The Improving Teacher Quality Grant Programs (Title II) are a major component of the Elementary and Secondary Education Act.  HYPERLINK "http://www.ed.gov/policy/elsec/leg/esea02/pg26.html" Title II, Part B of NCLB authorizes the  HYPERLINK "http://www.ed-msp.net" Mathematics and Science Partnerships (MSP) program. The purpose of MSP is to improve the academic achievement of students in the areas of mathematics and science by encouraging State educational agencies, institutions of higher education, local educational agencies, elementary schools, and secondary schools to participate in programs that: improve and upgrade the status and stature of mathematics and science teaching by encouraging institutions of higher education to assume greater responsibility for improving mathematics and science teacher education through the establishment of a comprehensive, integrated system of recruiting, training, and advising mathematics and science teachers; focus on the education of mathematics and science teachers as a career-long process that continuously stimulates teachers' intellectual growth and upgrades teachers' knowledge and skills; bring mathematics and science teachers in elementary schools and secondary schools together with scientists, mathematicians, and engineers to increase the subject matter knowledge of mathematics and science teachers and improve such teachers' teaching skills through the use of sophisticated laboratory equipment and work space, computing facilities, libraries, and other resources that institutions of higher education are better able to provide than the elementary schools and secondary schools; develop more rigorous mathematics and science curricula that are aligned with challenging State and local academic content standards and with the standards expected for postsecondary study in engineering, mathematics, and science; and improve and expand training of mathematics and science teachers, including training such teachers in the effective integration of technology into curricula and instruction. A major goal for the New Jersey Department of Educations Office Secondary Education (OSE) is to increase the capacity of schools to successfully implement the Next Generation Science Standards (NGSS) and the New Jersey Core Curriculum Content Standards for Mathematics (NJCCCS-M). This work begins by insuring that all teachers of science and mathematics understand the shifts inherent in the standards and their impact on teaching, learning, and assessment. To advance this goal, the Office of Secondary Education is offering MSP funds to recruit, train, and mentor regional cohorts of Science or Mathematics Ambassadors (ambassadors). Once trained, ambassadors will provide training and technical support for teachers in their school and region. Eligible Partnerships include: One Institution of Higher Education (science faculty, Science Education faculty or the Mathematics faculty or Mathematics Education faculty from that Institution of Higher Education (IHE)) in partnership with a consortium of schools that include at least one Priority, Focus, or other Title I school. The funding will be awarded to regional partnerships. Each partnership will identify approximately 30 teacher leaders to serve as Science or Mathematics Ambassadors (ambassadors). The ambassadors will receive intensive professional development on the standards and on the Educators Evaluating the Quality of Instructional Products Rubric for Science and Mathematics ( HYPERLINK "http://www.achieve.org/EQuIP" EQuIP). Training will begin with an intensive Summer Institute. The Summer Institute training must be consistent with the purposes of Title I Part B, as described on page 2, New Jersey Mathematics and Science Partnership Goals and Objectives, as identified on pages 11 and 12 of this Notice of Grant Opportunity. The professional development plan must provide for follow-up training during the academic year that is conducted in the schools for a period of not less than four consecutive or nonconsecutive days. Partnerships may choose to recruit new cohorts of ambassadors annually or to provide ongoing support for the two-year performance period. Ambassadors will also serve as liaisons between the Office of Secondary Education and classroom teachers. This network will be a two-way process. Standards-specific information, tools, and resources will be shared with ambassadors through an ambassadors listserv and questions and concerns at the school level can then be communicated directly to the Office of Secondary Education through the ambassadors. Funds available for the MSP competitive grant program will be awarded by the Department of Education to support proposals submitted by eligible partnerships that provide programs to improve science teaching and learning. The Department of Education has established a two-year project using federal funds, as follows: Year One, July 1, 2016 to June 30, 2017 and Year Two, July 1, 2017 to June 30, 2018; Eligibility for Year Two awards is contingent upon successful completion of funded program goals and objectives while adhering to all requirements. The success of MSP programs depends on the quality of the partnerships. Strong partnerships are those which everyone shares responsibility for planning, implementing, and evaluating the project. The work should benefit all of the partners. The NJDOE will award approximately $3,400,000 in MSP Grants annually for two years. A total of up to nine awards may be made annually. Each award will be funded up to a maximum request of approximately $380,000. Successful projects will be eligible for up to one year of continuation funding. ELIGIBILITY TO APPLY The New Jersey Mathematics and Science Partnerships Program is a limited, competitive grant program. Partnerships must include: Applicant: Science faculty, Science Education faculty or the Mathematics faculty, or Mathematics Education faculty from an Institution of Higher Education (IHE) that will serve as the applicant lead agency and a consortium of schools that include at least one Priority, Focus, or other Title I school. Additional partners may include: Schools that are not identified as a Priority, Focus, and/or Title I Schools, Informal education organizations (e.g., museums, science centers, environmental education centers, etc.), Businesses, and Non-profit or for-profit organizations concerned with science education. An IHE may submit only one application. For the purposes of this grant, the state will be divided into three regions. Awards will be made in rank order per region. It is anticipated that 3 awards will be made per region. Regional determination will be based on the location of the lead agency. Applications must score at least 65 points and must meet the intent of the Notice of Grant Opportunity in order to be considered for funding. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. FFATA Executive compensation disclosure criteria In the preceding fiscal year, if an applicant: Received at least $25,000,000 in annual gross revenues from federal awards; and, If at least eighty (80) percent of the applicants annual gross revenues came from federal awards; then the applicant is required to disclose the name and total compensation of the five (5) most highly compensated officers of the applicant as part of the grant application. This information is to be entered using the appropriate EWEG tab (contacts). The term federal award includes federal contracts, sub-contracts, grants, and sub-grants. No award will be made to an applicant not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The U.S. Department of Educations Mathematics and Science Partnerships program is administered by the Academic Improvement and Teacher Quality Program (AITQ) in the Office of Elementary and Secondary Education (OESE) under the No Child Left Behind Act of 2001, Title II, Part B. The goal of the MSP program is to improve academic achievements of elementary and secondary students in mathematics and science by increasing instructional quality. The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The MSP Grant is 100% funded under Title II Part B of NCLB, P.L. 107-110, CFDA 84.366B. The NJDOE will award approximately $3,400,000 in MSP Competitive Grants for the Performance Period of July 1, 2016 to June 30, 2017. Each award will be funded up to a maximum request of $380,000. Successful projects may be eligible to apply for one additional year of continuation funding. Final awards are subject to the availability of Mathematics and Science Partnerships funds. The grantee is expected to complete the goal(s) and objectives laid out in the approved grant application, complete implementation activities established in its grant agreement, and make satisfactory progress toward the completion of its approved action plan. Failure to do so may result in the withdrawal by the New Jersey Department of Education (NJDOE) of the grantees eligibility for the continuation of grant funding. The responsibility for a timely submission resides with the applicant. If a project has been discontinued, the project director should submit a Final Project Report in lieu of an Annual Project Report. Failure to submit reports in a timely manner may have an adverse impact on receiving any final payments due. A major component of the APR is a measure of the impact that the project has had on student proficiency levels as measured by statewide science or mathematics assessments. LEA partners must establish a procedure and plan to insure that the student assessment data is provided to the projects external evaluator in a timely manner. A partial Annual Project Report must be complete, up to but not including, the evaluation data and reports, by October 17, 2016. (For additional information about post award requirements see the  HYPERLINK "http://www.state.nj.us/education/grants/discretionary" Grant Recipients Manual for Discretionary Grants at  HYPERLINK "http://www.state.nj.us/education/grants/discretionary" www.state.nj.us/education/grants/discretionary). 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS Each partnership project shall develop an external evaluation and accountability plan for activities of the project that include rigorous objectives that measure the impact of the activities. MSP Applicants must explain how they determined success in achieving their measurable objectives. Project directors are encouraged to collaborate with other applicants in securing the services of an external evaluator. Applicants are encouraged to build a high-quality randomized controlled trial (RCT) into the design of their project in order to rigorously evaluate its effectiveness. RCTs are considered the gold standard for measuring a projects impact based on persuasive evidence that (i) they are superior to other evaluation methods in producing valid estimates of a projects impact; and (ii) the most commonly-used nonrandomized methods often produce erroneous conclusions. Details regarding the external evaluation requirements are found in Section 2.2. 1.10 REIMBURSEMENT REQUESTS Payment of grant funds is made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Reimbursement requests may begin once the application has been marked Final Approved in the EWEG system, and the grantee has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Reimbursement requests cannot be submitted after the Final Report is submitted. Grantees are required to submit their reimbursement requests each month. Only one (1) request may be submitted per month. Grantees must submit their request no later than the 15th of the month. The requests may include funds that will be expended through the last calendar day of the month in which reimbursement is requested. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th-10th of the following month. NOTE: Payments cannot be processed until the award has been accepted in EWEG. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the applicant with the framework within which it will plan, design, and develop its proposed project to meet the purpose of this grant program. Before preparing applications, potential applicants are advised to review Section 1.1, Description of the Grant Program, of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. Please note that the passage of the N.J.A.C. 6A:23A-7 places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. Goals and Objectives for New Jerseys MSP Program 2016-2018 Increase the numbers of students, especially in Priority, Focus, and/or other Title I schools, who have access to high-quality instruction in science or mathematics in Kindergarten through Grade 12. Objective 1.1: As measured using a pre and post testing, teachers participating in the project will have statistically significant improvements in their pedagogical content knowledge as compared to the control group. Objective 1.2: As measured using statewide assessment data, when available, students in the classrooms of participant teachers will show statistically significant improvements in proficiency rates as compared to students of control group teachers. Objective 1.3: As measured pre post testing of student understandings of practices and core ideas directly related to the content focus of the teacher training, students in the classrooms of participant teachers will show statistically significant improvements in raw scores as compared to students of control group teachers. Objective 1.4: As measured using both the Reformed Teaching Observation Protocol (RTOP) and an analysis of the local pre and post intervention TEACHNJ Teacher Evaluation Models, teachers will demonstrate a statistically significant increase in the use of teaching methods that are consistent with the NGSS as compared with the control group. Increase the numbers of students who demonstrate progress toward college- and career-readiness as measured by large-scale state assessments and other measures of science or mathematics learning. Objective 2.1: As measured using a pre and post testing, teachers participating in the project will have statistically significant improvements in their pedagogical content knowledge as compared to the control group. Objective 2.2: As measured using statewide assessment data, when available, students in the classrooms of participant teachers will show statistically significant improvements in proficiency rates as compared to students of control group teachers. Objective 2.3: As measured pre post testing of student understandings of practices and core ideas directly related to the content focus of the teacher training, students in the classrooms of participant teachers will show statistically significant improvements in raw scores as compared to students of control group teachers. Enhanced capacity K-12 educators statewide and IHEs to design and facilitate student learning that reflects the spirit and intent of science and mathematics standards. Objective 3.1: As measured using both the Reformed Teaching Observation Protocol (RTOP) and an analysis of the local pre and post intervention TEACHNJ Teacher Evaluation Models, teachers will demonstrate a statistically significant increase in the use of teaching methods that are consistent with the NGSS as compared with the control group. Objective 3.2: As measured by an analysis of the original and revised course syllabi of partner IHE teacher preparation program courses, the external evaluation team will identify a statistically significant increase in the opportunities for candidates to focus on, and deepen their understanding of science, mathematics, and engineering practices, disciplinary core ideas (science), crosscutting concepts (science), conceptual understandings (mathematics), so as to better engage their students in these dimensions. The goal of building students understanding of the core ideas over multiple grades means that teachers will need to appreciate both the current intellectual capabilities of their students and their developmental trajectories. 2.1 PROJECT DESIGN CONSIDERATIONS Successful MSP grant applicants will propose a two-year projects that provide intensive, job-embedded, and supported professional development for well-defined cohorts of teacher leaders who will then serve as ambassadors. Individuals selected to serve as ambassadors should be a leader in their school and have the interpersonal skills to support their colleagues during and after the project. Program designs must be based on current literature on effective teacher training and directly address the opportunities for professional growth detailed in the Needs Assessment. All MSP projects must: Begin the training of ambassadors with a SUMMER INSTITUTE. The term summer workshop or institute' means a workshop or institute, conducted during the summer, that: is conducted for a period of not less than 2 weeks (10 days, 7 hour per day); includes, as a component, a program that provides direct interaction between participants and faculty; and provides for follow-up training during the academic year that is conducted in the school for a period of not less than four consecutive or nonconsecutive days, except that: if the follow-up training is for teachers in rural school districts, the follow-up training may be conducted through distance learning. The ambassadors shall receive intensive professional development on the NGSS or NJCCS-M, and the Educators Evaluating the Quality of Instructional Products Rubric for Science or Mathematics. Collaborate with other funded MSP projects to establish and maintain a statewide ambassador listserv and collaboration website. Ambassadors dedicated listserv: This listserv shall be designed to support communication among the Office of Secondary Education and the ambassadors. Ambassadors Digital Community: The ambassadors will have access to a free social collaboration site where files are stored, group communication facilitated, and a group calendar is maintained. The platform will be used mainly for file storage but may also benefit from using the group calendar. Other free social collaboration tools may also be considered. Provide resources and support for the ambassadors to train and assist teachers in in translating the NJDOE Model Science or Mathematics Curriculum into local classroom instruction and assessments. Schools who are a member of a consortium will produce curriculum materials, based on the Model Curriculum. These materials will meet or exceed the EQuIP