The purpose of each LRC is to provide supports and information to parents and families of students with disabilities, ages 3-21, and the educational professionals who serve those students, including pre-service students and advocacy group members. The Northern and Central LRCs are operated by the NJDOE Office of Special Education (OSE). In 2018, Rowan University, Glassboro was awarded a three-year grant to operate the LRC in the Southern region of New Jersey. This NGO covers year three, for the project period July 1, 2020 June 30, 2021. The services to be provided by the LRC South (LRC-S), funded by this grant, include, but are not limited to, the following: Professional Learning Opportunities/Consultation Services The LRC-S staff will host and implement, in coordination with the NJDOE OSE, professional learning events, learning labs, conferences, coaching sessions, consultations, and other professional opportunities developed by the NJDOE OSE. The LRC-S staff will additionally develop LRC orientation sessions to introduce new clients or potential clients to the LRC and design and implement monthly Make-and-Take opportunities. Information and Materials Circulation Services Current information and resources related to special education and special education within the general education classroom are available at the LRCs through library media including, but not limited to, an extensive collection of professional and instructional materials and books, professional journals, DVD collections, educational games, manipulatives, activity books, and accessibility to on-line research. In LRC-S, the library consists of approximately 16,000 circulating resources. These resources are available on-site at the LRC-S or can be provided through a mobile outreach service system that provides delivery and collection of materials to schools within the regions assigned to the LRC-S. The LRC-S will serve the counties of Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, and Salem. The NJDOE OSE has also provided one site in the Northern region of New Jersey and one in the Central region. Production Services LRC staff members research and create samples of supplemental activities, manipulatives, and bulletin boards on an ongoing basis in order to provide our members with inventive ideas and to assist with the creation of teacher and parent-made learning materials. Production services include lettering machines, laminating, transparency making, button making, poster making and photocopying. Supplies are also available for purchase to create learning materials on-site at the LRC. Internet Access to the LRC Library System Patrons may review LRC holdings online and reserve materials for review by contacting each location or by visiting the LRC web page on the  HYPERLINK "http://www.state.nj.us/education/lrc/" NJDOE website. The LRC-S grant project at Rowan University serves Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, and Salem counties. Rowan University will work closely with the Office of Special Education over the course of this project period to coordinate professional development activities and the practices promoted by all centers. This three (3) year grant project began July 1, 2018 and will end June 30, 2021. The project periods are as follows: Year 1 July 1, 2018 - June 30, 2019 Year 2 July 1, 2019 - June 30, 2020 Year 3 July 1, 2020 - June 30, 2021 Rowan University may apply for up to $1,250,000 for year 3, pending satisfactory progress in each of the grant periods and the continuing availability of the Federal Individuals with Disabilities Education Act (IDEA) funds. State Goal: The goals of the LRC-S project is to improve the educational and post-school outcomes for students with disabilities, ages 3-21, by providing a resource center to (1) host professional learning opportunities for parents and families of students with disabilities and professional development opportunities that promote best practices, state initiatives, and state policies for educational professionals who support and serve students with disabilities, (2) conduct Make-and-Take lessons and other instructional material development activities, (3) loan books, instructional materials and other resources related to special education on-site or through mobile outreach services that includes delivery and collection at schools in the LRC region, and (4) disseminate information and materials related to special education. State Outcomes for Grant Program: Through this NGO, the NJDOE expects to achieve the following outcomes in the seven Southern counties of New Jersey: Increase the engagement of families of students with disabilities in decision making, support in learning and school activities. This will be accomplished through the dissemination of resources and information, the lending of materials to parents and family members of students with disabilities, as well as the provision of trainings developed by OSE and hosted by LRC-S. In addition, there will be opportunities to create learning materials to support children at home. These initiatives align with the indicators of the State Performance Plan (SPP), the State Systemic Improvement Plan (SSIP), and Every Student Succeeds Act (ESSA) State plan, all of which include parent and community engagement as a priority area of focus for the state. Increase the knowledge of professionals in education by providing trainings on effective strategies and techniques, and evidence-based practices that enhance the academic, behavior and social-emotional well-being of students with disabilities. This work is incorporated into the SPP, the SSIP, and the ESSA State Plan to improve post-school outcomes of students with disabilities. As part of the three LRCs that make up the LRC Network, LRC-S will support the professional development of educational professionals, pre-service students, and advocacy group members through the provision of a resource library and increasing access to materials related to special education, hosting of professional learning events, and maintenance of a production area that offers equipment and supplies that can be used to enhance lessons and the classroom. Rowan University will take full responsibility to maintain and enhance those resources and activities. All professional development activities will be consistent with NJDOE goals and priorities. ELIGIBILITY TO APPLY The year three continuation grant for LRC-S is targeted to the one entity that received funding for year one and year two of this project, specifically Rowan University, Glassboro, New Jersey. 