For the purposes of this grant, the Office of School Innovation as a part of the innovateNJ initiative is seeking applicants who will develop innovative blended early learning tablet based programs that foster the learning and development of young children and facilitates education equity. The purpose of the Blended Early Learning Innovation Pilot grant program is to provide school districts with the ability to design and pilot innovative blended early learning tablet based instructional models based on the goal of improving childrens mastery of literacy and mathematics skills. Pilots programs are to be designed to assist students in Kindergarten (K) through third (3) grades in attaining skills necessary to meet the rigorous requirements of the New Jersey Core Curriculum Content Standards, and the Common Core State Standards. All proposed programs must provide participating students with innovative blended early learning opportunities that incorporate the use of tablets as a means of helping students: Increase literacy and math proficiency through tablet-based ELA and math curricula. Improve mastery of math and literacy skills by selecting and piloting tablet-based literacy and math programs in select schools. The programs must incorporate the following innovative blended instructional models as a means of effectively achieving the outcomes listed above. Blended Learning Definition Blended Learning: As defined by the Clay Christensen Institute The definition of blended learning is a formal education program in which a student learns: (1)at least in part through online learning, with some element of student control over time, place, path, and/or pace; (2)at least in part in a supervised brick-and-mortar location away from home; (3)and the modalities along each students learning path within a course or subject are connected to provide an integrated learning experience. The majority of blended-learning programs resemble one of four models: Rotation, Flex, A La Carte, and Enriched Virtual. The Rotation model includes four sub-models: Station Rotation, Lab Rotation, Flipped Classroom, and Individual Rotation. This taxonomy will evolve as the practice of blended learning matures. Depending on the strategy pursued, competency-based systems also create multiple pathways to graduation, make better use of technology, support new staffing patterns that utilize teacher skills and interests differently, take advantage of learning opportunities outside of school hours and walls, and help identify opportunities to target interventions to meet the specific learning needs of students. Each of these presents an opportunity to achieve greater efficiency and increase productivity. Student-Centered Learning: the integration of technology to support learning, such as 1:1 initiatives. This may include innovative approaches which foster student centered instructional time. A definition of student centered learning can be found via the following reference: Student-centered instruction [SCI] is an instructional approach in which students influence the content, activities, materials, and pace of learning. This learning model places the student (learner) in the center of the learning process. The instructor provides students with opportunities to learn independently and from one another and coaches them in the skills they need to do so effectively. The SCI approach includes such techniques as substituting active learning experiences for lectures, assigning open-ended problems and problems requiring critical or creative thinking that cannot be solved by following text examples, involving students in simulations and role plays, and using self-paced and/or cooperative (team-based) learning. Properly implemented SCI can lead to increased motivation to learn, greater retention of knowledge, deeper understanding, and more positive attitudes towards the subject being taught (Collins & O'Brien, 2003). According to the United States Department of Education (USED) Office of Early Learning (HYPERLINK "http://www.ed.gov/early-learning"http://www.ed.gov/early-learning), the foundation of a thriving middle class is access to a strong education for every child beginning in the first few years of life. Sadly, millions of children in this country are cut off from quality early learning. The Obama administration is committed to closing this opportunity gap by working with states and local communities to expand high-quality early education programs for our nation's children. The Need Currently, districts struggle with utilizing technology as a strategy to help ensure childrens success in developing literacy and math skills starting in kindergarten through third grade. This pilot is designed to assist districts in integrating technology throughout the school day in ways that are both rigorous and appropriate for young children. The Goal The goal is to provide high-quality early learning opportunities to all children in America so that they enter kindergarten ready to succeed in school and in life. In conjunction with the U.S. Department of Health and Human Services (HHS), the U.S. Department of Education will work to significantly expand and improve services for young children and their families. According to the United States Department of Educations National Education Technology Plan, a core set of standards-based concepts and competencies should form the basis of what all students should learn. Beyond that, students and educators should have options for engaging in learning: