Adolescent Substance Use Recovery Initiative

The New Jersey Department of Children and Families (DCF) Children’s System of Care (CSOC) awarded contracts for the Adolescent Substance Use Recovery Initiative.  These funds provide Outpatient and Intensive Outpatient Services statewide to youth with co-occurring substance use disorders and mental health needs. Youth eligible for the services include the following criteria:

  1. 13 to 17 years old;
  2. youth receiving services prior to turning 18 years old shall continue in the treatment, or;
  3. youth who are referred to treatment at 18 years old, are in high school or equivalent, and best served in an adolescent program.

Adolescents are eligible to receive these services if they engage in risky behavior relevant to their substance use or meet diagnostic criteria for substance use disorder, regardless of their eligibility for Medicaid, or whether they are uninsured or underinsured.

Awarded respondents will contract with DCF to offer mental health and substance use disorder treatment services as specified in this RFP. These contractual requirements for assessment, treatment, and engagement of adolescents with co-occurring conditions are to build provider capacity for comprehensive, integrated services.

Rapid Referral Platform for Medications for Opioid Use Disorder (MOUD): Telehealth Provider

The New Jersey Department of Health Office of Opioid Response and Policy (OORP) is issuing this solicitation to provide funding to one telehealth provider for emergency assessment and initiation of MOUD to patients via telemedicine. This effort is part of the State’s comprehensive strategy to address and reverse the overdose crisis, reduce substance use related risks, and provide improved, equitable access to high quality substance use disorder care statewide. Medications such as buprenorphine and methadone are FDA-approved, evidence-based, lifesaving treatments for those with Opioid Use Disorder (OUD). Yet, only a small fraction of those with OUD in our State have adequate access to this treatment. The State seeks to spread and scale the uptake of this lifesaving treatment via strategic investments in low barrier MOUD care.

Harm Reduction Expansion

Considering the legislative change that occurred in January 2022, the Division of HIV, STD and TB Services (DHSTS), HIV Services Unit is issuing this solicitation to fund grants to support harm reduction services throughout the state with qualified organizations. New Jersey currently has approximately twenty entities authorized to provide harm reduction services, comprised of 44 individual Harm Reduction Centers (HRCs). The state looks to increase the availability of harm reduction services throughout New Jersey, with the purpose of mitigating the harms related to drug use. HRCs are proven to decrease the spread of HIV, hepatitis C, and other bloodborne pathogens, prevent overdoses and overdose deaths and provide a bridge to substance use disorder treatment, healthcare services, and social support services for people who use drugs. Harm Reduction is a known, evidence-based, best practice to improve the health of people who use drugs and communities.  The goal of this Request for Applications is to fund harm reduction and drug user health programs in areas of high unmet need. The long-term goal for New Jersey is to support at least one HRC in every county.

Legal Support: Medical Legal Partnership

Provides legal and navigation services for individuals with a substance use disorder (SUD) within a licensed SUD provider agency. Services will help address legal and social issues that present as barriers to accessing needed services (medical, behavioral health, housing, insurance, entitlements, etc.) for individuals with a SUD and to reduce the burden of outstanding legal issues that negatively impact an individual’s recovery process and ability to successfully live in the community of their choosing. The goal is to avoid incarceration whenever safely possible and to address any social inequities from a legal perspective.

The Department of Human Services/Division of Mental Health and Addiction Services plans to fund four regional legal services providers that will cover regions of the state. It is anticipated that all 21 counties in the state will be served through this initiative.

Mobile Medication Unit for Substance Use Disorder

The Mobile Medication Unit for Substance User Disorder initiative will enable agencies to travel to communities on a regular basis to provide low-threshold medication services to people with a substance use disorder (SUD) who encounter obstacles to receiving services at traditional “brick-and-mortar” treatment agencies. It is designed to increase access to medications for SUD, i.e., methadone, buprenorphine, or naltrexone; medical referral services, case management; and recovery support services.

Housing: Case Management Services for Adult Individuals with Substance Use Disorder in Temporary Shelter Bed Housing

This Request for Proposal (RFP) was issued by the New Jersey Department of Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS), to provide case management services for adult individuals with a substance use disorder (SUD) placed in temporary shelter housing and in need of long-term housing. The primary objective of this initiative is for successful bidder agencies to provide case management services in their region of award for the adults with an SUD who are being housed in the DMHAS Opioid Settlement-funded temporary shelter beds and are in need of long-term placement. Case managers will help connect individuals with services/ resources in their area and entitlements and assist them in securing permanent housing as quickly as possible. It is anticipated that individuals will obtain permanent housing within four months of initial engagement. Individuals served in this program will have access to DMHAS funded housing subsidies.

Housing: Temporary Shelter Housing Services for Adults Who Use Substances

Provides temporary housing for individuals being discharged from residential, inpatient, ambulatory SUD treatment and/or individuals with a history of SUD who may be or have become homeless. The funding through this RFP can serve as a bridge to permanent housing, allowing participants to receive the support and services they need around other challenges in their lives. Funding is to support 150 shelter beds throughout the state and is a companion to the case management services for adult individuals with a substance use disorder (SUD).

Community Peer Recovery Center (CPRC)

The CPRC will be a place where individuals can access peer support, information about substance use disorder treatment, recovery support services, and information about other community resources in a supportive substance-free environment. Successful bidders will provide peer-to-peer recovery support services that are responsive to community needs. All activities and services are led and driven by “peers” (i.e., individuals who have experienced addiction and recovery, either directly or indirectly as a family member or friend). The overall goal of the CPRC is to provide a safe place for individuals in all phases of recovery to gather in support of one another, share experiences, discuss coping skills, and offer each other hope in a community setting. It is the ideal place for those in recovery to receive peer-to-peer support and obtain guidance in a number of life-skill areas.
