c. 404, all applications for discretionary grant funds received September 1, 2003 or later, as well as the evaluation results associated with these applications, and other information regarding the competitive grants process, will become matters of public record upon the completion of the evaluation process, and will be available to members of the public upon request. REVIEW OF CONTINUATION APPLICATIONS Department staff will review each continuation grant application on the basis of quality and comprehensiveness, including consistency with the comprehensive project plan selected and approved in the application under the initiating multiyear NGO.
