This grant opportunity will provide for the continuation of three selected comprehensive high schools traditional high schools that offer career and technical education programs with financial support and program development expertise to implement a  HYPERLINK "http://www.ptech.org/" P-TECH 9-14 model. This model, which was developed in partnership with IBM and the City University of New York, will be delivered through an academy approach. It aims to strengthen students technical and academic skills in a STEM pathway, attaining both a secondary and postsecondary degree, while gaining valuable workplace employability skills. Funded by the 2019 Appropriations Act (P. L. 2018, Ch. 53), the STEM Dual Enrollment and Early College High School Pilot Program will challenge students through relevant and rigorous course work and workplace exposure while seamlessly blending secondary and postsecondary degree attainment. Under this model, high school is extended to grades 9-14 with the desired outcome of students graduating with a high school diploma, a two-year postsecondary degree (Associates Degree) aligned to industry needs, and internship experience leading to hiring preference commitments from industry partners. According to research by the What Works Clearinghouse, similar dual enrollment programs have been found to have positive effects on measures of student success, such as: Improved general academic achievement in high school, Increased high school graduation rates, Increased college enrollment rates, and Increased likelihood of degree attainment in college. The STEM Dual Enrollment and Early College High School Pilot Program will incorporate elements of high-quality career and technical education (CTE) as part of its design model. High-quality CTE, with its focus on both real-world skills and credential attainment, has been shown to have positive impacts on students employment outcomes, including increased earnings, particularly for low-income and high-risk students. Through the STEM Dual Enrollment and Early College High School Pilot Program model, students will have the ability to earn a postsecondary degree at no cost while enrolled in high school, seamlessly connecting transitions between secondary and postsecondary institutions. The STEM Dual Enrollment and Early College High School Pilot Program model provides an opportunity for students to advance in their career pathway by integrating vital industry-specific skills without compromising the value of higher education. Through this pilot program, schools serve as a gateway for students to move fluidly from secondary education to higher education and to career. To meet the rigorous requirements to implement the STEM Dual Enrollment and Early College High School Pilot Program model, districts will use the planning expertise and guidance provided by IBM and NJDOE to form high-quality partnerships with institutions of higher education (IHE) and one or more industry partners in a sector focused on the STEM workforce. Outcomes of the Pilot Program States Vision of the grant program The vision for the STEM Dual Enrollment and Early College High School Pilot Program is to provide access and opportunity for underrepresented students in New Jerseys comprehensive high schools to an education in an in-demand STEM career pathway by participating in a grades 9-14 industry driven, high-quality dual enrollment and early college program where they earn a high school diploma, a postsecondary degree and gain valuable employability skills. The goals and expected outcomes of the NJDOE for this project are to: Increase the number of students participating in high-quality STEM career and technical education (CTE) programs; Increase the number of students attaining a postsecondary degree during high school and who receive credential attainment in a STEM career pathway; Create a community of experienced and knowledgeable STEM career pathway educators, industry and postsecondary partners and provide technical assistance to build model grade 9-14 programs statewide; Prepare students through work-based learning opportunities with the skills, knowledge and personal attributes that will make them successful in their careers; and Increase the number of STEM partnerships contributing to the expertise, resources and support of CTE. Supports for Schools in the Pilot Program As a partner in the STEM Dual Enrollment and Early College High School Pilot Program, the NJDOE will provide the following resources and support: Comprehensive guidance and support to districts related to creating and supporting high-quality career and technical education programs, developing a positive school climate, and building and maintaining quality stakeholder partnerships throughout the development and implementation of the STEM Dual Enrollment and Early College High School Pilot Program model school; Support in selecting a leadership team and key staff members that will lead the STEM Dual Enrollment and Early College High School Pilot Program school initiative; Guidance for successful partnership with industry and institutions of higher education; and Identifying additional funding, beyond local funds, which may be used to support and sustain the STEM Dual Enrollment and Early College High School Pilot Program model school initiative. Eligibility to Apply The STEM Dual Enrollment and Early College High School Pilot Program is open only to the three school districts funded in the preparation phase of the grant program. The three districts are eligible to apply for implementation funding pending the attainment of stated goals and objectives in the preparation phase. In addition, eligibility for implementation funding is contingent upon STEM Dual Enrollment and Early College High School Pilot Program timely and accurate submission of interim and final programmatic and fiscal reports required under