1.3 FEDERAL COMPLIANCE REQUIREMENTS (DUNS, SAM) In accordance with the Federal Fiscal Accountability Transparency Act (FFATA), all grant recipients must have a valid Data Universal Numbering System (DUNS) number and must also be registered with the federal System for Award Management (SAM), the successor to the federal Central Contractor Registration (CCR) database. DUNS numbers are issued by Dun and Bradstreet and are available at no cost to all entities required to register under FFATA. FFATA Executive Compensation Disclosure Criteria If an applicant in the preceding fiscal year met the following criteria: Received at least $25,000,000 in annual gross revenues from federal awards; and, A minimum of eighty (80) percent of the applicants annual gross revenues came from federal awards; The applicant is required to disclose the name and total compensation of the five (5) most highly compensated officers of the applicant as part of the grant application. This information is to be entered using the appropriate EWEG tab (contacts). The term federal award includes federal contracts, sub-contracts, grants, and sub-grants. No award will be made to an applicant not in compliance with FFATA. 1.4 STATUTORY/REGULATORY SOURCE AND FUNDING The applicants project must be designed and implemented in conformance with all applicable state and federal regulations. The LRC-S Project - Year 3 continuation grant is 100 percent funded under the IDEA Part B (CFDA # 84.027A) funds. Final awards are subject to the availability of IDEA funds. Total funds for the LRC-S Project - Year 3 are $1,250,000. Rowan University is expected to complete the goal(s) and objectives in the approved grant application, complete implementation activities established in its grant agreement, and make satisfactory progress toward the completion of its approved action plan. Failure to do so may result in the withdrawal by the New Jersey Department of Education (NJDOE) of Rowan Universitys eligibility for the continuation of grant funding. The Department of Education will remove ineligible, inappropriate or undocumented costs from funding consideration. The responsibility for a timely submission resides with the applicant. The Application Control Center (ACC) must receive the completed application through the online Electronic Web Enabled Grant (EWEG) system at  HYPERLINK "https://homeroom.state.nj.us" https://homeroom.state.nj.us no later than 4:00 P.M. on THURSDAY JUNE 11, 2020. Without exception, the ACC will not accept, and the Office of Grants Management cannot evaluate for funding consideration, any applications submitted after this deadline. Each eligible applicant must have a logon ID and password to access the system. LEA applicants should contact their districts web (homeroom) administrator who will complete the registration. Applications submitted via FAX cannot be accepted under any circumstances 1.8 REPORTING REQUIREMENTS Grant recipients are required to submit periodic project and fiscal progress reports. All reports will be submitted through the EWEG system. Reports for this program will be due as follows: Report Reporting PeriodDue Date1st Interim7/1/20 10/31/2011/30/202nd Interim7/1/20 02/28/2103/31/21Final7/1/20 06/30/2107/30/21 (For additional information about post award requirements, see Grant Agreement Terms and Conditions at  HYPERLINK "/education/grants/discretionary/management/attacha_b.pdf" /education/grants/discretionary/management/attacha_b.pdf.) 1.9 ASSESSMENT OF STATEWIDE PROGRAM RESULTS The NJDOE will analyze Rowan Universitys progress and outcome results through the following evidence and monthly data collection: Lists of workshops, professional learning events and trainings, including dates and topics, offered; Sign-in sheets from all NJDOE sponsored activities; Monthly data regarding patron usage, membership, production services and mobile outreach service activities; event surveys/evaluations Attendance records for all professional learning events, meetings and parent and family trainings, and any other events hosted by the LRC-S. Front desk logs, cash register log, safe/deposit logs, financial reconciliation sheet, sign-in sheets, etc. Other data as per the request of NJDOE. 1.10 REIMBURSEMENT REQUESTS Payment of grant funds are made through a reimbursement system. Reimbursement requests for any grant funds the local project has expended are made through the Electronic Web-Enabled Grant (EWEG) system. Reimbursement requests may begin once the application has been marked Final Approved in the EWEG system, and the Rowan University has accepted the award by clicking on the Accept Award button on the Application Select page and completing the Grant Acceptance Certificate information. Only one (1) request may be submitted per month. Rowan University must submit their request no later than the 15th of the month. The requests may include funds that will be expended through the last calendar day of the month in which reimbursement is requested. If Rowan Universitys request is approved by the NJDOE program officer, payment should be received on approximately the 8th-10th of the following month. NOTE: Payments cannot be processed until the award has been accepted in EWEG. The last day to submit a budget modification in EWEG is March 31, 2021. The last day to submit a reimbursement request is June 30, 2021. Any remaining payments will be processed through the review and approval of the final Year 3 report in EWEG. SECTION 2: PROJECT GUIDELINES The intent of this section is to provide the grantee with the framework within which it will plan, design, and develop its proposed project to meet the purpose of this grant program. Before submitting applications, grantees are advised to review Section 1.1, Description of the Grant Program, of this NGO to ensure a full understanding of the states vision and purpose for offering the program. Additionally, the information contained in Section 2 will complete the applicants understanding of the specific considerations and requirements that are to be considered and/or addressed in their project. Please note that the passage of N.J.A.C. 6A:23A-7 places additional administrative requirements on the travel of school district personnel. The applicant is urged to be mindful of these requirements as they may impact the ability of school district personnel to participate in activities sponsored by the grant program. 