large groups, small groups, and work tailored to the individual goals, needs, interests, and prior experience of each learner. Technology should be leveraged to provide access to more learning resources than are available in classrooms and connections to a wider set of "educators," including teachers, parents, experts, and mentors outside the classroom. Blended Early Learning Innovation Pilot Characteristics To ensure that young childrens English language arts and Mathematics competencies are maximized, the Blended Early Learning Innovation Pilot instructional programs may implement the following components: Project activities with blended learning instruction that encourage intentional innovative lesson planning and on-going communication among participating educators; Regularly scheduled tablet and/or software based professional development; Professional learning communities that support the use of the tablet or computer-based programs; Student-centered learning environments, including interdisciplinary planning with participating program staff to design learning experiences that are innovative, relevant and of interest to students; Innovative experiential learning, problem solving, self-direction (competency based/mastery learning), creativity, exploration, and expression, by using a blended guided-inquiry approach to promote curiosity, responsibility, and confidence in the use of technology in ways that are innovative. Early learning resources that directly benefit the Blended Early Learning Innovation Pilot program participants; Family access to information about early learning innovation literacy (this may include providing families with information about what innovative blended early learning models are and what the models may look like within their childs classroom; also tips on how they can help foster innovative blended early learning practices at home) and related educational content on innovative instructional practices that are conducive to student success; Research based student data collection methodologies to evaluate academic achievement, engagement in learning, social and communication skills; Plans for sustainability via the use of additional funding sources beyond year two; and Appropriate domains of early learning related to child outcome, such as social emotional development, approaches to learning, cognitive development, physical development and language. Blended Early Learning Innovation Pilot Outcomes The provision of innovative tablet-based early learning blended environment instructional models fostered through this grant program will: Increase young childrens learning and development by offering high-quality tablet based innovative instruction in core academic areas such as language arts literacy and mathematics Foster student engagement through innovative instructional approaches; this may be enhancements to the current curriculum or the use of pre-existing programs. Improve educator effectiveness by allowing for more personalized and innovative approaches to learning which foster student autonomy Build the innovateNJ Community; all approved applicants will serve as active members in the Innovative Early Learner affinity group. Minimum Service Level Applicants are required to serve a minimum of 40 students in grades K-3 per school. The actual number of students served is subject to monitoring and verification by the NJDOE. The level of service is determined by the number of students per participating school that the LEA selects to participate in the program for 30 days or more. Awarded applicants must meet their level of service by October 31, 2015. Grant Program Period Awards will be issued as a part of a two 12 month pilot period that will begin September 1, 2015 and end August 31, 2017. The first year will run September 1, 2015 August 31, 2016. The second year will run September 1, 2016 August 31, 2017. It is the expectation that all Blended Early Learning Innovation Pilot instructional activities will take place during this two year grant project. ELIGIBILITY TO APPLY The innovateNJ Blended Early Learning Innovation Pilot is a competitive grant program open to all New Jersey LEAs. A LEA may apply on behalf of two to three (2-3) of its eligible schools serving grades K-3. A LEA may not participate in more than one application; consortia of LEAs are not allowed, Applicants are required to serve a minimum of 40 students per program year to be considered eligible for funding. All applicants must complete, sign, scan and upload the Documentation of Eligibility form (found in this NGO) as part of the EWEG application for each participating school serving grades K-3 (limit 3). 1.3 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, SAM) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid Data Universal Numbering System (DUNS) number and must also be registered with the federal System for Award Management (SAM), the successor to the federal Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. To obtain a DUNS number, go to HYPERLINK "http://fedgov.dnb.com/webform/"http://fedgov.dnb.com/webform/ To register with the SAM database, go to HYPERLINK "http://www.sam.gov"www.sam.gov Applicants are required to submit their DUNS number and expiration date of their SAM registration as part of the EWEG application using the appropriate EWEG tab (contacts) and must certify that they will ensure that their registration will remain active for the entire grant period. Applicants must also print the Entity