this grant program and the Department of Educations approval of these reports. Monitoring reports approved by the Office of Career Readiness indicates STEM Dual Enrollment and Early College High School Pilot Program applicants progress toward implementation of the grant initiative and satisfactory progress toward completion or remediation identified as necessary. Note: Under multi-phase grant programs, information from the originating grant application may not be repeated in subsequent applications. Therefore, it is the responsibility of the grant recipient to maintain accurate records of all project requirements for subsequent grant award period applications. Funded Districts: City of Burlington Public Schools New Brunswick Public Schools Paterson Public School District Federal Compliance Requirements (DUNS, SAM) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid DUNS number and must also be registered with the Federal System for Award Management (SAM), the successor to the Federal Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available for free to all entities required to register under FFATA. To obtain a DUNS number, go to  HYPERLINK "http://fedgov.dnb.com/webform/" Dun & Bradstreet To register with the SAM database, to go  HYPERLINK "http://www.sam.gov/" System for Award Management Applicants are required to submit their DUNS number and expiration date of their SAM registration as part of the implementation phase application by submitting a copy of the documentation, Entity Overview page from their System for Award Management profile (which displays their DUNS number and street address with Zip+4 code) and submit a scan of the page. No award will be made to an applicant not in compliance with FFATA. Statutory/Regulatory Source and Funding The New Jersey Department of Education will provide an extension with funds of the STEM Dual Enrollment and Early College High School Pilot Program from the preparation phase into the implementation period. Any unexpended grant funding from the preparation phase of the grant will be carried over into the implementation period. Funding for the implementation period will consist of a total up to $200,000 (based upon the scale of the program and the number of students enrolled in the program) per district from state and federal funding sources in addition to any unexpended funding from the preparation phase. The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The STEM Dual Enrollment and Early College High School Pilot Program is funded from State and Federal funds. The grantee is expected to complete the statewide goal and objectives laid out in the approved grant application, complete implementation activities established in the grant agreement, and make satisfactory progress toward the completion of the approved action plan. The NJDOE will remove ineligible, inappropriate or undocumented costs from funding consideration. Dissemination of this Notice The Office of Career Readiness will make this notice available to eligible school districts which were funded and participated in the preparation phase of the STEM Dual Enrollment and Early College High School Pilot Program. Additionally, the Office of Career Readiness will disseminate this notice to the county superintendents of the counties in which the eligible agencies are located. When submitting an application, districts must submit a hard copy of a complete application to the NJDOE Application Control Center. Technical Assistance The Office of Career Readiness will provide technical assistance to districts to comple the STEM Dual Enrollment and Early College High School Pilot Implementation Period application on an as-needed basis. If needed, the program officer will coordinate a date and time and notify the districts through email. Registration will take place on the NJDOE Calendar of Events. Registrants requiring special accommodations for technical assistance should identify their needs at the time of registration. Application Submission The NJDOE administers discretionary grant programs in strict conformance with procedures designed to ensure accountability and integrity in the use of public funds and, therefore, will not accept late applications. The responsibility for a timely submission resides with the applicant. The Application Control Center must receive the complete application no later than 4:00 p.m. on, May 9, 2019. Applicants are advised to plan appropriately to allow time to address any challenges that may occur and are advised not to wait until the due date to submit the application. Complete applications are those that include all elements listed in the  HYPERLINK \l "_Application_Component_Checklist" Application Component Checklist of this notice. Applications received by the due date and time will be screened to determine whether they are in fact, eligible for consideration. The Department of Education reserves the right to reject any application not in conformance with the requirements of this grant application. Reporting Requirements Grant recipients are required to submit periodic project and fiscal progress reports throughout the grant period. Programmatic reports will be submitted through email to the grant program officer and fiscal reports will be submitted through the EWEG system. Assessments will be in the form of periodic interim project and fiscal reports as well as onsite monitoring visits. Reports, monitoring visits and participation by all required participants in NJDOE sponsored project events and supports will be used to evaluate the progress of the grant programs. Evaluation of Pilot Program Completion of Required Implementation Activities as stated on the Program Activity Plan; Submission of STEM Dual Enrollment and Early College Pilot Program student enrollment data inclusive of special populations as defined by Carl D. Perkins IV Legislation; Participation