The adoption of these standards requires principals and educators to implement significant shifts in content and instructional strategies. The key shifts in English language arts are as follows: 1) Building knowledge through content-rich nonfiction, 2) Reading, writing and speaking grounded in evidence from text both literary and informational, and 3) Regular practice with complex text and its academic language. These major shifts in ELA also are incorporated into the standards for grades 6-12 in history/social studies, science, and technical subjects. The key shifts in mathematics center on focus, coherence, and rigor and are as follows: 1) Focus strongly where the Standards focus, 2) Think across grades, and link to major topics within grades, and 3) Pursue conceptual understanding, procedural skill and fluency, and application in major topics with equal intensity. These changes in paradigm entailed by the CCSS raise a level of urgency for educator awareness, capacity, and resources. Opportunities for professional development are greatly needed to support the implementation of the CCSS and to help ensure New Jerseys students are college and career ready. To this end, this Notice of Grant Opportunity (NGO) supports the development and delivery of a FY15 Common Core Academy. The FY15 Common Core Academy is a year of job embedded CCSS support culminating with a summer academy intended to increase the academic achievement of students by enhancing classroom teachers content knowledge and teaching skills aligned to the CCSS and by supporting principals to lead CCSS implementation in their schools. Professional development activities during the FY15 Common Core Academy will deepen teachers and principals understanding of the CCSS to effectively teach K-12 English language arts and mathematics, as well as ELA standards in history/social studies, science, and technical subjects grades 6-12. As a result of their participation in the FY15 Common Core Academy, it is intended that participants will: Identify and learn how to apply effective pedagogical strategies which reflect the shifts entailed by the CCSS; Increase their content knowledge necessary to meet the depth and rigor of the CCSS; Make connections within and across disciplines as well as grade levels; Learn how to make effective use of research on student learning to identify potential learning difficulties, developmental considerations, and common misconceptions associated with English language arts or mathematics content and/or practices; and Learn how to expand and sustain the implementation work of the CCSS through Professional Learning Communities (PLCs), common planning time, and faculty learning academies once funding is no longer available. Partnerships between high-need LEAs (see Appendix B for list) and institutions of higher education are at the center of these improvement efforts. Additional partners may include other LEAs (including public charter schools), businesses, and nonprofit or for-profit organizations concerned with supporting the CCSS implementation. This program has a nonpublic school participation requirement. Funds available for the FY15 Common Core Academy competitive grant program will be awarded by the Department of Education to support proposals submitted by eligible partnerships. These programs must support teachers and/or principals with developing skills and implementation strategies for the CCSS as described above. The project period for this program will be October 1, 2014 August 31, 2015. 1.2 ELIGIBILITY TO APPLY The FY15 Common Core Academy is a limited, competitive grant program open to Institutions of Higher Education (IHEs) in the ǿ޴ýapp that have divisions that prepare teachers and principals and have a school of arts and sciences (see Appendix A for list of eligible IHEs) who apply in partnership with one or more LEAs. At least one (1) of the partnering LEAs must be a high-need LEA (see Appendix B for list of high-need LEAs). Partnerships may also include other LEAs (including public charter schools), a business or a nonprofit or for-profit organization of demonstrated effectiveness in improving the quality of English language arts and mathematics teachers and principals. A New Jersey IHE without one of the required divisions may still apply by partnering with another in or out-of-state IHE to fulfill the requirements. An IHE that is the lead agency in a partnership may not apply as part of another partnership. High need LEAs may participate in only one (1) partnership. A partner that is not the lead IHE may participate in more than one application. Applicants must upload the Documentation of Eligibility (Appendix C) for the lead agency and each of the partner LEAs and partner institutions to establish eligibility in this grant program. In addition, the Documentation of Collaboration (Appendix D), verifying that the participants have agreed to enter into this partnership must be uploaded as part of the application. Failure to include and/or provide the Documentation of Eligibility and the Documentation of Collaboration may result in the ineligibility of the applicant. Both the Documentation of Eligibility and the Documentation of Collaboration forms are included as part of this NGO. For the purposes of this grant, New Jersey is geographically divided into three regions (North, Central, and South), and further divided into 21 counties. It is highly recommended (but not required) that the lead agency IHE and the participating LEAs be located within the same region. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. To obtain a DUNS number, go to  HYPERLINK "http://fedgov.dnb.com/webform/" http://fedgov.dnb.com/webform/ To register with the SAM database, go to  HYPERLINK "http://www.sam.gov" www.sam.gov Applicants are required to submit their DUNS number and expiration date of their SAM registration as part of the EWEG application using the appropriate EWEG tab (contacts) and must certify that they will ensure that their registration will remain active for the entire grant period. No award will be made to an applicant not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The FY15 Common Core Academy is 100 percent funded under Title II-A of the No Child Left Behind Act. CFDA 84.367B. Up to $1,293,816 in Title II-A funds will be made available. It is anticipated that four awards will be made. Awards will be made on a regional basis in rank order. Please refer to Section 1.2 for the regional chart. There will be one award in the Northern Region, one in the Central Region, and one in the Southern Region. The fourth award will be made in rank order regardless of geographic region. Each applicant may apply for up to $323,454. If there are no proposals from a particular region, or if proposals from a particular region do not meet the requirements of the NGO or do not score a minimum of 65 points on the review rubric, awards will be made to the next highest scoring proposal or proposals regardless of region. Once the set-aside has been satisfied, any remaining awards, contingent on the availability of funds, will be made in rank order regardless of geographic distribution. Applicants must score 65 points or higher to be considered eligible for funding consideration. Final awards are subject to the availability of Title II-A funds. For registrants requiring special accommodations for the Technical Assistance Workshop, please call Jeannette Larkins at (609) 292-0325. 1.7 APPLICATION SUBMISSION The NJDOE administers discretionary grant programs in strict conformance with procedures designed to ensure accountability and integrity in the use of public funds and, therefore, will not accept late applications. The responsibility for a timely submission resides with the applicant. The Application Control Center (ACC) must receive the complete application through the online Electronic Web Enabled Grant (EWEG) system at  HYPERLINK "http://homeroom.state.nj.us" http://homeroom.state.nj.us no later than 4:00 P.M. on July 31, 2014. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application after this deadline. Each eligible applicant must have a logon ID and password to access the system. Applicants are advised to plan appropriately to allow time to address any technical challenges that may occur. FY15 Common Core Academy applicants must explain how they will determine success in achieving their measurable objectives. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Reimbursement requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Only one (1) request may be submitted per month. Grantees must submit their request no later than the 15th of the month. The requests may include funds that will be expended through the last calendar day of the month in which reimbursement is requested. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. NOTE: Payments cannot be processed until the award has been accepted in EWEG. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide applicants with the framework within which they will plan, design, and develop the proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1, Description of the Grant Program, of this NGO to ensure a full understanding of the NJDOEs vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their projects. Please note that the passage of the School District Accountability Act (A5 or Chapter Law 53) places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. 2.1 PROJECT DESIGN CONSIDERATIONS The goal of the FY15 Common Core Academy Grant Program is to improve student academic achievement by enhancing the content knowledge and teaching skills of classroom teachers and by supporting principals ability to lead the Common Core implementation in their schools. Successful FY15 Common Core Academy grant applicants will propose a professional development project(s), which provides intensive, sustained professional development for well-defined, blended cohorts of teachers of literacy, mathematics, history/social studies, science, and/or technical subjects. Due to a minimal amount of principals involved in this grant program, it is anticipated some activities will result in a state-wide principal PLC. This will be discussed at the first TA for the final awardees. Consideration should be given for time and activities to meet this goal. Partnerships: FY15 Common Core Academy local projects are designed and implemented by partnerships between educator preparation faculty, IHE ELA and/or mathematics faculty, K-12 principals and faculty in partnering K-12 schools (at least one must be high needs), and administrators in higher education organizations. Additional partners are encouraged and may include businesses, other LEAs, and additional departments of an institution of higher education (IHE). Targeted Audience: K-12 English language arts and mathematics teachers 6-12 history/social studies, science and technical teachers Special Education and English Language Learner teachers Principals Content-Based Professional Development: The project focuses professional development on the deep literacy and mathematics content knowledge and instructional strategies teachers, principals, and supervisors need to deliver effective instruction, assessment, and evaluation of the Common Core State Standards across all disciplines. Needs Assessment: The project must address the identified professional development needs of teachers and principals with respect to Common Core-aligned curriculum, instruction, and assessment in literacy and mathematics of all schools and LEAs that comprise the eligible partnership. Applicants must demonstrate how these needs tie into the LEAs Professional Development plan as well as support district and school-based Common Core implementation. Scientifically-Based Research (SBR): The activities to be carried out by the partnership must be grounded in disciplinary research and best practices. An explanation must be included indicating how and why the proposed activities will strengthen the quality of literacy and mathematics instruction and improve student academic achievement. Required Activities: Selection of a Teacher Cohort Because the professional learning activities funded through this grant program are intended to build teaching capacity around the Common Core State Standards, the numbers of teachers served through each IHE partnership must be large enough to support turnkey training opportunities to extend the impact of the grant. Thus, each grant recipient is expected to serve a minimum of 20 teachers. In addition, to facilitate professional conversation and teacher leadership, each school participating in the grant project is expected to contribute a minimum of two teacher participants, preferably in the same grade and content area. Teachers of special student populations should be considered for inclusion in this project. Para-professionals may be included in the grant activities but may not count towards the required number of teacher participants. IHEs must use funds to establish and operate year-long CCSS English language arts and/or mathematics support culminating in a week-long summer academy to: Raise the capacity of teachers and principals to be effective instructional leaders in the work of implementing the Common Core State Standards; Identify obstacles and opportunities to implementation considering such topics as: how to use or modify the master schedule to benefit staff collaboration and Common Core implementation; facilitating in-house professional development, developing protocols, and selecting resources/materials; Design a summer week-long academy focused on the needs of the district or school that remain after the year of support. An action plan for the 2015-2016 school year must be developed detailing the actions to be taken to sustain the work of the grant moving forward. Build the capacity of participants to utilize collaborative teams of teachers and school leaders for effective implementation of the CCSS and the continuous improvement of instruction throughout the school year; and Develop and support Professional Learning Communities (PLCs) for teachers and principals following DOE guidelines Promote strong instructional skills for English language arts, mathematics, history/social studies, science, and/or technical subject teachers and principals, including integrating proven scientifically based/researched teaching methods, including teaching and learning methods integrating technology, which support the Common Core State Standards. Provide job-embedded PD which incorporates the NJ PD standards and offers differentiated support for educators. Permitted Activities: IHEs may use provided funds for the following activities to: Design programs to prepare a teachers to facilitate professional development and/or assist other teachers with implementation of the Common Core State Standards; Offer additional training to support principals and teachers in implementing sustainable professional learning communities; In-class coaching. As a result of the professional development, the participants will: Identify and apply effective pedagogical strategies, that reflect the shifts of the Common Core State Standards; Increase content knowledge necessary to meet the depth and rigor of the CCSS; Improve their ability to make connections within and across English language arts and mathematics topics as well as grade levels; Make effective use of research on student learning to identify potential learning difficulties, developmental considerations, and common misconceptions associated with English language arts or mathematics content and/or practices; and Expand the implementation work of the CCSS through their school-level collaborative teams. All project partners are expected to: Collaborate in planning the training activities to ensure that professional development supports the achievement of project goals. Build capacity of teacher teams to use job-embedded professional learning structures as the primary vehicle for effective, sustained implementation of the project goals. Sustainability Projects should systematically increase each LEAs capacity to sustain the continuous learning and growth of