New Jersey teachers and leaders piloted the new evaluation system, made recommendations for statewide rollout, and continue to inform ongoing policy decisions. Following the first year of full state participation in AchieveNJ in 2013-14, the New Jersey Department of Education (NJDOE) is better positioned to identify outstanding educators and provide them opportunities for further professional growth. The New Jersey Achievement Coaches Content Development Program is intended to improve educator engagement and empowerment by putting teachers at the center of a state-wide effort to improve the quality of training, resources, and feedback for AchieveNJ implementation. Aligning with a concurrent NGO that enables LEAs to identify Achievement Coaches who will conduct training sessions for teachers throughout the state, this NGO is intended to identify LEAs to lead in building the content and methods that the Achievement Coaches will use. By providing funding to enhance work that many LEAs already do to provide training and resources for educators, the NJDOE intends to further empower outstanding educators to lead this important effort. Overview The goal of The New Jersey Achievement Coaches Content Development program is to empower many of New Jerseys outstanding educators to provide direct support to peers through high-quality training and resources through the development of high-quality training modules and effective delivery methods with which to train New Jerseys Achievement Coaches. Achievement Coaches will use these modules and methods to coach their peers in professional development sessions throughout the state. To that end, the NJDOE seeks to identify LEAs that will establish training modules that will focus on components of evaluation identified as areas of primary concern by teachers such as (a) improving instructional practices; (b) aligning instruction to new curricula and content standards, and (c) using evidence/data to shape instructional decisions and guide professional learning. Selected LEAs will be listed as developers of the training modules, which will be posted publicly for widespread use across the state. Selected LEAs will also research and develop best practices for delivering instruction to adult audiences. They will then provide Achievement Coaches training in both content and methods during a weeklong summer institute in July 2015. This 6.5-month grant program will run from 2/1/15 through 8/15/15. Educators on LEA-identified Development Teams will participate in three (3) training sessions in the spring, will help lead a five (5)-day intensive Achievement Coach Institute in the summer, and will produce an edited video of at least one training session for state publication before the beginning of the school year. Goals and Outcomes The overarching goal of this program is to empower many of New Jerseys outstanding educators, through the development of high quality training modules, to provide direct support to peers through high-quality training. Key outcomes for the overall Achievement Coach program include: Coaching: Implement a peer-to-peer training model where educators share information and resources about components of evaluation identified by educators as most critical for additional support (i.e. teacher practice, instructional alignment, and evidence-based professional growth and leadership). Empowerment of Outstanding Educators: Provide an opportunity for outstanding educators to develop further as leaders and have a wider impact on students and other educators. Capacity-Building: Extend the reach of high-quality training consistent with state requirements and priorities across many districts. Communication: Strengthen teachers understanding of evaluation goals and supports so that they can more effectively communicate with peers, parents, and other stakeholders and can share feedback and questions with the NJDOE. Achievement: Provide peer support to teachers as they seek to increase their students achievement. Content Focus Areas The following focus areas identified by the NJDOE with educator input provide guidance on the direction of LEA development work, but are purposefully broad in order to provide adequate flexibility for LEAs to build training that will be tailored to the needs of the cohorts to be selected. An eligible LEA may submit a proposal for one of the three focus areas above. Teacher Practice: Focusing on the most important skills and pedagogical approaches to help teachers improve the way that they deliver instruction and support student learning Instructional Alignment: Identifying key shifts necessary to align instruction to new curricula and standards Evidence-Based Professional Growth and Leadership: Training educators on effective ways to use evidence and data to drive decision-making and professional conversations in their classrooms and schools. Development Team Expected Outcomes Development Teams are required to deliver on several primary outcomes for each content area they apply to create. Comprehensive, adult learning-oriented presentation and materials to be used during the Achievement Coach Summer Institute and then in turn-key sessions across the state. An outline of the training methods and activities that will lead to high quality adult learning. Training leaders who are prepared to deliver high-quality training during the Summer Institute and prepare Achievement Coaches to take their content into the field and who will conduct the coaching sessions in their own LEA in late summer/early fall 2015. Edited video of at least one sample presentation/session to be shared on the NJDOE website. Development Team Structure and Funding See Section 2.3 and 2.4 for information as to how