in district site visits, completion of NJDOE surveys/feedback forms, and presentations; and Submission of required reports during the grant period reporting timeline and monthly requests for budgetary reimbursements. Reimbursement Requests Payment of grant funds are made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Reimbursement requests may begin once the application is Final Approved and the grantee has signed the Grant Agreement and Statement of Assurances sent to the districts via email and USPS. Only one (1) request may be submitted per month. Grantees must submit their request no later than the 15th of the month. Requests may include funds that will be expended through the last calendar day of the month in which reimbursement is requested. If the grantees request is approved by the NJDOE program officer, the grantee should receive payment around the 8th to 10th of the following month. The last day that a reimbursement request may be submitted in EWEG is June 15, 2020. The deadline for submitting a budget modification is March 31, 2020. Section 2: Project Guidelines The intent of this section is to provide the applicant with the framework within which the district will plan, design and develop the proposed project to meet the purpose of the grant. Before preparing an application, potential applicants are advised to review Section 1: Grant Program Information of this grant application to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2: Project Guidelines will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. Please note that N.J.A.C. 6A:23A-7 places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. Successful grant applications will include: Successful completion of preparation phase Measurable activities that will lead to accomplishing the objectives; A concise project description that demonstrates an understanding of the states vision, grant outcomes, district developed goals, and a comprehensive plan that leads to accomplishing the grants objectives; A budget that will lead to accomplishing the activities; and A comprehensive application package that demonstrates the district has the commitment and capacity to accomplish the expected indicators by the conclusion of the grant period and sustain the grant activities beyond the grant period. Project Requirements Applicants will find within this section the requirements that must be addressed by the grant applicants in the project update, project description, and in the project activity plan. All planning and designs should be in support of the states vision of the STEM Dual Enrollment and Early College High School Pilot Program and address the outcomes of the Pilot Program. The grant application must be planned, designed and developed in accordance with the framework articulated in the grant application. The grant application narrative must be well thought out, organized, and written clearly and succinctly for each of the following components: Project Update The Project Update is a recap of the project from the preparation phase and includes the projects future need, purpose and projected outcomes. The activities that were accomplished in the preparation phase should be addressed as well as next steps the district will take regarding professional development, culture of learning, student support, initiating the first cohort of students into the program, implementing student leadership opportunities, developing a sustainability plan as well as activity plan actions. Goals, Objectives and Indicators In the preparation phase of the grant, districts developed at least three measurable and well-developed district goals, objectives and indicators. For the implementation period, districts should revisit their district created goals, update them as necessary, and include them in this implementation period application. The goals, objectives and indicators should clearly outline how the grant program will be implemented and the evidence that will demonstrate the goals have been accomplished. Project Description Describe in a detailed narrative the continued efforts of the complete multi-year plan for implementing the project over the entire grant period. Provide evidence that the project is appropriate for and will successfully address the issues identified in the preparation phase Statement of Need and lead to the accomplishment of the states vision, grant outcomes, and the district goals, objectives and indicators. Provide enough detail to demonstrate that the strategies or activities to be implemented are of sufficient quality and scope to ensure equitable access and participation among all eligible program participants. Describe the effect the project will have on the participating students and partners upon completion. Include the following: Identify and discuss plans to meet required activities outlined in Required Activities of the Pilot Program; Provide an updated narrative on how the district will cover all ongoing/recurring costs after the grant funding ends. Include plans to cover expenses for staffing, supplies, professional development, equipment, college credits, transportation, and other continuing costs as applicable Include plans to maintain recruitment and retention strategies including summer bridge programs, middle school outreach, and community/stakeholder engagement Evaluate the instructional culture of the district and discuss modifications necessary in leadership and scheduling to accommodate the need for: Experiential/contextual learning Interdisciplinary instruction Project-based learning Co-curricular planning and projects Individualized student instructional support Career exploration and planning Provide an update on the number of students enrolled in the program and how the district will meet the needs of the students. Required Activities of the Pilot Program The grant period will include a ten-month