Rubrics. Each MSP project is required to hire an external evaluator who will monitor and report on the progress that the project is making toward attaining their goals. Rigorous evaluations demonstrate that impacts are caused by the program are required. Note, attitudinal surveys, self-efficacy, and other measures that are not a part of the projects goals and objectives may be evaluated. However local funds must be used to gather data and report on those findings. The evaluation design must meet or exceed  HYPERLINK "http://www.ed-msp.net/public_documents/document/2012conferences/15_%20Eval%20Requirements.pdf" Evaluation Requirements for MSP and Characteristics of Designs to Estimate Impacts with Confidence and report on 1) Teacher gains in content knowledge, 2) Change in teacher classroom practice, and 3) Proficiency levels on state-level assessments of students of ambassadors who participated in the professional development. 2.2 PROJECT REQUIREMENTS PROJECT ABSTRACT (300 words maximum) The Project Abstract is a summary of the proposed projects need, purpose, and projected outcomes. The proposed project and outcomes must cover the full two-year grant period. Do not include information in the abstract that is not supported elsewhere in the application. NEEDS ASSESSMENT: (15 points) (2500 words maximum) The Statement of Need identifies the local conditions and provides the evidence that justifies the need for the project. A need in this context is defined as the difference between the current status and the ideal conditions that the partnership plans to achieve. Provide documentation to substantiate the stated conditions and/or needs. Documentation may include, but is not limited to, demographics, test data, descriptions of target population(s), student data, personnel data and research. Describe the target population to be served by the participating teachers, including the grade levels of the number of children to be served. PROJECT DESCRIPTION (30 points) Overview: (10 points) (2500 words maximum) Describe in a detailed narrative the two-year project design and plan for implementing the project. Provide evidence that the strategies or activities are of sufficient quality and scope to ensure equitable access and participation among all eligible program participants. Provide evidence that the project is appropriate for and will successfully address the identified needs of the schools. Describe the effect the project will have on the schools upon completion. When possible, cite examples of how the approach or different strategies have lead to success for other schools. Include specific examples of systems, curriculum or design approaches that will be incorporated. Include benchmarks for the early, middle and final stages of the process and how progress will be measured towards these benchmarks. Identify who will be responsible for what stages and what level of support they will be given. Write clearly and succinctly, focusing on quality and not quantity. Ensure that the steps of the Project Activity Plan are well-articulated and logically sequenced in the narrative. Scientifically-Based Research (SBR): (10 points) (2500 words maximum) The professional development must be based on current understandings of effective professional learning for science teachers. Explain how the proposed activities are expected to strengthen the science instruction and improve student academic achievement. The explanation should include a logic model for your professional development plan and APA citations for the journals or reports used to develop the professional development plan. The bibliography for the SRB can be uploaded as an attachment. See Appendix D for resources. External Evaluation Plan (10 points) (2500 words maximum) Each MSP project is required to secure an external evaluator who will monitor and report on the progress that the project is making toward attaining their goals. Rigorous evaluations demonstrate that impacts are the result of the project activities. Note, attitudinal surveys, self-efficacy, and other measures that are not a part of the projects goals and objectives may be evaluated. However local funds must be used to gather data and report on those findings. The evaluation design is not specified in the authorizing legislation. It must, however, meet or exceed Evaluation Requirements for MSP and Characteristics of Designs to Estimate Impacts with Confidence and report on 1) Teacher gains in content knowledge based on pre- and post-testing; 2) Change in teacher classroom practice, and 3) Proficiency levels on state-level assessments of students of teachers who received professional development.  HYPERLINK "http://www.ed-msp.net/public_documents/document/2012conferences/15_%20Eval%20Requirements.pdf" Evaluation Requirements for MSP and Characteristics of Designs to Estimate Impacts with Confidence defines the minimum criteria for an external evaluation is a great resource for external evaluators (Bobronnikov, E., 2012). External Evaluation Plan Criteria Criteria 1: Baseline Equivalence: Rules out alternative explanations for differences between groups. The study demonstrates no significant differences in key characteristics between treatment and comparison groups at baseline (for the analytic sample) OR Adequate steps were taken to address the lack of baseline equivalence in the statistical analysis. This criterion is not applicable to experimental designs, since groups are assumed to be equivalent by design. Criteria 2: Attrition: Ensure that sample attrition does not bias results as participants/control group members who drop out may systematically differ from those who remain Need to measure key outcomes for at least 70% of original sample (both treatment and control groups), or evidence that attrition is unrelated to treatment. If the attrition rates between groups equal or exceed 15 percentage points, difference should be accounted for in the statistical analysis This criterion is not applicable to quasi-experimental designs that were able to establish equivalence of analytic sample. Criterion 3: Measurement Instruments: Ensure that instruments used accurately capture