a district should structure their Development Team. Development Team Meeting Responsibilities In addition to producing expected outcomes, each LEA must bring the Project Manager and the Core Team to several in-person meetings and the Achievement Coach Summer Institute. The topics and dates of these meetings are as follows: Meeting 1: General Overview and Content Development (2/13/15) Overview of NJDOE expectations Sharing of key themes and content pertinent to module development NJDOE and LEA collaboration on action planning for the period of 2/11 - 3/27 Meeting 2: Training Methods and Check-in (3/27/15) Progress check Sharing of key themes and approaches pertinent to module development NJDOE and LEA collaboration on action planning for the period of 3/27 - 6/12 Meeting 3: Module Review and Institute Trainer Preparation (6/12/15) Review of modules and training methods LEA teams have produced Preparation of trainers for Summer Institute roles and execution NJDOE and LEA collaboration to plan remaining action items prior to 7/6 Summer Institute (7/6-7/10/15) Provide training to Achievement Coaches in content and methods to enable them to execute their role in the New Jersey Achievement Coach Program The Project Manager must attend all meetings. Development Teams and/or the Project Manager will also engage in a virtual community to receive resources/information/guidance and provide status reports. The nature of these conversations will be dynamic and will adjust based on the needs of the LEA team. LEAs must follow the NJDOE-specified selection criteria (see Section 2) to identify LEA educators to develop the resources and training required for New Jerseys Achievement Coaches. Selection criteria for LEAs include demonstration of capacity to develop high-quality content and appropriate training methods for adult audiences and expertise in one of the three specified content areas. ELIGIBILITY TO APPLY The New Jersey Achievement Coaches Content Development Program is a limited competitive grant program that is open to public LEAs in the ǿ޴ýapp. Ineligible applicants include the following: Charter Schools; and LEAs who have submitted an application under the companion New Jersey Achievement Coaches Program. Each eligible applicant may only submit 1 application under this grant program and must select one (1) of the three (3) content areas listed in Section 1.1. All applicants will be required to complete and submit their Documentation of Eligibility Form (Appendix A) as part of the application. This program does not have a non-public participation requirement. 1.3 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, SAM) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid Data Universal Numbering System (DUNS) number and must also be registered with the federal System for Award Management (SAM), the successor to the federal Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. To obtain a DUNS number, go to HYPERLINK "http://fedgov.dnb.com/webform/"http://fedgov.dnb.com/webform/ To register with the SAM database, go to HYPERLINK "http://www.sam.gov"www.sam.gov Applicants are required to submit their DUNS number and expiration date of their SAM registration as part of the EWEG application using the appropriate EWEG tab (contacts) and must certify that they will ensure that their registration will remain active for the entire grant period. Applicants must also print the Entity Overview page from their HYPERLINK "http://www.sam.gov"www.sam.gov profile (which displays their DUNS number and street address with ZIP+4 code), and upload a scan of the page using the UPLOAD tab. No award will be made to an applicant not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The New Jersey Achievement Coaches Content Development Program is 100% funded from state appropriated funds (ORG/APU 5068-049). Final awards are subject to the availability of state appropriated funds. Total funds available for the New Jersey Achievement Coaches Content Development Program are $246,000. An applicant must score at least 65 points out of 100 points to be considered eligible for an award. It is anticipated that three (3) awards will be made in rank order by focus area; the highest scoring application for each focus area will be selected for funding consideration. Awards are for the period of 2/1/2015 through 8/15/2015. The grantee is expected to complete the goal(s) and objectives laid out in the approved grant application, complete implementation activities established in its grant agreement, and make satisfactory progress toward the completion of its approved action plan. Failure to do so may result in the withdrawal by the NJDOE of the grantees eligibility for the continuation of grant funding. The NJDOE will remove ineligible, inappropriate or undocumented costs from funding consideration. Final awards are subject to the availability of state appropriated funds. 1.5 DISSEMINATION OF THIS NOTICE The Office of Evaluation will make this notice available to eligible applicants listed in section 1.2 based upon the eligibility statement and to the county superintendents of the counties in which the eligible agencies are located. The session will be held from 10a.m. to 12 p.m. in the first floor conference room of the New Jersey Department of Education, Building 100, River View Plaza, Trenton, New Jersey. A document containing questions and answers from the technical assistance session will be posted on the NJDOE website within a few days after the technical assistance session. Attendance at the technical assistance session is not required, but applicants are encouraged to attend. Online registration must be completed at HYPERLINK "http://education.state.nj.us/events/"http://education.state.nj.us/events/ no later than 11/07/2014. Registrants requiring special accommodations for the workshop should identify their needs at the time of registration . 