teachers and principals. Professional learning is most powerful when it takes place in a community that is deeply committed to common goals and to sustaining new practices when those methods meet the inevitable challenges of implementation. Participants must be willing to address the challenge of educating all students to be career and college ready. Participation of Students Enrolled in Nonpublic Schools In accordance with federal requirements (NCLB, Sec 9501), agencies applying to receive federal financial assistance are required to provide services to eligible nonpublic school children, teachers and other personnel consistent with the number of eligible children enrolled in private elementary and secondary schools in the LEA, or in the geographic area served by another entity receiving federal financial assistance. These services and other benefits must be comparable to the services and other benefits provided to public school children and teachers participating in the program and they must be provided in a timely manner. A nonpublic school is defined in N.J.A.C. 18A:46A-1 as an elementary or secondary school within the State, other than a public school, offering education for grades kindergarten through 12, or any combination wherein any child may legally fulfill compulsory school attendance requirements and which complies with the requirements of Title VI of the Civil Rights Act of 1964 (P.L. 88-352). A list of nonpublic schools by LEA district can be found on the New Jersey Department of Education website at HYPERLINK "http://www.nj.gov/njded/nonpublic/"http://www.nj.gov/njded/nonpublic/. To ensure equitable participation, the applicant must assess, address, and evaluate the needs of private school students and teachers; spend an equal amount of funds per student to provide services; provide private school students and teachers with an opportunity to participate in activities equivalent to the opportunity provided public school students and teachers; and offer services that are secular, neutral and non-ideological. Federal regulations contain requirements for timely and meaningful consultation between appropriate public and private school officials. The goal of the consultation process is to design and implement a program that will provide equitable services and meet the needs of eligible private school students and/or teachers and other education personnel. Consultation requires meetings between the applicant (lead) agency and the private schools. Consultation between the entity receiving federal financial assistance and private school officials must occur before any decision is made that could affect the ability of private school students, teachers and other education personnel to receive benefits under the grant and must continue throughout the implementation and assessment of activities. Consultation generally must include discussion on such issues as: how children's needs will be identified; what services will be offered; how and where the services will be provided; who will provide the services; how the services will be assessed and how the results of assessment will be used to improve those services; the amount of funds available for services; the size and scope of the services to be provided; and how and when decisions about the delivery of services will be made. In addition, a thorough consideration of the views of nonpublic school officials on the provision of contract services through potential third-party providers must take place, and, where the entity receiving assistance disagrees with the views of the nonpublic school officials on the provision of services through a contract, the entity must provide a written explanation of the reasons why the entity has chosen to use or not to use a contractor. The Documentation of Nonpublic Participation form (Appendix E) and the Nonpublic Equitable Participation Summary and Affirmation of Consultation form (Appendix F) must be completed as appropriate, signed, and uploaded as part of the application. Use of Funds Requirements (EDGAR 76.650 - 76.662) When providing benefits to nonpublic school students with federal funds, the following must be addressed: The grantee must maintain administrative control over all funds and property. (No funds can flow directly to the nonpublic school via a subgrant); The grantee may place equipment and supplies in the nonpublic school for the period of time needed for the grant. The grantee must ensure that the materials are used only for the purposes of the grant and can be removed from the nonpublic school without remodeling the nonpublic school facility; Funds must be used to meet specific needs of students and staff. (Funds cannot supplant benefits normally provided by the nonpublic school); and All benefits provided, including equipment and materials, must be secular, neutral and nonideological. (IASA, Sec 14503). When providing benefits to nonpublic school students with federal funds, the following may be addressed: The grantee may place equipment and supplies in the nonpublic school for the period of time needed for the grant; and Funds may be used to pay for services of an employee of the nonpublic school if the employee performs the services outside of his or her regular hours and the employee performs the services under the supervision of the grantee. When providing benefits to nonpublic school students with federal funds, the following may not: Funds cannot be used for construction of nonpublic school facilities All benefits provided, including equipment and materials, must be secular, neutral, and nonideological. (IASA, Sec 14503). 