Overview page from their HYPERLINK "http://www.sam.gov"www.sam.gov profile (which displays their DUNS number and street address with ZIP+4 code), and upload a scan of the page using the UPLOAD tab. FFATA Executive compensation disclosure criteria In the preceding fiscal year, if an applicant: Received at least $25,000,000 in annual gross revenues from federal awards; and, If at least eighty (80) percent of the applicants annual gross revenues came from federal awards; the applicant is required to disclose the name and total compensation of the five (5) most highly compensated officers of the applicant as part of the grant application. This information is to be entered using the appropriate EWEG tab (contacts). The term federal award includes federal contracts, sub-contracts, grants, and sub-grants. No award will be made to an applicant not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. Funding for successful applications will come from the following: The New Jersey Race to the Top Early Learning Challenge Grant in FY15 for grants for innovative blended early learning pilot (CFDA Number: 84.412A) Applicants may apply for up to $75,000 in Year 1. Year 2 funding is expected to be at a similar level. It is anticipated that at least 3 awards will be made in Year 1. Final awards are subject to the availability of funds identified above. Total federal funds for the innovateNJ Blended Early Learning Innovation Pilot is $225,000 in Year 1 and $225,000 in Year 2. If balances are available, or if additional funds become available during the fiscal year, the school districts that achieved the highest scores, may become eligible for additional funds. The grantee is expected to complete the goal(s) and objectives laid out in the approved grant application, complete implementation activities established in its grant agreement, and make satisfactory progress toward the completion of its approved action plan. Continuation awards will be provided to those LEAs demonstrating excellence in their efforts to achieve their stipulated goals. Awards will be made in rank order. An applicant must score at least 65 points out of 100 to be considered eligible for an award. Condition of Award - Publicity: Applicants are reminded that the Office of School Innovation innovateNJ logo, which will be forwarded to awarded applicants, must be prominently displayed on all printed and electronic program materials. Additionally, applicants must ensure that the innovateNJ Blended Early Learning Innovation Pilot is listed on the agency website to assist in marketability and recognition of the program. 1.5 DISSEMINATION OF THIS NOTICE The OSI will make this notice available to the following groups: LEAs based on the eligibility statement, RAC executive directors, county superintendents of the regions and counties in which the eligible agencies are located. Additionally, the OSI will disseminate this notice to the Elementary Secondary Education Act (ESEA) Advisory Committee and the Non-public Advisory Board for dissemination to their constituents. Logon ID and Password Each eligible applicant must have a logon ID and password to access the system. LEA applicants should contact their districts web (homeroom) administrator who will complete the registration. Please allow 24-48 hours for the registration to be completed. Application Due Date and Time The responsibility for a timely submission resides with the applicant. The Application Control Center (ACC) must receive the complete application through the online Electronic Web Enabled Grant (EWEG) system at http://homeroom.state.nj.us no later than 4:00 P.M. on May 28, 2015. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application after this deadline. Applicants are advised to plan appropriately to allow time to address any technical challenges that may occur. Additionally, applicants should run a consistency check at least 24 hours before the due date to determine any errors that might prevent submission of the application. Applicants are advised not to wait until the due date to submit the application online as the system may be slower than normal due to increased usage. Please note that the EWEG system will be closed at 4:00 PM on the due date. (For additional information about post award requirements see the Grant Recipients Manual for Discretionary Grants at HYPERLINK "http://www.state.nj.us/education/grants/discretionary"www.state.nj.us/education/grants/discretionary ). 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The evaluation of the NJDOE OSI innovateNJ Blended Early Learning Innovation Pilot program will occur at both the state and local level. The evaluation will be conducted by an evaluator working within the NJDOE OSI. The program evaluation focus will be on accountability, innovative program design, implementation, improvement and dissemination of identified best practices for sustainability purposes. The Blended Early Learning Innovation Pilot awardees will be evaluated based on the progress toward and the achievement of their stated goals. Consideration for additional funding subsequent to the project period will be made using this evaluation data. The data obtained through the multi-tier comprehensive evaluation will be used for continuous improvement and to inform the NJDOEs monitoring of programs and reporting to the NJDOE OSI. Local-level Evaluation Applicants will be required to submit progress reports based on their early learning program goals. Observations will be conducted onsite