(TRENTON) – The New Jersey Motor Vehicle Commission (MVC) is implementing new requirements for transportation network companies (TNCs), which use a digital network to connect a rider to a driver for a prearranged ride.  These new requirements are mandated by the Transportation Network Company Safety and Regulatory Act, which establishes safety and insurance requirements for TNCs while allowing for continued advances in the transportation industry.

“New Jersey has always been at the forefront of emerging technologies, with this legislation providing a modern regulatory framework to embrace innovation and protect and serve consumers,” said MVC Chairman and Chief Administrator Raymond P. Martinez.  “A diverse transportation network is key to our future economic growth and these steps will ensure customers have safe and reliable choices when they travel.”
Among the requirements of the Transportation Network Company Safety and Regulatory Act, TNCs must:

• Conduct a criminal background check and a driving record check for each driver prior to allowing the driver to provide rides
• Ensure that a driver’s vehicle meets all of the State’s motor vehicle inspection requirements and that passengers and drivers are protected by minimum insurance requirements 
• Provide riders with the option to receive an estimated fare prior to a trip, as well as information on applicable rates and the method by which a fare is calculated
• Provide drivers with a marker to affix to their vehicle that identifies them as a TNC driver

Under the Transportation Network Company Safety and Regulatory Act, TNCs are required to obtain a permit to operate in New Jersey from the MVC’s Business Licensing Services Bureau.