1.7 APPLICATION SUBMISSION The NJDOE administers discretionary grant programs in strict conformance with procedures designed to ensure accountability and integrity in the use of public funds and, therefore, will not accept late applications. The responsibility for a timely submission resides with the applicant. The Application Control Center (ACC) must receive the complete application through the online Electronic Web Enabled Grant (EWEG) system at http://homeroom.state.nj. no later than 4:00 P.M. on November 25, 2014. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, an application after this deadline. Each eligible applicant must have a logon ID and password to access the system. LEA applicants should contact their districts web (homeroom) administrator who will complete the registration. Please allow 24-48 hours for the registration to be completed. Questions regarding access to EWEG may be directed to HYPERLINK "mailto:eweghelp@doe.state.nj.us"eweghelp@doe.state.nj.us. Applicants are advised to plan appropriately to allow time to address any technical challenges that may occur. Additionally, applicants should run a consistency check at least 24 hours before the due date to determine any errors that might prevent submission of the application. Applicants are advised not to wait until the due date to submit the application online as the system may be slower than normal due to increased usage. Please note that the EWEG system will be closed at 4:00 PM on the due date. All reports will be submitted through the EWEG system. The nature of each of these deliverables will be agreed upon during the 2/13 meeting held in Trenton, and will generally follow the timelines that are outlined below for each area (and described in section 1.1 (Development Team Expected Outcomes). Reports will be aligned with outcomes for each development area, and will minimize additional work by LEA. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Reimbursement requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Only one (1) request may be submitted per month. Grantees must submit their request no later than the 15th of the month. The requests may include funds that will be expended through the last calendar day of the month in which reimbursement is requested. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. NOTE: Payments cannot be processed until the award has been accepted in EWEG. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide LEAs with the framework within which to plan, design, and develop your proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1, Description of the Grant Program, of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Please note that the passage of the School District Accountability Act (A5 or Chapter Law 53) places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. 2.1 PROJECT DESIGN CONSIDERATIONS Successful grant applicants will put forward plans that provide intensive, sustained, and supported professional development modules for Achievement Coaches. Successful grant applicants will provide a clear description of their proposed project and how it will meet program goals. The LEA will identify the content they propose to create relating to one (1) of the three (3) content areas, and then will outline how their Development Team will be composed, the timeline for accomplishing stated outcomes, and plans for spending additional resources. The NJDOE has identified broad parameters around deliverables, timeline, team composition, and other spending. LEAs should view these as guidelines on how to approach the work in the content area(s) they select, but should note that the only absolute requirements will be around desired outcomes and deadlines, meeting dates, and total spending. An applicant may not apply for more than one content area. The content areas are as follows: Teacher Practice: Focusing on the most important skills and pedagogical approaches to help teachers improve the way that they deliver instruction and support student learning Instructional Alignment: Identifying key shifts necessary to align instruction to new curricula and standards Evidence-Based Professional Growth and Leadership: Training educators on effective ways to use evidence and data to drive decision-making and professional conversations in their classrooms and schools. Specifically, applicants must: Outline goals and objectives for successful participation in the program. Describe the proposed Development Team, which must include: Roles for LEA staff involved in the project (see section 1.1) A resume for the identified Project Manager and Development Team Members (along with any additional qualifications that may be pertinent but not come through in the resume). Describe the proposed training module focus for content development. LEAs may propose to create one (1) of the three (3) of the modules outlined in Sections 1.1 and 2.1. Include specific topics within the broad categories offered in Section 1 and explain why the LEA has the expertise to create this content. Confirm district capacity for participation, including accounting for substitute coverage and allowing release time for Development Team members to attend NJDOE sessions, or engagement with any additional partner(s). Confirm your commitment to collaborate with the NJDOE as needed to ensure a successful content development process within the LEA, including existing professional learning community (PLC) and training structures that may be utilized. Describe the proposed timeline and process for Development Team members to create the training module(s), taking into account specified state training sessions. Provide details about the LEA's capacity to produce video and share any past history the LEA, partner, or team members might have working with this medium. 