and an evaluation of interim and final reports will be conducted via the EWEG system. Data collected during the onsite evaluation process in conjunction with the data collected by the external evaluator will be compared to inform program progress and sustainability. Additionally, the results of the evaluation must be used to refine, improve, and strengthen the program implementation process. Local-level Evaluator To ensure an objective on-going evaluation, each school district and/or agency will participate in an innovative blended early learning program evaluation. This evaluation will be conducted by a member of the Office of School Innovation. Each grantee is required to allocate a liaison that will be responsible for, but not limited to, the following: Defining and documenting what the blended early learning innovation pilot program practices will entail; including details of how the program will be implemented and/or how innovation will be used to implement a blended early learning pilot. Facilitating the demonstrable implementation of measurable program goals, objectives, and activities as they relate to student outcomes; Providing a description of the methods and any materials used to achieve the early learning program goals; Participating in program reporting correspondence with the program administrator at least once a month; Supporting the collection and analysis of data needed to complete interim and final evaluation reports that are to be submitted within the EWEG system; Developing timelines for data collection, analysis, reporting that are reflective of the requirements of this NGO; Identifying student outcomes and trends as a part of the reporting process; Providing a description of the types of innovative strategies that will be employed to achieve the innovative goals and objectives; Providing recommendations for the purpose of ensuring program improvement, fostering the implementation of sustainability plans; Identifying strategies for providing any necessary professional development, for school-day, blended early learning time program staff; Providing a plan for how parents will be involved in the innovative blended early learning program in relation to the programs facilitation of programming intended to yield technology forward practices, and variations on how credit hours are obtained by student participants. 1.10 REIMBURSEMENT REQUESTS Payment of grant funds is made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Reimbursement requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Only one (1) request may be submitted per month. Grantees must submit their request no later than the 15th of the month. The requests may include funds that will be expended through the last calendar day of the month in which reimbursement is requested. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. NOTE: Payments cannot be processed until the award has been accepted in EWEG. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the applicant with the framework within which it will plan, design, and develop its proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1, Description of the Grant Program, of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. Please note that the passage of the School District Accountability Act (A5 or Chapter Law 53) places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. PROJECT DESIGN CONSIDERATIONS A LEA may only submit one application. This application must be submitted as a means of designing an innovative early learning program for a maximum of two schools with an applicant district The goal of the Blended Early Learning Innovation Pilot program is to increase student achievement (in a manner appropriate for young children) in both the Common Core State Standards and the New Jersey Core Curriculum Content Standards through the development and implementation of long term, sustainable and innovative blended early learning programs that effectively incorporate the use of technology. Personalized Learning, Blended Learning, and Mastery/Competency Based Learning Descriptions Applicants may incorporate personalized learning models into their Blended Early Learning Pilot applications. These learning models can be used to foster collaboration among students, and can also be used as a means of creating multifaceted innovative approaches to instruction that incorporate technology as a standard practice within a classroom, group of classrooms, or up to two schools. The blended learning model provides the opportunity for teachers to serve as facilitators of innovative instruction that can be interdisciplinary and accommodate the variations in student learning styles. A blended learning program may include the incorporation of online learning or instruction that takes place within a virtual environment, allowing the applicant to extend their school day or year outside the traditional brick and mortar setting. The Blended Early Learning Innovation Pilot applicants utilizing such an approach should include the details on the learning management system that will be utilized, and how data on student use, progress and outcomes will be collected. The blended learning approach also provides students with more control over the pace at which they are learning and the timeframe in which tasks are completed may be part of the goal. Integrated learning experiences that expose students to innovative content knowledge acquisition are encouraged. Innovative learning opportunities of this type can