2.1 PROJECT DESIGN CONSIDERATIONS Program Summary This project focuses on fostering the achievements of all students by supporting students with disabilities, their families, and the educational professionals who work with them as they pursue their goals related to postsecondary education, competitive integrated employment and life in the community. State Goal The goal of the LRC-S project is to improve the educational and post-school outcomes for students with disabilities, ages 3-21, by providing a resource center to: (1) Host learning opportunities for parents and families of students with disabilities and professional development opportunities that promote best practices for educational professionals who support and serve students with disabilities. (2) Conduct Make-and-Take lessons and other instructional material development activities. (3) Loan books, instructional materials and other resources related to special education on-site or through mobile outreach services that include the delivery and collection of these items to schools in the LRC region. (4) Disseminate information and materials related to special education. Program Components LRC-S Project will include the following components in their program. Objective I: Professional Learning Services/Trainings In this third year of the project, Rowan University will host a minimum of 20 professional learning events sponsored by NJDOE and work in collaboration with OSE by coordinating and implementing the events developed to improve student and district performance on indicators in the HYPERLINK "http://www.state.nj.us/education/specialed/info/spp/"State Performance Plan Annual Performance Report (SPP/APR) with some specific to the needs of schools identified for comprehensive or targeted support as part of New Jerseys school accountability system. Objective II: Information Services In each project year, Rowan University will provide and increase accessibility for parents and family members of children with disabilities and educational professionals, pre-service students, and advocacy group members who support and serve students with disabilities, to information, on-line research, journals, materials, and other resources/services that support the education of students with disabilities. Rowan University will order and update network resources in coordination with OSE. Objective III: Educational Resources Circulation and Mobile Outreach Services In each project year, Rowan University will continue to obtain, maintain and circulate, in a client-retrievable format, a collection of instructional resources, professional books, instructional coaching and other professional learning resources, assessments and successful programs that reflect the priority needs/interest areas that support the education of students with disabilities, in coordination with OSE. Rowan University will work with NJDOE staff in the implementation of the computerized LRC cataloguing, circulation and resources retrieval program. Rowan University will use the Alexandria library system, upgraded periodically to ensure effectiveness and provide access to resources for staff and clients. Library resources will be organized in alignment with a system identified by OSE and used by the other LRCs across the state. Rowan University will develop a system of mobile outreach services to include delivery and collection to schools within the LRC region. It is the sole responsibility of Rowan University to identify and attain a means for transporting these resources and materials. Objective IV: Production Services In each project year, Rowan University will provide materials to assist parents and family members of children with disabilities, pre-service students and the educational professionals who support and serve students with disabilities in developing instructional materials for instruction in New Jerseys Student Learning Standards and to meet other needs. Daytime and evening Make-and-Take sessions will be offered each month and will be used to create instructional materials. Any materials or resources being used for such purpose must be provided and approved by OSE at least 4 weeks prior to posting or utilization. Objective V: NJDOE OSE and Statewide Initiatives In each project year, Rowan University will plan, develop, and implement special projects as directed by OSE, that support the office, division and statewide initiatives with preference to districts in the seven southern counties. Objective VI: Interagency Collaboration In each project year, Rowan University will assist and facilitate collaborative partnerships with its host institution of higher education that further the work of LRC-S. 2.2 PROJECT REQUIREMENTS Project Update: The Project Update is a (250-300 word) summary of the proposed projects need, purpose, and projected outcomes. The proposed project and outcomes must cover the remaining one-year period. Do not include information in the update that is not supported elsewhere in the application. Project Description: Describe in a detailed narrative the complete project design for year three and plan for implementing the project. Provide assurance that the strategies or activities are of sufficient quality and scope to ensure equitable access and