the intended outcomes The data collection instruments used are shown to be valid and reliable to measure key outcomes. Use existing instruments that have already been deemed valid and reliable Refer to TCK instrument database developed by MSP Knowledge Management and Dissemination Project at  HYPERLINK "http://mspkmd.net/%20" http://mspkmd.net/ OR create new instruments that have either been: Sufficiently tested with subjects comparable to the study sample and found to be valid and reliable, OR Created using scales and items from pre-existing data collection instruments that have been validated and found to be reliable. Resulting instrument needs to include at least 10 items where at least 70 percent of the items are from the validated and reliable instrument(s). Criterion 4: Data Collection Methods: Limits possibility that observed differences can be attributed to factors besides the program, such as passage of time and differences in testing conditions The methods, procedures, and timeframes used to collect the key outcome data from treatment and comparison groups are comparable. Criterion 5: Relevant Statistics Reported: Provides context for interpreting results, indicating where observed differences between groups are most likely larger than what chance alone might cause Include treatment and comparison group post-test means and tests of significance for key outcomes, OR Provide sufficient information for calculation of statistical significance (e.g., mean, sample size, standard deviation/standard error). Criteria 6: External Contractor Completes all Tasks. Ensures the fidelity of the data collected. MSP project staff and/or participants are NOT permitted to engage in any activities related to the external evaluation. Provide explicit language in the contract between the project and external evaluator that insures that all necessary activities will be completed by the evaluator. Criteria 7: Instruments for Assessing Project Impacts: Insures that evaluations use valid and reliable instruments. Explicitly identify the instruments to be used in the external evaluation. The validity and reliability of instruments that are not listed must be disclosed prior to the project performance period. The Program Office has the discretion to reject proposed instruments that do not meet the minimum standards established by the Evaluation Requirements for MSP and Characteristics of Designs to Estimate Impacts with Confidence. Establish one or more local indicator(s) for this program. The indicators must be (1) based on the established goals and objectives (1) relevant to the selected goal, (2) applicable to grant-funded activities, (3) clearly written and (4) measurable. Indicators should clearly illustrate the plan to achieve the goal(s). They must be achievable and realistic, while identifying the who, what and when of the proposed project. Indicators must be results-oriented, and clearly identify what the project is intended to accomplish. They must contain quantitative information, benchmark(s) and how progress will be measured. Indicators should also link directly to individual stated needs and provide a time frame for completion. ORGANIZATIONAL COMMITMENT AND CAPACITY (15 points) (2500 words maximum) After identifying the conditions and/or needs and the plan to address them, next describe the charter organization and its capacity to take on the project. First, explain how the project is integral to the partner schools professional development plans. Describe the resources and procedures that are in place that will support ongoing commitment to addressing the conditions and/or needs identified. Describe how the schools will continue to utilize the ambassadors after the grant period. Explain any experience the IHE faculty has had in implementing similar types of projects, as well as the outcomes of those projects. What worked, what did not and why? Explain how previous experiences will ensure successful implementation of the proposed project. If the organization or members of the staff have not implemented similar projects, explain why the proposed project will be successful. Describe all organizational resources (staff, facilities, equipment, funds, etc.) that will support successful project implementation. PROJECT ACTIVITY PLAN YEAR ONE: (15 points) (3000 words maximum) The Project Activity Plan follows the goals and objectives that were listed in the previous section. The Activity Plan is for the current grant period. Activities represent the steps that it will take to achieve each identified objective. Also, the activities that are identified in this section serve as the basis for the individual expenditures that are being proposed in the budget. Review the Goal(s) and the Objectives when constructing the Project Activity Plan to ensure that appropriate links have been established between the goal(s) and objectives and the activities. State the relevant objective in full in the space provided. Number the Goal 1 and each objective 1.1, 1.2, 1.3, etc. Describe all of the tasks and activities planned for the accomplishment of each goal and objective. List all the activities in chronological order. Space the activities appropriately across all report periods of the grant project. Identify the staff directly responsible for the implementation of the activity. If the individual conducting the activity is not referenced appropriately on the Project Activity Plan, it may not be possible to determine an allocation of the requested cost, and costs may be disallowed. List the documentation that tracks the progress and confirms the completion of each activity, such as agenda, minutes, curriculum, etc. In the Report Period Column on the Project Activity Plan, indicate with a checkmark the period in which the activity will be implemented. If the activity is ongoing or recurring, place a checkmark in the boxes under each period in which the activity will talk place. Do not list the project director or other person with general oversight authority for the project as the person responsible for carrying out all activities. BUDGET (Year One): 15 Points Applicants should focus on fiscal