be implemented in an individualized or group instructional fashion. Mastery/competency based or personalized learning models can be utilized as standalone approaches or as building blocks to differentiate instruction for each individual student. PROJECT REQUIREMENTS Connections to the standards: Applicants must implement innovative early learning programming as described in section 1.1 and 2.1. Direct connections to the developmentally appropriate implementation of the New Jersey Core Curriculum Content Standards (NJCCCS) and to the Common Core State Standards (CCSS) must be accounted for in all program design components where applicable. Student Criteria: Applicants are required to define how student participation rates will be measured based on the structure of the applicant program. Participation rates for all offered programming must not fall below 90% on the days in which innovative programming is in operation. Participants must be within grades Kindergarten through 3rd grade. Programs must serve a minimum of 40 students per school. School districts are encouraged to provide the innovative approaches to student populations eligible for free and/or reduced lunch. Blended Early Learning Innovation Pilot funds cannot be used to provide services to grades 4-12. Regular attendance by all participants is expected in order to achieve significant improvement in participant outcomes. The applicant must carefully plan and develop innovative programming that encourages daily participation. This may be achieved via the implementation of programming which offers a seamless transition into innovative extended learning practices as applicable to the category of program selected. Provide a complete description of the target population being served at the program site(s), including youth demographic information such as grade levels, ethnic and racial background, economic status, and the number of public and nonpublic participants receiving services. Include the number of students to be served at each site. Include the number of students to be served during the summer (if applicable). Describe how the applicant agency will provide a safe and easily accessible facility. Identify and provide specific accommodations, modifications, supplementary aids, and services that are necessary to serve participants with disabilities. Describe the recruitment and retention plans. Describe how the applicant agency will disseminate information about the center to the community. Instructional Staff Criteria: Instructional staff selected to administer the Blended Early Learning Innovation Pilot should be members in good standing within the grantee district and have a background in early childhood education. All instructional staff should posses the required certification. Any project leader selected must provide all necessary information certifications and curricula vitae as a means of substantiating their qualifications and abilities to effectively implement high quality blended early learning innovation pilots. Project leaders are to serve as liaison between the Office of School Innovation and provide program highlights and progress for spotlight consideration on the state departments website. Project leaders are required to become Blended Early Learning Innovation affinity group participants as a part of active membership in the innovateNJ initiative. This will afford a means of ongoing communication between project leaders across the state and foster the sharing of innovative best practices via a virtual environment. All instructional staff members involved in the pilot must attend all designed innovative instructional practice professional development opportunities developed by the grantee school district. This ensures effective implementation and sustainability going forward. Professional development on topics specifically pertaining to next generation instructional practices is required and should be documented as a part of the program evaluation process. This is to ensure that all staff members consider innovative practices as a part of their personal professional improvement plans. School District Criteria:. A communications plan must be included which describes the Pilot itself, who is participating (both children and teachers), and reports on implementation as the Pilot progresses. School district grantees will become members of the New Jersey Department of Educations innovateNJ Community: HYPERLINK "http://www.state.nj.us/education/innovateNJ/"http://www.state.nj.us/education/innovateNJ/ Parental Involvement Describe how the program intends to include parents and get their feedback on all facets of the program design and implementation, including asking for input on what and how activities should be provided for them and their children. Additionally, describe how the program will formally inform parents of childs progress in program; formally invite parents to attend events/meetings at the program; and regularly meet with parents individually or as a group. The Department expects that programs will have implemented a minimum of one (1) parental involvement activity a month. Intentional Connection to the Curriculum Programs are expected to embed the following practices within their Blended Early Learning Innovation Pilot initiatives: Identify the linkage of program activities to the New Jersey Core Curriculum Content Standards and the Common Core State Standards in reading and math, and describe how they build upon young childrens learning styles (e.g. promoting self-regulation, persistence, and problem solving skills); Document the linkage with the school day through lesson plans, progress reports, and regularly-scheduled meetings; Ensure the blended learning time program staff participate in school meetings and committees, such as professional learning communities and school improvement teams; and Coordinate school staff to identify appropriate support personnel for the program. Link professional development to identified school-based goals and learning objectives which should include references to innovative instructional practices. Professional Development It is the intention of this NGO to enhance staff capacity through professional development for both school day and extended learning staff on relevant out-of-school time topics. In an effort to ensure linkage with the traditional school day instruction, applicants are required to adhere to the professional development requirements listed below as part of the design of the program: The Blended Early Learning Innovation Pilot administrator and/or one program staff person are required to attend at least two innovateNJ meetings that focus on innovative instructional time programming. It is expected that attendees will turn-key the information to other Blended Early Learning Innovation Pilot program staff and incorporate relevant best practices into the program. Applicants are required to conduct a minimum of one staff orientation and one in-service training in which all program staff are required to attend. Training topics must be aligned with the goals and objectives of the Blended Early Learning Innovation Pilot program and should be tailored to each programs areas of focus. Applicants may allocate funds for expenses related to consultant fees to conduct the trainings. Any awarded school district that chooses an innovation partner is required to attend a minimum of two staff training opportunities that are directly related to the implementation of the blended early learning innovation pilot as determined by the project director. Sustainability The vision of the New Jersey Blended Early Learning Innovation Pilot program is to develop and support long-term, sustainable programs that enhance or improve young childrens learning and development. Applicants must demonstrate the ability to continue to provide comparable services upon the expiration of this grant program. The NJDOE expects the advisory board will work with program administrators in the development and implementation of a sustainability plan. Details of this plan are to be determined by the advisory board and should be outlined as a part of the applicants response to this NGO. Assurances In an effort to maintain consistency among all NJ Blended Early Learning Innovation Pilot programs, all applicants must read and sign the Blended Early Learning Innovation Pilot Statement of Assurances (Appendix 3). Constructing the Application: Program Abstract The project abstract is a one-page (250-300 words) summary of your proposed projects need, purpose, and projected outcomes. Applicants must indicate the start and end date of their programs. Responses to this section must be submitted in the Program Abstract section. Statement of Need The Statement of Need identifies the local conditions and/or needs that justify the innovative project you are proposing to implement in your application. Applicants must demonstrate the need for the proposed project in relation to the Blended Early Learning Innovation Pilot. Project Description The Project Description provides a detailed narrative of the proposed program and how it will be implemented over the full two-year program (September 1, 2015 August 31, 2017). Goals, Objectives, and Indicators The goal of the Blended Early Learning Innovation Pilot program is to increase student achievement in both the Common Core State Standards and the New Jersey Core Curriculum Content Standards through the development and implementation of long term, sustainable and innovative blended early learning programs. Applicants are to submit section goals, objectives, and indicators for the two year grant period. The goals must account for the following grant program parameters: The program must provide high-quality educational and innovative programs that are appropriate for young learners The program must include measurement of progress and effectiveness through monitoring and evaluation Programs designed with demonstrable intent to partner with organizations chosen by the NJDOE as a Qualified Early Childhood Innovation Partner will be given additional point consideration. The list of Qualified Innovation Partners can be found here: http://www.state.nj.us/education/innovateNJ/clearinghouse/partners.htm Project Activity Plan Applicants must describe the proposed activities that will be implemented to achieve each goal and objective and result in the attainment of the performance indicators. The Project Activity Plan must directly support the budget activities described must be specific and measurable and directly relate to the goal and objective. For consistency purposes, please ensure that all activities are documented with the appropriate objective. Within the EWEG Project Activity Plan section, applicants must select the period in which the activity will be implemented. If the activity is ongoing or recurring, select each period in which the activity will take place (refer to Section 1.8 for reporting periods). Organizational Commitment and Capacity In this section, please respond to the following statements. Describe your organizational resources (staff, facilities, equipment, funds, etc.) that will support successful project implementation. Describe experience you have had in implementing similar types of projects, as well as the outcomes of those projects. What worked, what did not work, and why? Describe how you will use your previous experience to ensure successful implementation of your proposed project. If you have not implemented similar projects, tell us why your proposed project will be successful. Describe your sustainability plan to continue to the program after the two years of funding have ended. 