implementation period (September 2019 through June 2020). Successful programs that are developed through this grant funding must be sustainable past the end of the grant period. Implementation Period The STEM Dual Enrollment and Early College High School Program will admit students to enter the program in September 2019. To support students in this program during the implementation period, the grantee will: Initiate the STEM Dual Enrollment and Early College program September 2019 with the first cohort of students. Create a Culture of Learning for the STEM Dual Enrollment and Early College Pilot Program by initiating student learning communities that include an emphasis on social emotional development, transformative learning, student engagement, creativity and innovation, valued mentorships, leadership development and perpetual learning. Create and implement a Professional Development Plan for STEM program participating teachers and staff. Attend professional development workshops sponsored by NJDOE, STEM Dual Enrollment and Early College High School Pilot Program, district targeted, and other related conferences and workshops by the district planning team. Develop and implement a Student Support Plan to assist students with academic, technical and employability learning supports. Provide opportunities for student leadership participation through Career and Technical Student Organizations and other STEM related student organizations and associations. Provide comprehensive career counseling, exploration and planning in the STEM industry to all STEM Dual Enrollment and Early College High School students. Develop and submit to NJDOE a Sustainability Plan for continuing the STEM Dual Enrollment and Early College High School Pilot Program model beyond the two-year grant period. Program Activity Plan For all required implementation activities, applicants will complete and submit the  HYPERLINK \l "_Program_Activity_Plan:" Program Activity Plan: Form II. For each required activity, districts will include the staff responsible for conducting the activity, the documentation that will be submitted, and the reporting period when the activity will be completed. Districts will use the Program Activity Plan as a basis to complete the budget detail for the entire grant period. All budget items must be linked to a  HYPERLINK \l "_Implementation_Period" Required Implementation Activity. Budget Design Considerations The budget submitted in this grant application must include a one-year budget for the implementation period of the grant. The New Jersey Department of Education will provide an extension with funds of the STEM Dual Enrollment and Early College High School Pilot Program from the preparation phase into the implementation phase. Any unexpended grant funding from the preparation phase of the grant will be carried over into the implementation phase. Funding for the implementation phase will consist of a total of $200,000 (based upon the scale of the program and the number of students enrolled in the program) per district from state and federal funding sources. Districts who are receiving both state and federal funding will be required to submit two separate budgets, one for each funding source. Districts with both federal and state funding sources should prioritize spending state funds first, then budget the remaining expenditures with federal funding. Two separate budgets will be submitted, one for state funding for the first $100,000 and another for federal funding, up to $100,000. The budget will be reviewed to ensure that costs are customary and reasonable for implementation of each required program activity. The NJDOE will remove from consideration all ineligible costs, as well as costs not supported by the Program Activity Plan. The actual amount awarded will be contingent upon the applicants ability to provide support for its proposed budget upon application and ultimately will be determined by the NJDOE through the pre-award revision process. Budget Requirements Budget requests should be linked to specific project activities identified in the Program Activity Plan in support of the vision for the program, goals for the program, and district-level goals for the program. The provisions of N.J.A.C. 6A:23A-7 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator when constructing the budget. The NJDOE applies the restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging); No reimbursement for meals on in-state travel; and Mileage reimbursement is capped at $0.31/mile. Supplement Not Supplant Grantees may use federal funds for career and technical education activities that shall supplement, and shall not supplant, non-federal funds expended to carry out career and technical education activities. Professional Development: Non-instructional Stipends: Stipends for CTE faculty and staff to attend professional development related to STEM Dual Enrollment and Early College High School Pilot Program. Consultants: Consultants may be hired to support the STEM Dual Enrollment and Early college High School Pilot Program by providing professional development in key areas such as project-based learning, school culture and climate, literacy in CTE, Math in CTE, special populations, Universal Design for Learning, student learning supports, and other related topics approved by the NJDOE. Instructional Stipends: Stipends for instructional duties that are over and above the faculty/staff members contracted duties such as a Career and Technical Student Organization (CTSO) program advisor, summer bridge program instructor, and other related instructional duties to be paid consistent with district contractual rates. Classroom Supplies and/or Equipment: Supplies and equipment may be purchased to support the STEM Dual Enrollment and Early College High School CTE program except for items for personal use and ownership.