efficiencies when developing their budget. Funding must be directly related to meeting the goals and objectives of the project. Funds cannot be used to purchase classroom materials and supplies. Be sure to include a detailed cost basis for each entry. Be sure to assign the requested amount to the appropriate function and object codes. Below are budget considerations and requirements for MSP. NON-PUBLIC PARTICIPATION Nonpublic school eligibility is based on the location of the nonpublic school(s), the design of the specific grant program and the needs of the nonpublic school(s). The needs must be able to be met via the discretionary grant programs specific program design. Generally, the nonpublic school must be located within the communities or geographic boundaries of the applicant agency or partner agency if applicable. According to the parameters of the grant program and available funding, the applicant agency determines the area to be served. For Example: If the design of the grant program is to provide supplemental mathematics instruction for seventh and eighth grade students, then the nonpublic school(s) must serve seventh and eighth grade students who are in need of supplemental mathematics instruction and must be in the geographic area served by participating public schools. For assistance in identifying all of the nonpublic schools located within its geographic boundaries, the applicant should visit the Departments website at HYPERLINK "http://www.nj.gov/njded/nonpublic"http://www.nj.gov/njded/nonpublic . The webpage includes a list of nonpublic schools by locality as well as Frequently Asked Questions (FAQ) with suggestions on how to contact the schools and how to document those contacts. The applicant agency is responsible for identifying all appropriate nonpublic schools and contacting the appropriate nonpublic school officials to begin the consultation process. The nonpublic school(s) must be given a genuine opportunity to participate in the grant program. The NCLB legislation requires all applicants to conduct timely and meaningful consultation with the appropriate nonpublic school officials prior to the development of the local projects grant application and prior to any decision being made regarding the design of the local project that could affect the ability of nonpublic school students, teachers and other education personnel to receive benefits. Consultation must continue throughout the implementation and assessment of activities. Participation of Students Enrolled in Nonpublic Schools In accordance with federal requirements (NCLB, Sec 9501), agencies applying to receive federal financial assistance are required to provide services to eligible private school children, teachers, and other personnel consistent with the number of eligible children enrolled in private elementary and secondary schools and based on the geographic area served by the LEA applicant or other entity applicant and partners receiving federal financial assistance. These services and other benefits must be comparable to the services and other benefits provided to public school children and teachers participating in the program and they must be provided in a timely manner. To ensure equitable participation, the applicant must assess, address and evaluate the needs of private school students and teachers; spend an equal amount of funds per student to provide services; provide private school students and teachers with an opportunity to participate in activities equivalent to the opportunity provided public school students and teachers; and offer services that are secular, neutral and non-ideological. Federal regulations contain requirements for timely and meaningful consultation between appropriate public and private school officials. The goal of the consultation process is to design and implement a program that will provide equitable services and meet the needs of eligible private school students or teachers and other education personnel. Consultation requires meetings between the applicant (lead) agency and the private schools. Consultation between the entity receiving federal financial assistance and private school officials must occur before any decision is made that could affect the ability of private school students, teachers and other education personnel to receive benefits under the grant and must continue throughout the implementation and assessment of activities. Consultation generally must include discussion on such issues as: how children's needs will be identified; what services will be offered; how and where the services will be provided; who will provide the services; how the services will be assessed and how the results of assessment will be used to improve those services; the amount of funds available for services; the size and scope of the services to be provided; and how and when decisions about the delivery of services will be made. In addition, a thorough consideration of the views of private school officials on the provision of contract services through potential third-party providers must take place, and, where the entity receiving assistance disagrees with the views of the private school officials on the provision of services through a contract, the entity must provide a written explanation of the reasons why the entity has chosen to use or not to use a contractor. Agencies are required to provide documentation of consultation with private school officials as part of their discretionary grant applications (see the EWEG Nonpublic tab under the ADMIN section of the application). In addition, documents accepting or declining participation, signed by officials of each private school eligible for services, must be submitted as part of the grant application. A form for each nonpublic school must be completed and uploaded as part of the EWEG application. See the Nonpublic Equitable Participation Summary and Affirmation of Consultation form (see Appendix C). Use of Funds Requirements (EDGAR 76.650 - 76.662) When providing benefits to nonpublic school students with federal funds, the following must be addressed: The grantee must maintain administrative control over all funds