2.3 BUDGET DESIGN CONSIDERATIONS The organization designated as the applicant agency in the original application must remain the applicant agency and must be accountable for all fiscal and program oversight. It is advisable for applicants to develop strong collaborations that will enable them to leverage private resources to sustain the program beyond the period for which grant funds are available. In an effort to provide adequate funding for quality programming while promoting prudent operations and expenditures, the NJDOE will review budget line items to determine percentage of administrative costs and ensure that they, like all costs, are reasonable and necessary. These line items may include administrative salaries, fringe benefits, technology costs, office supplies and office equipment. Administrative costs are capped at ten (10) percent of the total grant award. The applicant must provide a direct link for each cost to the goal, objectives and activities in the Project Activity Plan that provides programmatic support for the proposed cost. In addition, the applicant must provide documentation and details sufficient to support each proposed cost. Guidance on constructing a grant budget may be found in the Discretionary Grant Application (DGA) document, which can be accessed at HYPERLINK "http://www.state.nj.us/education/grants/discretionary"www.state.nj.us/education/grants/discretionary. The budget submitted as part of the application is for Year 1 only. The Department of Education will remove from consideration all ineligible costs, as well as costs not supported by the Project Activity Plan. The actual amount awarded will be contingent upon the applicants ability to provide support for its proposed budget upon application and ultimately will be determined by the Department of Education through the pre-award revision process. The applicants opportunity to make pre-award revisions will be limited by the Department of Education which is not responsible either to provide repeated opportunities for revisions or to permit reallocation of the funds previously requested for costs that have not been approved or have been disallowed. BUDGET REQUIREMENTS In constructing the budget, please note that all costs must be reasonable and necessary to implement program activities. Additionally, the budget entries must demonstrate clear and specific links to the project activity plan. All applicants must provide sufficient explanation of budgeted costs, including the calculation detail (cost-basis). A-5/Chapter Law 53 restrictions Applicants must adhere to the NJDOE required provisions of A-5/Chapter Law 53. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all applicants. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals on in-state travel Mileage reimbursement may not exceed $.31 per mile Eligible Costs Grant funds may be used by applicants for the following costs that directly support the activities described in the application: Purchase of curricula, project materials, and supplies for grant-funded project activities, including tablets, applications (apps), computer software and on-line resources; Professional development and training in support of grant-funded projects and services; Reasonable and necessary services and accommodations associated with serving disabled students; Computer(s) for the purpose of program administration and implementation; Computing devices, peripherals, software; Additional digital devices related to specific content areas (such as devices that measure temperature and motion; or support computer programming activities). These devices may include but are not limited to: 3-D printers, batteries, storage, digital microscopes and probes; Technical Support for technology devices and systems; Costs associated with attendance at the innovateNJ meetings as described in the NGO; Instructional supplies and grant-funded equipment, including assistive technology, for the purpose of enhancing and expanding program options for students with disabilities. Grant funds can pay only the prorated grant-use share for maintenance for equipment already owned by the district; Other grant related expenses (e.g., printing, telephones, and postage) that are both directly allocable and necessary to perform grant administrative functions. Ineligible Costs Funds provided under this grant may not be used for the following costs: Food or refreshments at Blended Early Learning Innovation Pilot staff meetings, including required orientation or professional development trainings, scheduled in-service trainings and advisory board meetings; Vehicle purchases; Construction or capital improvements; Costs that are not directly related to the implementation of grant activities; Membership to associations or organizations; Travel costs not permitted under A-5/Chapter Law 53.