2.2 PROJECT REQUIREMENTS Statement of Need: (10 points) Describe why you are interested in working as a Developer LEA for the Achievement Coach Program and how it will benefit your district. Project Description: (20 points) Provide a detailed narrative about how the LEA plans to approach the project. Successful applicants will describe the proposed Development Team, identify the content area(s) they will focus on, and outline plans for supporting all grant activities. Please address the following items as part of your project description: Training Module Content Development: (1) Explain why your Development Team is qualified to develop the training module you propose, including (a) specific expertise in relevant areas, (b) expertise in adult learning, and (c) experience leading successful professional development/PLC activities and (d) any experience with video or content production (2) Outline your intended process for developing the training module(s) according to the timelines described in Sections 1.1, 1.8, and 1.9. Development Team Members: (1) Describe your selection process for assembling your proposed Development Team. (2) Identify the roles and responsibilities of team members you will utilize to meet requirements (3) Include a resume from all proposed team members detailing why this individual is qualified to do the work required for this grant. (4) (Optional) If you plan to engage an external partner, please provide any relevant information about the scope of work you would outline in an RFP. Development Team Support: (1) Explain which individual(s) will be in charge of monitoring Development Team participation in this program and how they will manage this effort (2) Indicate any support you will offer to the Development Team in addition to NJDOE-led activities to bolster their impact within the LEA. Goals, Objectives and Indicators (15 points) Keeping the requirements below in mind, create 3-5 major goals for your participation in this program. Then, provide specific objectives and measurable indicators of success for each goal: Goals should include the production of the following requirements: Comprehensive presentation and materials to be used during the Summer Institute with Achievement Coaches and then in turn-key training sessions across the state. An outline of the training methods and activities that will lead to high quality adult learning, both for the purpose of training during the week of institute as well as for turn-key purposes. A team of core trainers who are prepared to deliver high quality training during the week of institute and prepare achievement coaches to take their content into the field. Video of presentation and coaching to be shared on the NJDOE website. For each goal, provide specific objectives which are results-oriented and prioritized within the timelines presented in the chart above. Finally, establish measurable indicators of success for each goal and corresponding objectives. With regard to indicators of success, consider: Collecting evidence to demonstrate that all required training module development activities have been conducted; and The use of surveys to assess the impact of Development Team members leading training sessions for Achievement Coaches as well as other educators (if appropriate). Project Activity Plan (15 points) Include a preliminary timeline and person responsible for all key activities to be completed during the grant period. This should include but not be limited to the activities listed in sections 1.1, 1.8, and 1.9. LEAs should use these dates and activities as guides, but consider their local context and teams in building activities in necessary for achieving major goals and objectives. Organizational Commitment and Capacity (30 points) In order to effectively execute the goals, objectives and indicators outlined in prior sections, districts must provide a clear description of both your capacity to do the work, as well your commitment to ensuring it is successful. Please share information about the following: Past experience with high quality professional learning experiences: Examples of past practices either in-district, with other districts, or as part of partnership programs that display the LEAs ability to engage in and support high quality training of adult learners. Address current PLC structures and how they are utilized to further this work. Please be sure to provide outcomes of any such experiences. Commitment to ongoing training: How will your LEA use resources created and capacity developed through this experience to continue to improve teacher practice and student learning in the district going forward? 