and property. (No funds can flow directly to the nonpublic school via a subgrant). The grantee may place equipment and supplies in the nonpublic school for the period of time needed for the grant. The grantee must ensure that the materials are used only for the purposes of the grant and can be removed from the nonpublic school without remodeling the nonpublic school facility. Funds cannot be used for construction of nonpublic school facilities. Funds must be used to meet specific needs of students and staff. (Funds cannot supplant benefits normally provided by the nonpublic school). Funds may be used to pay for services of an employee of the nonpublic school if the employee performs the services outside of his or her regular hours and the employee performs the services under the supervision of the grantee. All benefits provided, including equipment and materials, must be secular, neutral and nonideological. (IASA, Sec 14503) ______________________________________________________________________________ *A nonpublic school is defined in N.J.A.C. 18A:46A-1 as an elementary or secondary school within the State, other than a public school, offering education for grades kindergarten through 12, or any combination of them, wherein any child may legally fulfill compulsory school attendance requirements and which complies with the requirements of Title VI of the Civil Rights Act of 1964 (P.L. 88-352). A list of nonpublic schools by LEA district can be found on the New Jersey Department of Education website at  HYPERLINK "http://www.nj.gov/njded/nonpublic/" http://www.nj.gov/njded/nonpublic/. 2.3 BUDGET DESIGN CONSIDERATIONS Once the projects objectives have been prioritized, begin to calculate the budget that will be necessary to carry out each activity. The budget submitted, as part of the application, is for Year One only. Each of the budget entries must be necessary for the implementation of the project and be consistent with the allowable and disallowed expenses described in the NGO. The budget will be reviewed to ensure that costs are customary and reasonable for implementation of each project activity. The applicant must be directly linked to the goal, objectives, and activities described in the Project Activity Plan. Guidance on constructing a grant budget may be found in the Pre-Award Manual for Discretionary Grants, which can be accessed at  HYPERLINK "http://www.state.nj.us/education/grants/discretionary" www.state.nj.us/education/grants/discretionary HYPERLINK "http://www.state.nj.us/education/grants/discretionary" /apps/. The Department of Education will remove from consideration all ineligible costs, as well as costs not supported by the Project Activity Plan. The actual amount awarded will be contingent upon the applicants ability to provide support for its proposed budget upon application and ultimately will be determined by the Department of Education through the pre-award revision process. The applicants opportunity to make pre-award revisions will be limited by the Department of Education which is not responsible either to provide repeated opportunities for revisions or to permit reallocation of the funds previously requested for costs that have not been approved or have been disallowed. 2.4 BUDGET REQUIREMENTS Budget requests should be linked to specific project activities and objectives of the Mathematics and Science Partnership Program. The provisions of N.J.A.C. 6A:23A-7 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator when constructing the budget. The NJDOE applies these restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals on in-state travel Mileage reimbursement is capped at $.31/mile The applicant must provide a direct link for each cost to the goals and objectives in the project Activity Plan. The applicant must provide documentation and details sufficient to support each proposed cost. For each budget entry, describe in the Title of Position and Description boxes the cost, its specific need and relation to the grant, and a cost calculation that supports the cost basis shown in the Cost Basis section. For full-time employees working a part of all of their regular work day on the grant, applicants must describe the actual professional development instruction or coaching (instructional salaries) duties to be performed and to whom they are providing the services. All other duties should be coded as non-instructional salaries. Applicants must be sure to include an appropriate cost basis such as the hourly rate and the number of hours worked. Show the annual salary (if less than 12 months be sure to identify the percentage of time covered by the salary) and the percentage of that salary being paid by the grant. (Refer to Appendices E and F for Supplemental Budget Development Guidelines and Instructions and EWEG tips). A maximum of ONE formal round pre-award revision will be conducted. Grant award amounts will be based on the budget entries that are appropriately qualified and approvable after that one round. General guidance on how to construct the budget and how to construct budget entries are provided in the Pre-Award Manual for Discretionary Grants. The Department of Education will disallow all ineligible costs, as well as costs not supported by the Project Activity Plan. These funds will not be eligible for reallocation. Grant funds must be used to supplement and not supplant existing efforts of the organization. Federal funds cannot be used to pay for anything that a grant applicant would normally be required to pay for with either local, state, or federal funds or aid. This requirement also covers services previously provided by a different person or job title. The exceptions are for activities and services that are not currently provided or statutorily required, and for component(s) of a job or activity that represent an expansion or enhancement of normally provided services. Required Costs: Funding must be set aside to support the following activities. Project Directors are required to attend the annual MSP Regional Meeting sponsored by the United States Department of Education. The meetings are typically two days in duration and are