The Council voted unanimously to adopt the entirety of said findings and recommendations.Ìý Therefore, the Council hereby finds that the Government Records Council and staff will forego adjudicatory action in this case pending the outcome of mediation.

The Complainant filed a Denial of Access Complaint with the Government Records Council on July 1, 2004 pursuant to N.J.S.A. 47:1A-1.1 et. seq. alleging that he is being denied access to names and addresses of the license holders who have been issued dog and/or cat licenses for 2003 and 2004. The complainant has signed an agreement to mediate on July 16, 2004.