participation among all eligible program participants. Provide evidence that the project is appropriate for and will successfully address the identified needs of the counties in the southern region of the state. Include benchmarks for the early, middle and final stages of the process and how progress will be measured towards these benchmarks. Identify who will be responsible for what stages and what level of support they will be given. Write clearly and succinctly, focusing on quality and not quantity. Ensure that the steps of the Project Activity Plan are well-articulated and logically sequenced in the narrative. Rowan University shall manage and supervise all aspects of the LRC-S Project, ensuring that the mandated goal and all mandated objectives are met in a timely and thorough manner. The LRC-S will operate in accordance with the guidelines set forth in the NJDOE Learning Resource Center Network Manual. In addition to functioning as both a library and as a venue for professional learning opportunities, the LRC-S will also serve as a home base office for four (4) OSE consultants and specialists (who are NJDOE employees and are not compensated through grant funds). A private location, including a desk, telephone, bookshelf, and cabinet must be provided for each of the four special education consultants who will move between the LRC-S and the field. In addition, consultants will need to have a location for installing a copy machine for their use. Notwithstanding any language to the contrary in the grant agreement terms and conditions, items purchased with LRC-S project funds, as well as LRC-S property and furnishings provided to the grantee by the NJDOE remain the property of the NJDOE. Goals, Objectives and Indicators Establish one or more local goal(s) for this program. Using the goal(s) create objectives that are (1) relevant to the selected goal, (2) applicable to grant-funded activities, (3) clearly written and (4) measurable. Objectives should clearly illustrate the plan to achieve the goal(s). They must be achievable and realistic, while identifying the who, what and when of the proposed project. Objectives must be results-oriented, and clearly identify what the project is intended to accomplish. They must contain quantitative information, benchmark(s) and how progress will be measured. Objectives should also link directly to individual stated needs and provide a time frame for completion. Applications must also include a plan to evaluate the projects success in achieving its goals and objectives. Indicators of success must be established for each project objective. In constructing the indicators, describe the methods that will be used to evaluate the progress toward achievement of the goal and objectives, as well as the overall grant project outcomes. Also, describe in the indicators the measures and instruments to be used, the individuals responsible for developing and conducting the evaluation, and how results will be used to improve project outcomes. Well-constructed indicators of success will help establish a clear understanding of responsibilities and a system of accountability for the project. They will also help to determine whether to refine an aspect of the project to ensure overall success. Review the Statement of Need in the Year 1 grant application before and after constructing the objectives to ensure that the objectives clearly address identified needs. Identify the anticipated outcomes of the project in measurable terms and in relation to the stated needs. Define the population to be served. Identify the timeline for implementing and completing each objective. Identify the level of performance expected in order to indicate successful achievement of the objective. Make certain to construct measurable indicators of success that directly link to and support project objectives. Project Activity Plan The Project Activity Plan follows the goal(s) and objectives that were listed in the previous section. The Activity Plan is for the third grant period. Activities represent the steps that it will take to achieve each identified objective. Also, the activities that are identified in this section serve as the basis for the individual expenditures that are being proposed in the budget. Review the Goal(s) and the Objectives when constructing the Project Activity Plan to ensure that appropriate links have been established between the goal(s) and objectives and the activities. State the relevant objective in full in the space provided. Number the goal and each objective according to the following example. Goal 1, Objective 1.1, 1.2, 1.3, etc. Describe all the tasks and activities planned for the accomplishment of each goal and objective. List all the activities in chronological order. Space the activities appropriately across all report periods of the grant project. Identify the staff directly responsible for the implementation of the activity. If the individual conducting the activity is not referenced appropriately on the Project Activity Plan, it may not be possible to determine an allocation of the requested cost, and costs may be disallowed. List the documentation that tracks the progress and confirms the completion of each activity, such as agenda, minutes, curriculum, etc. In the Report Period Column on the Project Activity Plan, indicate with a checkmark the period in which the activity will be implemented. If the activity is ongoing or recurring, place a checkmark in the boxes under each period in which the activity will take place. Do not list the project director or other person with general oversight authority for the project as the person responsible for carrying out all activities. 