2.2 PROJECT REQUIREMENTS IHEs must include in the application a comprehensive plan for achieving the program goal and objectives. Successful FY15 Common Core Academy grant applicants will propose year-long CCSS embedded support and a culminating multi-day, summer institute that provides intensive, sustained and supported professional development for well defined cohorts of principals and/or elementary teachers of English language arts and/or mathematics and/or middle/high school teachers of English language arts, mathematics, history/social studies, science, and technical subjects, including teachers of Special Education and English Language Learners. The plan must outline the key activities that will be undertaken during the project period as well as timeframes, resources, responsible persons, and an outline of the budget. The application must focus on deep pedagogical content knowledge in English language arts applied across disciplines and/or mathematics. Pedagogical content knowledge is defined as what teachers need to understand in order to provide effective instruction in the CCSS. IHEs are required to briefly explain the research rationale for the proposed professional development activities aligned with the CCSS. Project Abstract (not scored) In the Project Abstract, provide a summary that briefly describes the proposed project. Statement of Need (10 points) In the Statement of Need, indicate a clear understanding of how the goals and activities of the program are directly related to the needs of the participating LEAs and any participating nonpublic schools. Project Description (30 points) In the Project Description, identify the key activities that will be undertaken as well as timeframes, resources, and responsible persons. The narrative must provide: A description of the number, type, and duration of professional development experiences, including the number of teachers and/or school leaders to be engaged. A brief description of how the partners collaborated to select/develop the FY15 Common Core Academy program activities, including the types of organizations involved in the process (e.g., literacy/mathematics faculty, LEA(s), teachers, participating nonpublic school(s) and nonpublic school teachers,, and other potential partners). A brief explanation of how the professional development activities are supported by scientifically-based research and aligned with the Common Core State Standards. A brief sustainability plan to enhance the FY15 Common Core Academy program after the close of the grant period. The partner LEA(s) shall demonstrate a commitment to implement opportunities for collaboration during the academic school year whereby teachers/principals will continue to support one another with CCSS implementation. A brief description of how this project will support or enhance existing professional development activities taking place in the partner LEAs. Agendas for each day of training. A detailed description of the roles of each partner. Goals, Objectives, and Indicators (20 points) The required goal of the FY15 Common Core Academy program is to deepen teachers and principals understanding of the CCSS English language arts and/or mathematics standards in order to effectively shift instruction to fully align to the K-12 Common Core State Standards by learning and refining the implementation of new instructional strategies as collaborative partners with IHEs . In the Goals, Objectives and Indicators section, applicants must develop objectives and indicators in support of this required goal. IHEs must define the responsibilities of partners and fully account for how the goal and objectives will be met, including timelines for the activities. The desired outcomes of the program are as follows: Improve teachers and principals CCSS content knowledge to ensure that teachers have thesubject-matter knowledge and skills they need to help all students achieve high standards; Increase integration of reliable research-based teaching methods and technology-based teaching methods which support the content shifts, depth, and rigor of the CCSS; Increase teachers and principals content knowledge and understanding of teaching practices aligned to the Common Core State Standards through strong, effective, instructional leadership; and Develop teachers and principals professional collaboration in support of program implementation. Activity Plan (20 points) For each goal and objective, develop a logical sequence of supporting activities. Using the Activity Plan, for each activity, provide information as to what is to occur, when it will occur, who is responsible for the activity, and the documentation that will be used to establish that the activity occurred. Organizational Commitment and Capacity (10 points) In the Organizational Commitment and Capacity section, the IHE must describe and document the IHEs commitment and authority to implement the project, as well as the IHEs resources and experience with comparable initiatives that will support successful project implementation. Describe the professional skills and expertise available within the partnership relevant to project goals. The narrative should also explain the LEAs capacity for supporting participants in implementing what was learned during the year-long partnership, including the summer institute. 