2.3 BUDGET DESIGN CONSIDERATIONS (10 points) LEAs may apply for up to $82,000 for the content area they select. Within each content area, the following budget design elements should be considered. LEAs must outline how, within the parameters shared they expect to spend the designated funds. If applicants believe that funding outside of the guidelines provided -but within the overall funding total- are preferable, please provide a rationale. Development Team Structure and Outline of Funding There will be a maximum of $80,000 available to build the team necessary to execute the outcomes listed above, and up to an additional $2,000 should be set aside for resources to be used during the institute. Total costs not to exceed $82,000. See below for guidelines on how a district should structure their Development Team. Project Manager: up to $10,000 (for stipend*) This should be a very high capacity district leader with appropriate flexibility in their work schedule -someone who can be a lead contact with the NJDOE. The Project Manager will be responsible for coordinating the project, ensuring that all requirements are fulfilled, documenting completion of project activities, and compiling the periodic reports submitted to the NJDOE. Core Team: estimated $36,000 ($6,000 stipend/educator maximum) Team should include a minimum of 3 and a maximum of 7 core individuals with diverse skill sets. A majority of the team must consist of highly effective or effective classroom teachers. Core Team members must be named in the grant application with resumes and any other relevant qualifications. Overall, the Core Team might include: 2-4 Classroom Teachers Supervisor(s)/Central Office Administrator(s) School Leader(s) Supplemental Development Work Teams and Resources: Beyond identifying a core team, an LEA might allocate additional money for after-school work sessions or other extra-time pay to involve more educators or district staff with specific skill sets (video editing or material development for example) at the local contract rate. Depending on the size of the Core Team, applicants should estimate how much additional money will be needed to involve other educators to accomplish outcomes. External Partners: Grant recipients may decide that for a portion of the development work, they would like to use an outside partner or consultant who can bring extra capacity to the project. If an LEA plans to do this they should outline the areas of work these partners will execute and how they plan to procure these services. Please note: any compensation to an external partner must not exceed the $36,000 threshold in order to allow the proper amount of time to procure services and still meet deadlines. *If administrators cannot receive stipends locally, an LEA might consider allocating $6,000 for the following activities: Funding personal professional development activities, covering release time to shift responsibilities during participation in grant activities, or providing additional resources for to be used with their school or office team. Institute Costs: up to $2,000 This money is set aside for costs to be incurred during the delivery of their content at the week of institute. This will likely include any materials that will be necessary for Achievement Coaches to properly engage with and share content. A LEA team may only apply for one (1) content area; a sample allocation might look like this: Estimated Funding: $82,000 $10,000 - Project Manager $36,000 - Core Team $34,000 - Additional Resources/External Partner $2,000 - Institute Costs LEA Budget Proposal Once the objectives that will guide the work in the implementation phase of the grant have been prioritized, begin to develop the details of the budget that will be necessary to carry out each activity. While several elements have been outlined above, districts should clearly lay out how a local budget, and make clear how they plan to use resources and when they anticipate requiring reimbursements. The applicants budget must be well-considered, necessary for the implementation of the project, remain within the funding parameters contained in this handout, and demonstrate prudent use of resources. The budget will be reviewed to ensure that costs are customary and reasonable for implementation of each project activity. The applicant must provide a direct link for each cost to the goal, objectives and activities in the Project Activity Plan that provides programmatic support for the proposed cost. In addition, the applicant must provide documentation and details sufficient to support each proposed cost. Guidance on constructing a grant budget may be found in the Discretionary Grant Application (DGA) document, which can be accessed at HYPERLINK "http://www.state.nj.us/education/grants/discretionary"www.state.nj.us/education/grants/discretionary . The budget submitted as part of the application is for the current grant period only. The NJDOE will remove from consideration all ineligible costs, as well as costs not supported by the Project Activity Plan. The actual amount awarded will be contingent upon the applicants ability to provide support for its proposed budget upon application and ultimately will be determined by the NJDOE through the pre-award revision process. The applicants opportunity to make pre-award revisions will be limited by the NJDOE which is not responsible either to provide repeated opportunities for revisions or to permit reallocation of the funds previously requested for costs that have not been approved or have been disallowed. 2.4 BUDGET REQUIREMENTS Budget requests should be linked to specific project activities and objectives of the New Jersey Achievement Coaches program. The provisions of A-5/Chapter Law 53 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator when constructing the budget. The NJDOE applies the A-5 restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals on in-state travel Mileage reimbursement is capped at $.31/mile Eligible costs may include * Stipends to teachers and administrators * Payment for work related to management and execution of grant related activities * Event costs incurred facilitating grant related activities Ineligible costs Funds may not be used for the following costs: * Entertainment * Indirect Costs * Costs not directly associated with this grant program SECTION 3: COMPLETING THE APPLICATION 3.1 GENERAL INSTRUCTIONS FOR APPLYING To apply for a grant under this NGO, applicants must prepare and submit a complete application.