held in Washington, DC. In addition to the Project Director, projects may choose to send one additional person from the leadership team or the external evaluator to the meeting. Base travel costs on the current federal lodging and per-diem rates when estimating the travel budget. Project Directors and individuals responsible for submitting Quarterly Reports, Reimbursement Requests, and Annual Performance Reports are required to attend one initial state training session. Project directors should also budget for three additional meetings annually. External Evaluation Contract that shall not exceed 10% of the total award. Eligible costs may include: Project Management Salaries: These costs are not to exceed 10% of the project directors regular, full time, and annual salary or 5% of a support staffs regular, full time, and annual salary. The total management budget may not exceed 10% of the grant amount. Higher Education Faculty: Contractual daily/hourly salary rate is the cost basis for PD instruction time; 50% of daily/hourly rate for PD development and planning. Compensation: Upload a current dated and signed memo from the Vice President or equivalent Human Resources Officer of the IHE applicant that identifies and certifies the regular annual salary amounts, as well as the dollar amounts of the pro-rated regular hourly and/or daily rates of all employees budgeted under the Salary tabs of the application. Be sure to budget only those rates as Department staff will review each of the budget entries under the Salary tabs to ensure the rates used are supported by the uploaded memo. Documentation of the faculty members salary must be provided annually. Projects are required to document Time and Activities performed by any project staff member. Based on the Uniform Grant Guidance, the IHE will need to keep records to identify that these payments reflect the amount of salary and fringe benefits related to the MSP work, calculated "based on the individual faculty member's regular compensation for the continuous period which, under the policy of the institution concerned, constitutes the basis of their salary." As with all uses of federal grant funds, subgrantees, if any, will also need to maintain records to document that this payment is reasonable and necessary to the approved project. Consultant and Contracts: Payments for services by those not on the grantees payroll must be reasonable and based upon prevailing regional rates. Consultants from outside of New Jersey should make every effort to base their fees on travel costs that are in part based on the current federal lodging and per-diem rates. Roll any travel costs into the consultants hourly or daily rate. External Evaluation Services: Up to 10% of the total award can be used for external evaluation services. Projects are strongly encouraged to collaborate and secure the services of a common vendor. Teachers Compensation: Teachers can be paid for time beyond their regular contract day/year. Payments are based on rates defined in district contracts. Schools can also be reimbursed when training activities require the participants to be engaged in activities that prevent them from performing their regular duties. Substitute Teachers: Allowable as determined by the daily rate in each partner district. Reimbursement for substitute teachers is only available for public school teachers. Travel: Travel expense reimbursement is limited to the state-approved rate per mile of $ .31 cents per mile. Meals and/or in-state overnight lodging are prohibited. N.J.A.C. 6A:23A-7 travel regulations apply to both project employees and participants. Out of state travel arrangements should by the least expensive means available. Lodging and per-diem rates are to be based on the current federal rates. Restricted Indirect Costs: Restricted Indirect Costs may not exceed 8%. The lead agency applicant must upload the most recent federally approved indirect cost rate. Refer to the Pre-award Manual for Discretionary Grants for more information on requesting indirect costs. However, institutions are strongly encouraged to maximize the use of grant funds for direct services. Ineligible costs: Funds may not be used for the following costs: Costs associated with writing the application; Funds may not be used for classroom instructional materials or supplies, Equipment, technology, rental of equipment, capital improvements, or facilities rental, Supporting the research of individual scholars or faculty members, Providing compensation or travel subsidies for IHE faculty attending workshops or conferences other than U.S. Department of Education Mathematics and Science Partnership Conferences, Supporting travel to out-of-state professional meetings, unless it is demonstrated that attendance at a meeting will directly and significantly advance a project, Costs that are not directly related to the program and that are unsupported by the NGO, Expenditures for meals at local professional development workshops and local institute training sessions, Conference Registration Fees, or N.J.A.C. 6A:23A-7 restricted costs SECTION 3: COMPLETING THE APPLICATION 3.1 GENERAL INSTRUCTIONS FOR APPLYING To apply for a grant under this NGO, applicants must prepare and submit a complete application. The application must be a response to the States vision as articulated in Section 1: Grant Program Information of this NGO. It must be planned, designed and developed in accordance with the program framework articulated in Section 2: Project Guidelines of this NGO. Do not use the Back button. This will cause a system error. It is always recommended that long narrative sections be typed in either Word or Note Pad, and copied and pasted into EWEG. Doing this, will prevent you losing the text that you worked hard to create, should something go wrong when you save the page. When copying and pasting from Word or Note Pad, be sure to check for special characters. Most notably, quotation marks, the apostrophe, and hyphen are the biggest culprits. Avoid using all of the other special characters (!@#$%^&*()~/<>{} and bullets). Do not try to use fancy formatting. It will only give you problems.