2.3 BUDGET DESIGN CONSIDERATIONS The applicants budget must be well-considered, necessary for the implementation of the project, remain within the funding parameters contained in this handout, and demonstrate prudent use of resources. The budget will be reviewed to ensure that costs are customary and reasonable for implementation of each project activity. The applicant must provide a direct link for each cost to the goal, objectives, and activities in the Project Activity Plan that provides programmatic support for the proposed cost. In addition, the applicant must provide documentation and details sufficient to support each proposed cost. Guidance on constructing a grant budget may be found in the Discretionary Grant Application (DGA) document, which can be accessed at  HYPERLINK "http://www.state.nj.us/education/grants/discretionary" www.state.nj.us/education/grants/discretionary . The budget submitted as part of the application is for the current grant period only. The Department of Education will remove from consideration all ineligible costs, as well as costs not supported by the Project Activity Plan. The actual amount awarded will be contingent upon the applicants ability to provide support for its proposed budget upon application and ultimately will be determined by the Department of Education through the pre-award revision process. The applicants opportunity to make pre-award revisions will be limited by the Department of Education which is not responsible either to provide repeated opportunities for revisions or to permit reallocation of the funds previously requested for costs that have not been approved or have been disallowed. The maximum amount an applicant may apply for is $324,086.00. 2.4 BUDGET REQUIREMENTS Supplement, not supplant requirement. Funds received under Title II-A (Subpart 2) shall be used to supplement, and not supplant, non-Federal funds that would otherwise be used for activities authorized under this subpart. Title II-A Section 2132 (c) Special Rule. No single participant (lead or participating agency) in an eligible partnership may use more than 50% of the funds made available to the partnership under this section. This provision focuses not on which partner received the funds, but on which partner directly benefits from them. All applications must include as an upload a certification to this effect (see Appendix G for certification form). A-5/Chapter Law 53. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging); No reimbursement for meals on in-state travel; Mileage reimbursement is capped at $0.31/mile. Grantees or partners may not charge a higher mileage reimbursement rate (i.e Federal General Services Administration (GSA) mileage reimbursement rate) to grant funds. Allowable Costs. These costs include, but are not limited to the following: Cost of presenters; including stipends and travel costs; Travel costs of project director to attend NJDOE meetings, coaches to travel to and from schools, and other reasonable grant-related travel; Materials and duplication; Venue/meeting space rental; Substitute teachers; Participant stipends (limited to $120 per day per person) or the LEAs negotiated contract; Rental of audio/visual equipment; Resources for virtual professional development (i.e web development); Equipment purchases must be sufficiently justified, designed to meet the needs of the population being served, and directly related to grant activities; Release time for faculty to present at sessions or to participate in grant activities; Indirect costs (up to 8% modified total direct cost (MTDC) base). Applicants requesting indirect costs must include a copy of their current federally negotiated indirect cost rate agreement with their application. Applicants who request indirect costs in their budget without providing this documentation may have such costs disallowed during pre-award revisions; and Evaluation Costs (Up to $15,000) Please note: under A-5/Chapter Law 53, morning coffee or breakfast for workshop participants may not be included in the budget. Lunch costs may be budgeted only if a keynote speaker is speaking during the lunch period. Any and all equipment and/or supplies used in this program by partnering LEAs are to remain with the teacher/school after the grant period to continue the activities of the grant. Unallowable Costs Entertainment costs; Costs otherwise not supported by the program plan; Costs associated with writing the application; Supporting the research of individual scholars or faculty members; Supporting faculty leave (Note: the support of release time for faculty to participate in the project is permissible as described under allowable costs); In-state overnight lodging; and In-state per diem meals and expenses. NOTE: Ineligible costs as well as costs not supported by the activity plan will not be considered in a proposed budget. Subgrant Budgets. A separate set of forms (as applicable) must be completed for each partner budget and uploaded (as pdf files) as part of the EWEG application using the UPLOAD TAB. The total amount of the each partner budget is to be entered separately as part of the EWEG budget (using the OTHER tab) and cost code 200-320 and must match the uploaded Subgrant budget summary form.
