Bilingual/Bicultural Education

This endorsement authorizes the holder to teach bilingual/bicultural education in all public schools. In addition to the content area(s) or grade level(s) authorized by the teachers’ endorsement(s), the holder of a bilingual/bicultural education endorsement also may provide consultative services and supportive resource programs, including modification and adaptation of curriculum and instruction to multilingual learners and speakers of English as a second language in general education programs in preschool through grade 12.
Licensure Requirement
Hold a Certificate of Eligibility (CE), Certificate of Eligibility with Advanced Standing (CEAS) or standard New Jersey instructional certificate with an endorsement appropriate to the subject or grade level to be taught.
Professional Teacher Preparation Requirements
Certificate of Eligibility
During the Provisional Teacher Process, candidates must complete a Teacher of Bilingual/Bicultural educator preparation program offered by an approved Certificate of Eligibility Program Provider.
Certificate of Eligibility with Advanced Standing and Standard Certificate
Candidates must complete an approved Teacher of Bilingual/Bicultural educator preparation program prior to application.
Testing Requirements
English Language Proficiency Tests
Pass oral and written English language proficiency tests. The Oral Proficiency Interview (OPI) must be passed with a minimum score of “Intermediate High”. The Written Proficiency Test (WPT) must be passed with a minimum score of “Advanced Low” or a score of “Intermediate High” if the target language WPT score is an “Advanced Low”.
Target Language Proficiency Tests
Pass an oral and a written language proficiency test in your target language. The Oral Proficiency Interview (OPI) must be passed with a minimum score of “Advanced Low”. The Written Proficiency Test (WPT) must be passed with a minimum score of “Advanced Low” or a score of “Intermediate High” if the English WPT score is an “Advanced Low”.
(Exception: Candidates for certification who establish themselves as a speaker of the target language who was primarily educated at the undergraduate or graduate level in that language, as determined by their submitted foreign evaluation transcript(s), will be exempt from taking the OPI and WPT in their target language.)