2.3 BUDGET DESIGN CONSIDERATIONS Once the objectives that will guide the work in the implementation phase of the grant have been prioritized, begin to develop the details of the budget that will be necessary to carry out each activity. The applicants budget must be well-considered, necessary for the implementation of the project, remain within the funding parameters contained in this handout, and demonstrate prudent use of resources. The budget will be reviewed to ensure that costs are customary and reasonable for implementation of each project activity. The applicant must provide a direct link for each cost to the goal, objectives and activities in the Project Activity Plan that provides programmatic support for the proposed cost. In addition, the applicant must provide documentation and details sufficient to support each proposed cost. The budget submitted as part of the application is for the current grant period only. The Department of Education will remove from consideration all ineligible costs, as well as costs not supported by the Project Activity Plan. The actual amount awarded will be contingent upon the applicants ability to provide support for its proposed budget upon application and ultimately will be determined by the Department of Education through the pre-award revision process. The applicants opportunity to make pre-award revisions will be limited by the Department of Education which is not responsible either to provide repeated opportunities for revisions or to permit reallocation of the funds previously requested for costs that have not been approved or have been disallowed. 2.4 BUDGET REQUIREMENTS Budget requests should be linked to specific project activities and objectives of the LRC-S Project - Year 3 continuation grant. The provisions of N.J.A.C. 6A:23A-7 contain additional requirements concerning prior approvals, as well as expenditures related to travel. It is strongly recommended that the applicant work with their business administrator when constructing the budget. The NJDOE applies these restrictions uniformly to all grantees. Unless otherwise specified, the following restrictions apply to all grant programs: No reimbursement for in-state overnight travel (meals and/or lodging) No reimbursement for meals associated with in-state travel Mileage reimbursement is currently capped at $.35/mile Eligible costs may include: Staffing: Rowan University shall, through grant funds, employ the following staff to be compensated at a salary equivalent to the New Jersey Department of Educations salary guide at the named levels to provide the services and to perform the necessary operations of the center: Learning Resource Center South Grant Principal Investigator (PI) - This position provides leadership and oversight and works directly with Director of Operations to support LRC-S staff. Chairs the Steering Committee and is responsible for NJDOE/OSE reports and data. Director of Operations and Programming - This position works directly with grant PI to review and develop grant goals and objectives. S/he oversees daily operations and supervises all LRC staff. S/he is responsible for developing district/school partnerships, increasing educator/family membership across the South Jersey region and is a member of the Steering Committee. S/he develops ongoing assessment of needs and PD development to ensure that provided services and supports meet the needs of stakeholders. S/he oversees the fiscal budget. Fiscal Operations Coordinator - This position works with LRC-S Director and staff coordinating daily operational events aligned with the purchasing of materials. S/he processes salary contracts, travel and other fiscal paperwork related to all LRC-S operations. S/he provides dissemination analysis and structure for reports. Professional Learning Coordinator- This position works with the PI and Director to plan and facilitate community/family educational events and activities aligned to NJ Standards and High- Leverage Practices. Circulation Assistant/Instructional Materials Coordinator- This position reviews and completes catalogue processing of center materials. S/he updates electronic files regarding lending, client information, and record-keeping of center data. S/he provides center orientation and assists in developing protocol and procedures for material and outreach usage. Circulation and Production Assistant- This position provides customer service to clients in the resource and productions area. S/he is responsible for supporting material creation for Make it/Take it and special events. S/he assists patrons and staff with production. Mobile Outreach Driver - This position is responsible for coordinating the delivery and collection of LRC-S resource materials to schools and communities in southern New Jersey. Digital Marketing & Media Events Specialist - This position is responsible for managing the LRC website, social media and listservs. S/he coordinates with staff to develop marketing materials, PD registration and forms for dissemination. S/he provides support with software and hardware as needed. Administrative Assistant - This position supports the Leadership Team with processing forms and communication. S/he assist with circulation, production and events. Technical Assistance Coordinator - This position works with PI and Director to identify and develop technical assistance aligned to district needs through a needs assessment. S/he develops and delivers identified technical support to district teachers and administrators. Program Coordinator for Center Events - This position coordinates all events and activities including scheduling, registration processes; pre/post reporting and assisting patrons with library services and resources. S/he may provide one-to-one and small group hands-on assistance and demonstrations, including operating all equipment. Other staff positions may be budgeted as necessary. Consultant Costs: The grantee may budget funds for outside consultants to provide professional learning opportunities. All consultants must be approved by the OSE. Conference Registration Costs: The grantee may not charge participants for NJDOE sponsored events. The actual indirect cost rate that may be used in budgeting is a de minimis rate, which is subject to the requirements of the grant program. If indirect costs are requested, care must be taken to ensure that costs that would be considered an indirect cost are not included in the budget as a direct cost.
